RE: EA W for Center Oaks Project
Dear Mr. Hale:
The following are proposed responses to the comment letters received after review of the
Environmental Assessment Worksheet (EA W) for the Center Oaks Project, published in the "EQB
Monitor" August 11, 1997. Letters were received from the Minnesota Pollution Control Agency,
Minnesota Historical Society and Wright Soil and Water Conservation District.
Minnesota Pollution Control Agency
Comment: A Section 401 Certification must be issued in conjunction with the U.S. Army Corps
of Engineers' (USACE) Section 404 permit process.
Response:
A completed Project Notification Application has been forwarded to the USACE,
initiating the Section 404 Permit process. The USACE was requested to coordinate
the MPCA Section 401 Certification.
Comment:
Any future expansion of the City's wastewater treatment facility beyond its design
flow will warrant a MPCA review of treatment procedures.
Response:
The City of Albertville has directed the City Engineer to prepare a Wastewater
Treatment Facility Plan which would evaluate the City's current and projected
wastewater needs.

No comments requiring a response were received.

Comment: There is an apparent wetland on the site that was not delineated.
Response:
Upon request, Eco-Systems, Inc. re-evaluated the project site and found the area in
question to, indeed, be a wetland area. A Wetland Delineation Report, as prepared
by Eco Systems, Inc., has been forwarded to WSWCD for verification. This updated
wetland delineation is being used on all relevant plans.
The 30-day comment period after EQB publication of the EA W expired on September 10,1997.
The next step is for the City (acting as regulatory government unit) to determine if an
Environmental Impact Study (EIS) is required.
