Included are all of the lots within the PUD phase 2 area and a portion of the lots from phase 3. We are hereby stating that this will be the last phase within Center Oaks to have a request for final plat in 1998. The PUD allowing a direct transfer of 10 lots from any adjacent phase due ;to market conditions. Based on concerns expressed by Bob Heuring on withholding of sewer, grading being complete, and limitations on extending a road through Cedar Creek South, we believe it is in the best interests of the City and the project to use 13 lots of phase two transfer from Cedar Creek South to enable this plan as submitted to be approved. There is substantial market interest and would create paved streets for 73 new lots within the project during summer construction deemed the best time to build roads by the City Engineer. (Cedar Creek North will not commence grading until May, causing roads to be built in September) This addition will allow the Leander Property to become fully developable with sewer, and allow for Bobby Heuring to work with the project to get sewer when needed. It also enables 53rd to be planned for in future developments. The 1998 accounting of new lots in Center Oaks, Cedar Creek No. & So. is as follows: Center Oaks 2nd 33 of 35 (lot 1, B. 5 hooked up farm house, lot 4 no demo till 99) ( south end only, no connection to north till 99) Cedar Creek South 11 4 51 (North end only to cross golf course, see above) Phases one & two of PUD) Cedar Creek South Cedar Creek North land dev: ctroksap.doc 13736 Johnson Street NE . Fax: 757-4094 Karston Cove TH 40 Proposed Phase One Total 139 additional EA W identified no risk of capacity until over 180 to 200 occupied new dwellings, not approved lots. It should be noted that the final platting only allows for the roads to get built and for building permits to statt. Albertville historical absorption of 50 to 60 dwellings per year for single family only creates a real impact of 100 potential new occupancies spread out over 1999 upon project completion's. WA TER QUALITY - WASTEWA TERS a. The residential area of the Project will generate approximately 65,900 gallons of domestic wastewater per day based on an average of 2.7 persons per residential living unit and a flow rate of 1 00 gallons per capita per day. The wastewater generated by the Project will not include any industrial contributions. The developable land to the south is expected to generate similar residential flows once developed. b. & c. Albertville upgraded and expanded its wastewater treatment facility in 1993. All necessary hearings were conducted and permits and approvals obtained from the MPCA for the upgrade and expansion of the Albertville wastewater treatment system. The wastewater treatment facility, as it currently exists, consists of a pond system that provides secondary treatment prior to tertiary treatment to remove phosphorous before discharg,e to Mud Lake. The organic treatment capability of the facility can be expanded by incorporation of air, if needed, into the pond treatment system. The existing wastewater treatment facility is designed to treat 315,000 gallons per day with a CBOD loading of 368 pounds per day. The wastewater treatment facility averages approximately 184,000 gallons per day (gpd), using available flow data, over a 12-month time period (April 1996 - April 1997). Higher than average flows occurred during May and June, averaging 200,000 gpd. Therefore, excess capacity of approximately 115,000 gpd currently exists throughout the year without any modification to the existing wastewater treatment facility. A proposed development immediately to the east, Center Oaks, is projected to generate approximately 27,000 gallons of wastewater per day, using an average 2.7 persons per residential living unit. The combined total of the two projects, Cedar Creek and Center Oaks is then 92,900 gallons which leaves a remaining capacity of 22,100 gallonl? Thus, at the present time, the Albertville wastewater treatment facility has the capability to accept and treat all wastewater from the Project. . The wastewater treatment facility is designed in such a manner that it can easily be modified to treat significantly higher flows and organic loadings. It is estimated that the wastewater treatment facility can be increased to treat an average daily flow of 1,373,000 gallons per day with a CBOD loading of 2,380 pounds per day, with modifications to meet higher standards. These designs are on file with the MPCA for the original treatment facility permit. Thus, Albertville's wastewater treatment facility has the capability to be easily modified for future wastewater flows and loadings from areas outside the Project. ~ [J ....... I-- .......
