LGU a:decnot.[April1997] - ~ FINDINGS AND CONCLUSIONS The City of Albertville, represented by Short Elliott Hendrickson Inc.@ (SEH) .as the Local Government Unit (LGU), has approved the replacement plan for the Heuring Meadows Development as outlined and submitted to the City in the December, 2000 permit application and the February 5 and 7, 2001 addendums. The original project Minnesota Wetland Conservation Act permit application and replacement plan was submitted to the City in December 2000. Two addendums to the original application, dated February 5 and February 7, 2001 were submitted that reflected changes to the original application. A Technical Evaluation Panel (TEP) meeting was held on January 10,2001 to discuss changes to the wetland impacts from the project layout. Changes in the amount of wetland impact due to the location and excavation for the construction of the site stormwater pond were discussed and implemented. The sequencing outlined by the applicant was approved with the addition of the 7,235 feet of excavated area from the stormwater pond adding for replacement. These changes are reflected in the wetland permit addendums. The actual amount of wetland impact has changed. The February 5 and 7 addendums include purchasing new wetland credits totaling 94,556 square feet from two wetland banks.
