Moberg, PE Project Manager FROM: DATE: March 31, 2005 RE: Parkside Commercial Center Site Plan Review Albertville, Minnesota SEH No. A-ALBEV0501 D70 I have reviewed the site plans submitted for the proposed construction of Parks ide Commercial Center, near the intersection of CSAH 19 and 57th Street. The plans reviewed were prepared by Meyer-Rohlin, Inc. I have the following comments: General 1. Drainage calculations must be submitted for review. Calculations are needed to verify whether the number of drainage facilities is adequate and whether the proposed pond modifications provide the same level of flood protection as current conditions. 2. Access to the south side of the easterly building will be compromised by landscaping. Sufficient space should be provided to accommodate emergency vehicle access. 3. Proposed grades on the westerly end of the site are very flat. Grading shall be revised to improve drainage in this area. 4. An emergency overflow (EOF) must be provided in the vicinity of CB-3. The EOF must be at least 2 feet below the first floor elevation (or lowest opening) of the easterly building. 5. Pond bottom elevation shall be shown. 6. Additional storm sewer structures will likely be required in the parking lot. Once drainage calculations are submitted, the extent of additional structures can be determined. 7. Catch basins shall be located adjacent to proposed curbs or median islands. 8. The existing flared end section adjacent to CB-2 shall be removed and the existing pipe shall be connected to the new structure. 9. The proposed storm sewer line between CB-l and CB-2 is in an area that is also proposed for landscaping. Placement of trees on top of the pipe should be avoided. 10. An additional hydrant and gate valve is required on the east side of the southerly building. 11. Domestic water service and fire service lines must be separated prior to entering the buildings. Each line shall be valved to allow for independent operation of domestic and fire services. A post-indicator valve is required for all fire service lines. 12. The proposed hydrant on the north end of the parking lot shall be moved westerly to improve fire protection for the north building. 13. Fire hydrant locations cannot be obstructed by parking stalls. 14. The existing sanitary sewer clean out in the parking lot shall be replaced with a casting. 15. Riprap shall be Class III. Applicant shall verify whether landscaped medians will require irrigation. Irrigation service lines shall be shown on the plans. 17. Drainage and utility easements are required for sanitary sewer and water main extensions. 18.
