Dear Jon:
I have reviewed the submitted plans provided to us by the City of Albertville for the
Parkside Commercial development. This development consists of three buildings
identified as Building 1, 2 and 3 which all appear to be office buildings. This report
details my review of these plans to determine if they are reasonably in compliance with
Chapter 5 of the 2003 Minnesota State Fire Code (MSFC) for fire service features
including fire department access and water supplies. Futrell Fire Consult and Design
Inc. (FFCDI) is involved in the review based on your city's contract with us to provide
plan review services to the City of Albertville. Any comments in this review should be
considered recommendations for your consideration, since FFCDI is not the Authority
Having Jurisdiction for fire protection issues in the City of Albertville, nor is FFCDI the
engineer or designer of record for this project.
The scope of this review is limited to the fire service features and related site water
supply for firefighting purposes. Any opinion of compliance should in no way be
construed as approval or acceptance of the plans submitted by this contractor until they
have received approval from the City of Albertville. This letter does not authorize the
contractor to purchase materials or begin installation on the project. Finally, this review
is based on evaluation with the codes and standards applicable to Minnesota and does
not include determining compliance with provisions in bid documents, contracts, or
insurance standards.
Based on the fact that the water supply and access road appear to be inadequate for
this development and a utility plan has not been provided, this submittal does not
appear to be in compliance with the codes and standards as indicated. I recommend

that the City of Albertville find "the subrnittal not acceptable, pending compliance with
the items identified below, submission of updated plans and any subsequent reviews
you feel necessary.

STANDARDS USED TO CONDUCT THIS REVIEW
This plan review is based on the following standards as adopted in Minnesota:
· Minnesota State Fire Code (2003) comprised of the 2000 International Fire Code
pIus state amendments (MSFC).
· Minnesota State Fire Code (2003) optional Appendix Chapters B, C, and D.
· NFPA 13 (1999) edition.
ADDITIONAL INFORMATION USED TO CONDUCT THIS REVIEW
Based on a review of the plans, it appears these buildings most nearly resemble:
1. The three buildings will be of Type V-B construction.
2. Proposed building size: "Building 1" and "Building 2" appear to be identical
and are indicated as 15,681fe. Building 3 is indicated as 7,520 fe.
3. All three buildings are classified as "Office - Group B".
4. All three building are indicated as single story buildings.
5. The code plan indicates that a NFPA 13 sprinkler system will be provided
"throughout the building". It appears that the intent is to provide sprinklers
throughout all of the buildings, but the paragraph was not revised for this
specific project.

6. According to Jon Middendorf with the Albertville Water Department, no
hydrant flow tests have been conducted in the area. Information on the
available water supply is required to complete this review.
Listed below you will find the items included in the review and whether or not they
appear to comply with the provision in the Minnesota State Fire Code, the NFPA
Standards, or other nationally recognized standards:
General:
1. Fire apparatus access roads and water supplies for fire protection shall be
installed and made serviceable prior to and during the time of construction
[MSFC(2003) Section 501.4).
2. Premises identification is required as indicated in MSFC(2003) Section 505.
3. The buildings will require a key (Knox) box located as approved by the Fire
Chief [MSFC (2003) Section 506).
4. Fire Department access to equipment and labeling of rooms is required
[MSFC (2003) Section 510).
5. A horn and strobe is recommended above each fire department connection
for the sprinkler systems [State Fire Marshal Division policy and MSFC (2003)
Section 912).
Fire Apparatus Access Roads:
1. Based on the current layout, it appears that portions of all three buildings are
over 150 feet from the roads indicated (County Road 19 ,and5ih Street) on
this submittal. Given that this exceeds the 150 feet permitted by MSFC
(2003) Section 503.1.1, it appears that access to all of the buildings must be
through the adjacent parking lot. For this reason, the parking lot must meet
the specifications for a fire apparatus access road in MSFC (2003) Section
503:
a. The parking lot would be a required access route that would be
considered a fire department apparatus road.
b. Dimensions, construction, surface, turning radius, and grade shall
comply with MSFC (2003) Section 503.2. Based on MSFC Appendix
Chapter 0, nationally recognized standards of good practice, and data
applicable to typical fire department ladder apparatus, we recommend
a minimum 33 foot inside turning radius and 48 foot outside turning
radius for the access road around the building, with a minimum clear
unobstructed width of 20 feet. This could be larger based on any
special apparatus in your fire department.
c. Information on the ability of the access roads to support the imposed
load of the fire apparatus of 75,000 pounds has not been provided.

d. It appears that dimensions within the apparatus road are in compliance
with the MSFC however these requirements should be verified.
e. We recommend posting of the parking lots and access road for no
parking or signage to indicate that the apparatus road should not be
obstructed at any time [MSFC (2003) Section 503.3 and 503.4]. MSFC
(2003) Appendix D recommends posting "no parking" on at least one
side for roads between 20 feet and 26 feet wide such as is provided
here.
Fire Protection Water Supplies:
1. A utility plan indicating fire mains and hydrant locations has not been
submitted for this project. Sheet 1, "Existing Conditions and Proposed
Layout" indicates some information regarding fire mains, but the information
does not appear to be complete.
2. Fire protection water requirements shall be in accordance with MSFC (2003)
Section 508 and MSFC Appendix B (a nationally recognized standard). The
requirement for buildings 1 and 2, which are Type V-B, non-sprinklered,
15,681 fe is 3,500 gpm for 3 hours. The requirementfor the 7,520 fe building
3 woul.d be 2,250 gpm for 2 hours.
3. We do not have information on the available water supply at this time, so this
portion ofthe plans could not be verified. According to the City of Albertville
Water Department no hydrant flow tests have been conducted in the area. It
is strongly recommended that a water flow test be taken at the site to verify
the flow available. at 20 psi. The hydrant flow test should be taken in
accordance with the National Fire Protection Association Standard 291. In
addition, information on the water supply capacities should also be provided,
to verify the three-hour duration requirement.
4. Fire hydrant locations shall be in accordance with MSFC Appendix C
(nationally recognized standard). The minimum number of hydrants (four for
buildings 1 and 2 and two for building 3) do not appear to be provided. In
addition, the average spacing between hydrants of 350 feet required from
MSFC (2003) Table C105.1 has not been provided.
5. Because they are subject to damage by vehicles, we recommend that any fire
hydrants located in the property be protected from vehicle impact according
the MSFC (2003) Sections 508.5.6 and 312.
6. The fire department connection for a sprinkler system should be located
within 50t0100 feetof afire hydrant. A proposed fire department connection
is not shown on the plans, so this distance could not be verified.

nor does this review relieve the designer of any of their responsibility to furnish
documents in accordance with the State of Minnesota, the State Building Code, the
Minnesota State Fire Code, NFPA or other recognized standards.

I have reviewed site plans for the new Labeaux Station development on 57th Street NE
that were provided by the City of Albertville. The development appears to consist of five
buildings totaling 29,881 square feet. This report details my review of these plans to
determine if they are reasonably in compliance with the 2003 Minnesota State Fire
Code for Fire Service Features found in Chapter 5 of the Fire Code. Futrell Fire Consult
and Design Inc. (FFCbl) is involved in the review ofthese plans based on your city's
contract with us to provide plan review services. Any comments in this review should
be considered recommendations for your consideration, since FFCDI is not the
Authority Having Jurisdiction for fire protection issues in the City of Albertville, nor is
FFCDI the engineer or designer of record for this project.

RESULTS OF PLAN REVIEW
The construction type and the use occupancy of the five buildings have not been
indicated on the drawings. In addition, the submittal does not indicate whether or not
these buildings will have automatic sprinkler systems. It is assumed that all five
buildings will have automatic sprinkler systems and fire alarm systems in accordance
with the requirements of the State Building Code and Minnesota State Fire CQ(je. On
that basis this review will indicate the minimum requirements, in general, and if and
when additional information becomes available changes may be necessary to the
conclusions in this letter.
Listed below you will find the items included in the review. I have indicated whether or
not each item appears to comply with the provisions in the Minnesota State Fire Code,
the NFPA Standards, or other nationally recognized standards.

General:
1. Fire apparatus access roads and water supplies for fire protection shall be installed
and made serviceable prior to and during the time of construction [MSFC (2003)
Section 501.4]. Fire department access is provided on the south side of the
development only by the existing street (57th Street NE) and it appears additional
access to the northern two buildings (B1-L 1 - Bldg1 and B1-L 1 - Bldg2) will be
required during construction.
2. If high-piled storage is anticipated (greater than 12 foot high storage of class I
through IV commodities or greater than 6 foot high storage of high hazard or plastic
commodities), the requirements of MSFC Chapter 23 will apply [MSFC (2003)
Section 503.1.3). Fire department access doors are required around all sides of a
building containing high piled combustible storage and include doors at leelst every
100 lineal feet around the perimeter with approved locking arrangements [MSFC
(2003) Section 2306.6.1). If any high hazard commodities are stored in this facility,
the Fire Chief has the authority to require that the additional protection provided by
MSFC Chapter 23 for high piled storage would apply for storage greater than 6 feet.
No indication is made as to the materials stored, their height, or arrangement on the
plans, thus this could not be verified.
3. Premises identification is required as indicated in MSFC (2003) Section 505.
4. The building will require a key (Knox) box located as approved by the Fire Chief
[MSFC (2003) Section 506).
5. Fire Department access to equipment and labeling of rooms is required [MSFC
(2003) Section 510).
Fire Department Access Roads:
6. Based on the current layout, it does not appear that all portions of the proposed
buildings are within the maximum 150 feet to an access road permitted by MSFC
(2003) Section 503.1.1. This problem appears to occur when the delivery truck is
parked as indicated on A-01 in the loading/delivery zone of the east/west service
road located between B1-L 1 Bldg1, B1-L 1 Bldg2 and B1-L2 Bldg1 since that road is
a required access road to the south sides of B1-L 1 Bldg1 and B1:L 1 Bldg2. This
road will need to be posted as "No Parking". If all buildings are sprinklered, MSFC
(2003) Section 503.1.1 allows the fire chief to modify (i.e. increase) the distance to
an approved fire department access road to greater than 150 feet, thus the proposed
layout could be permitted if the buildings are sprinklered and accepted by the fire
chief.
7. Dimensions, construction, surface, turning radius, and grade shall comply with
MSFC (2003) Section 503.2. Based on MSFC Appendix Chapter 0, a nationally
recognized standard of good practice, and data applicable to typical fire department
ladder apparatus, we recommend a minimum 33-foot inside turning radius and 48
foot outside turning radius for the access road around the buildings where fire

department access roads are required, along with a minimum clear width of 20 feet.
This could be larger based on any special apparatus in your fire department. It would
appear turning radius and access road layout is in compliance with the MSFC.
8. It appears that the minimum dimension (width) of 20 feet is maintained over the
length of the apparatus road, thus it is in compliance with the MSFC. However, the
Fire Code recommends that both sides of fire apparatus access roads be posted "No
Parking" when the net clear width is less than 26 feet [MSFC (2003) Section
D103.6.1], and this appears to apply to the 22 foot wide required access road along
the west property line. No permanent or temporary obstructions (i.e. dumpsters,
bollards, parking, storage, etc.) are allowed to be located in the required 20' clear
width.
Fire Department Water Supplies:
9. Fire protection water requirements shall be in accordance with MSFC (2003) Section
508 and MSFC Appendix B (a nationally recognized standard). For sprinklered
structures the minimum fire flow is required to be 1,500 gpm for two hours at a
minimum residual pressure of 20 psig. Based on a maximum building size of 8,603
if, for Type V-B wood frame construction typical of this style of building, a minimum
fire flow according to Table B105.1 is 2,500 gpm for 2 hours. Again, if sprinklered,
the fire chief is allowed by Section 8105.2 to reduce the fire flow down to no less
than 1,500 gpm.
10. Water supply test data was not provided and thus could not be verified. It is
recommended that the developer or design team confirm with the City that the fire
hydrants around the buildings can provided a combined flow rate of 2,500gpm at 20
psi residual pressure for a duration of 2 hours. It should be noted though that this
may not be adequate for the installation of automatic sprinkler systems and the
water supply data also needs to be evaluated for the sprinkler systems too.
11. Fire hydrant locations shall be in accordance with MSFC Appendix C (nationally
recognized standard). The minimum number of hydrants and the average spacing
between hydrants (500 feet) appears to be adequate.
12. The new fire hydrants located on the parking islands are subject to vehicular and
snow plow damage. As required by MSFC (2003) Section 508.5.6, physical impact
protection that is designed and installed according to Section 312 should be
provided around all sides of these hydrants.
13. New underground water mains are indicated to supply the new fire hydrants and the
five buildings. Private fire service underground main is to be installed according to
NFPA 24 [MSFC (2003) Section 508.2.1].

CONCLUSIONS
This submittal appears to be in compliance with the codes and standards as indicated
for Fire Service Features. I recommend that the City of Albertville find the submittal
acceptable, pending compliance with the items identified below, submission of updated
plans to the city and any subsequent reviews you feel appropriate. It is not necessary
for the plans to be submitted back to FFCDI for review given that these items are the
primary issues, should you wish to confirm their correction:
· Verify that the buildings will have automatic fire sprinkler systems and possibly fire
alarms systems installed.
· Verify that the buildings will not be used for high piled storage of any kind.
· Verify that the actual water supply is able to support the minimum fire flow of 1,500
gpm for sprinklered buildings at 20 psi required by the MSFC and that the water
supply is adequate for the automatic sprinklers. If the buildings will not be
sprinklered the minimum fire flow will be dependent on building construction and use
occupancy and that information has not been provided, but is expected to be on the
order of 2,500 gpm.
· Require posting of "No Parking" areas where fire department access is less than 26
feet wide (post both sides) or between 26 feet and 32 feet (post one side).
