NOTICE OF HEARING ON PROPOSED ASSESSMENT
Notice is hereby given that the City Council of the City of Albertville, Minnesota, will meet at 7:00 p.m. on
the 7th day of November, 2005, at the Albertville City Hall, 5975 Main Ave. N.E., Albertville, Minnesota, to
pass upon the proposed assessment of costs related to the installation of street, curb, gutter, municipal water,
sanitary sewer, stonn sewer, ponding and related municipal improvements to the plats of Prairie Run and
Shoppes at Prairie Run. The properties proposed to be assessed are located in the City of Albertville,
Minnesota and are located as follows:
Lots 1-16, Block 1, Plat of Prairie Run
Lots 1-38, Block 2, Plat of Prairie Run
Outlots B and C, Plat of Prairie Run
Lots land 2, Block 1, Plat of Shoppes at Prairie Run
The Wright County Highway Department Maintenance Facility Property located at the Northwest
Comer of Wright County Highways 19 and 18.
The amount to be specially assessed against your particular lot(s),piece(s) or parcel(s) ofland are shown on
the attached proposed assessment roll. You may at any time prior to certificatiori of assessment t() the County
Auditor, pay the entire assessment on such property to the City Treasurer with no interest accrued to the date
of payment. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of
this assessment. You may .atany time thereafter pay to the County Auditor the entire amount of the
assessment remaining unpaid, with interest accrued to December 31 of the next succeeding year. If you
decide not to prepay the assessment before the date given above, the rate of interest that will apply is 6.50%
per year. The right to partially prepay the assessment has not been authorized. by City ordinance. The City is
proposing to spread the assessments over a four-year period.
The proposed assessment roll is on file for public inspection in the City Clerk's office at City Hall. The total
amount of the proposed assessment is $2,007,187.98. Adoption of the proposed assessment by the City
Council may be. taken at the hearing. Written or oral objections will be considered at the meeting. No appeal
may be taken as to the amount ofthe assessment unless a written objection, signed. by the property owner, is
filed with the City Administrator prior to the hearing or presented to the presiding officer at the hearing.
An owner may appeal an assessment to the District Court pursuant to Minnesota Statutes Section 429.081 by
serving written notice of the appeal upon the Mayor or City Administrator within thirty (30) days after the
adoption of the assessment and filing such notice with the District Court within ten (10) days after service
upon the Mayor orQity Administrator.
Minnesota Statutes Section 435.193 through 435.195 authorize a municipality to defer the payment of
assessments against homestead property owned by persons 65 years of age and older, or 'who are retired
because of penn anent and total disability-under circumstances where!t would be ~ hardship for such person
to make the assessment payments. When defennent of the special assessment has been granted and is
tenninated for any reason provided in that law, all amounts accumulated plus applicable interest become due.
Any assessed property owner meeting the requirements of this law may, within 30 days of the confirmation
of the assessment, . apply to the City Administrator for the prescribedfo!ffi for such deferral ofpaymeI1t of this
specialassessmentonsaid owner's property. .
