Based on information presented in this report, the following . recommendations are presented: 1. Construct sanitary sewer, water main, storm sewer, and bituminous streets consistent with Albertville City standards to accommodate the Prairie Run Development. 2. Construct a storm water pond to allow treatment of runoff from the street area. 3. Construct a lift station on northeast corner of the property bordering the Prairie Run development to the east, owned by Bob Heuring, to provide adequate sanitary sewer availability for Prairie Run and future development. 2.0 Introduction This report covers the proposed utility and street construction for the 2004 Prairie Run Development in Albertville, Minnesota. A project location map (Figure 1) is included in the Appendix. Construction is proposed for the early summer of 2004. 2.1 Background The 2004 Prairie Run development is to consist of 52 single-family residential lots. It is located on the northwest corner of Jason Avenue and La Beaux Avenue NE on the property formerly owned by Bob Heuring, now Dean R. Johnson Construction. This property's historic use has been pastureland, but it has recently been rezoned to a Planned Urban Development (PUD) residential. The property along Kyler Avenue is zoned Commercial. A-ALBEV 0409 Page 1 3.0 Existing Conditions 3.1 Property This will be a new residential development located on an area currently undeveloped. The area has been used as pastureland for many years. The property's east border is La Beaux Ave NE (CR 19), southern border is NE J ason Avenue, and the north and west borders are existing residential properties. 3.2 Utilities Sanitary sewer and water main exist on the western border of the plat. There is a gravity sewer stub at this border that does not provide enough depth to serve the proposed property without implementation of a new lift station. There are also sanitary sewer and water main stubs on the north end of the property bordering Prairie Run to the east under Kyler Avenue. This gravity sewer stub is also too shallow to provide depth adequate to serve the entire development. 4.0 Proposed Improvements 4.1 Streets Street improvements (Figure 2) will consist of a 34-foot and 38-foot wide street sections on Settlers Path, Kyler Avenue, Prairie Court, Meadow Court, and Trappers Pass. A surmountable curb and gutter will be used to allow flexibility in placement of future driveways. Prairie Court, Meadow Court, and Trappers Pass each terminate in a cul-de-sac with a radius of 46-feet. The private drive at the west end of Settlers Path will be a 28-foot wide street section and will terminate in a cul-de-sac which will have a radius of 36-feet. A right-turn/bypass lane configuration should be constructed at the new intersection of CSAH 18 and Underwood Drive as required by the County. 4.2 Utilities Water main improvements (Figure 3) will consist of connecting to an existing 8-inch water main on the southwest comer of the plat and extending it along Settlers Path to the east edge of the plat, then north along Kyler Avenue to connect to the other water main stub on the northeast comer of the property. Six-inch water main will extend from Settlers Path to the end of the cul-de-sacs on Prairie Court, Meadow Court, and Trappers Pass. Fire hydrants will be placed approximately SOD-feet apart for fire protection and flushing purposes. Gravity sanitary sewer pipe will be constructed under each of the proposed streets (Figure 4). A lift station will be constructed on northeast comer of the property to provide adequate depth for Prairie Run and future development. 2004 Prairie Run Improvements Albertville, MN A-ALBEV 0409 Page 2 4.3 Storm Water Drainage will be accomplished through use of a storm sewer system (Figure 5). The storm water will be drained to a sedimentation pond on the north side of the proposed plat. Once treated, the storm water will eventually enter the exiting drainage ditch that runs east and west along the north side of the property. 5.0 Alternatives The following alternatives were evaluated for sanitary sewer, water main, and storm sewer needs of Prairie Run: 1. No build. 2. Construct sanitary sewer, water main, storm sewer, and bituminous streets consistent with Albertville City standards to accommodate the Prairie Run Development. 6.0 Selected Alternatives The selected alternative is to construct sanitary sewer, water main, storm sewer, and bituminous streets. 'No Build' was not an option because the property has been sold with the intent to develop into a residential community and it meets all of the zoning requirements. 7.0 Probable Costs See attached Appendix A, B & C. 8.0 Proposed Assessments The attached Table 1 summarizes the costs from the Engineer's Opinion of Probable Costs. The costs associated with Prairie Run, Settlers Path and Kyler Avenue would be paid for by a bond and repaid over a 5-year period by the individuals who's property is affected. The City's trunk sanitary sewer fund would pay for the costs associated with the lift station. Table 2 includes the areas of each property bordering the Settlers Path and Kyler Avenue Extension hnprovements. The percentages of the acreages of the properties benefiting by these improvements are what was used to divide the street and utility costs associated. Table 3 uses these percentages and shows the total costs for each property that is used to determine the proposed assessments. An Assessment Schedule is included as Table 4 that shows how the properties are to be assessed based on a 5-year bond for the amount of the Engineers Opinion of Probable Cost. 2004 Prairie Run Improvements Albertville, MN A-ALBEV 0409 Page 3 8.1 Other Assumptions · Site grading paid by developer. · Utilities including streets, storm sewer, sanitary sewer, and water main within the development to be paid by developer. These utilities outside of the plat's boundary to be paid by adjoining property owners. Construction cost of improvements made outside the plat is based on the acreage of the benefiting parcels. · The lift station should be sized to serve this development area only. The cost for the lift station would be paid by the City's Trunk Sanitary Sewer fund. · The adjoining properties benefiting from these improvements are proposed to have their assessments deferred 2 years, although interest will accrue.
