I am in receipt of your letter dated June 22, 2006 regarding the condition of Outlot B in the subject
project.
For your information, I have enclosed a copy of a test pit report prepared for Outlot B. The report was
prepared by Braun Intertec on December 2004 and a copy of the report was forwarded to Mr. Heuring in
January 2005. The report outlines the conditions discovered in 4 test pits on the subject property and
identifies recommendations for future development of the property. Restoration of the property to parking
lot standards was not identified in the report.
I have also enclosed a sketch that identifies the portion of the property that will require soil correction for
future development. The sketch was also forwarded to Mr. Heuring in January 2005.
As discussed previously with Mr. Heuring, had he been able to produce a plan for future development of
the property, the City could have worked with its contractor to correct soils in areas where future
buildings and parking lots would be constructed. Without a plan from Mr. Heuring, the City was unable
to direct its contractor to provide soil correction, as correction of the entire site would not be cost-
effective.

Re: Test Pit Observations for the Proposed Development, Northwest of Kyler Avenue and Settlers
Path, Prairie Run Addition, Albertville, Minnesota
We have completed the test pit observations for the above proposed development. The purpose of the
test pits was to assist in evaluating subsurface soil and conditions with regard to site grading for the
proposed development.
Available Information
Test Pits 1 through 4 were taken at the approximate locations shown on the attached sketch and
completed using a backhoe supplied by Fehn Gravel and Excavating.
Soils Encountered
Four test pits were excavated atthe site on October 25, 2004. The test pits generally encountered
approximately 1 1/2 feet of claYl?Y topsoil overlying clay glacial till to the termination depths ofthe test
pits. The clay glacial till soils consist mainly of sandy lean clay with layers of lean clay, clayey sand and
lenses of poorly graded sand. Some of the clay soils nearer the surface were judged to be soft, however,
the glacial'till clays appeared to be medium to stiff at depth.
Site Grading
The topsoil and soft clays are judged unsuitable for fill and building support. Table 1 summarizes the
depths of topsoil and soft clay and provides recommended excavation depths at the test pit locations.
The recommended excavation depths are based on lightly loaded onc;}- to two-story buildings that may
have basements or be. slab-on-grade structures. It should be noted that the test pits were performed prior
to ariy grading activities and that fill may have been placed to achieve final grades.

The excavation to remove poor soils should be extended laterally at least 1 foot for each foot of fill
required below footings (1: 1 oversizing).
Inpavement areas where more than 3 feet of structural fill was required to attain grade, the soil
correction work was limited to removing the surficial vegetation. The topsoil ,and soft clays were left in
place and fill placed over these soils. Iffuture buildings are located in this area, additional soil
correction work may be required under the future buildings.
The excavations should then be backfilled where needed with properly compacted fill. The fill needs to
be compacted to a minimum of 95 percent of its Standard Proctor density. Where more than 10 feet of
fill is needed below foundations, the minimum compaction should be increased to 98 percent. More than
10 feet of fill may also need a construction delay monitored by settlement plates. This could be
evaluated on a case-by-:case basis.
The remaining natural clays or compacted fill should be suitable for support of lightly loaded structures
using typical spread footing foundations sized to exert a maximum net allowable soil bearing pressure of
up to 2,000 pounds per square foot.
Additional Evaluation and Testing During Construction
Grading of some areas of the site can be difficult because oJ high moisture content clay soils. We
recommend a geotechnical engineer or his representative be on site during the site grading. At that time,
the suitability of the subsurface soils for support of fill and foundation loads can be further evaluated.
Excavation depths and provided oversizing can also be documented.
Compaction tests should be taken during the site grading operation, utility backfilling within the roadway
areas, utility backfilling near building pads areas and foundation wall backfill operations. In general,
compaction tests should be taken after about 2 feet of fill has been placed in the excavations and then at
about 2-foot vertical intervals thereafter. ~
In parking lot areas, we recommend a proofroll be performed before and after placement of the aggregate
base. The proofroll should be pe,rformed by observing the behavior of the subgrade soils when subjected
, to the wheel loads of a fully loaded, tandem-axle end dump. These proofrolls should be observed by a
geotechnical engineer.
