We have reviewed the supplemental information pro~ded to the TEP and have the following
commentS and concerns.
1. There was no documeutation aloq witli the ahematc plan showing DO wetland impacts.
They should either build this plan and avoid wetland impacts. Of provide docuO"'entation
as 10 why this plan does not work. This is to fulfill sequencing requirements in Chapter
8420.0520.
2. The stormwater calcuIatioDS presented do DOt consider the water coming in wm offi;ite
.througb the culvert tmder County Road 19. This culvert dnains a DNRProtcaed water. .
and has tbe potc:ntia1 to introduce 1qc amounts ofwater into the stormwater system. We
understand that tbiJ water will go throughlDOther stonnwatcr pond on the adjaceut .
commercial site to the east. however the water should be accounted for in the ItOrmwatcr
design for both systemS. We are coaccmed that the pond may not operate as clesipcd
beeausc of the velocity of t10w tbroup the pond and the possibility or resuspending .

thanjusl alons and out through the ditch.
4. The ditch section flowing to the aJIvert UDder luon Ave is quite deep and contours were
DOt vial*ble on the p1an. We would like to see JDOr'C detail on the pond outlet structUre in
this U'CL We woukl also Jib to mention that it may be necessary to considet outJottiDB
this pond to the wetland to ptovide additional hydrology. dependiq on what the
calculations show ibt IOUtCC of'hydrology. The water soiDS to this pond previously went
to the wetland, but is now proposed to bypass it stJ3ight to the ditch.

6. We would also like to sagest to the city that the ~1.11d~ mitigation areas. and
. stormwater poDds be c:ontMfted in outlots rather than in individual lots. This would help
to prevent problems dow;u. the roed in sevem1 ways. First, consideraiioa should be given
to how stol'lDWUer poDds will be accessed for mAiateD8J'Ce. Also, future landowncr'S Will
want to access IDd utilize areas of property they own. Oftea, landowners are not aware

have upland areas located on the other side of the wer111f1ds located on the lots. We feel
these lots are highly likely to become a prahl=. to the city for enforcement in the 1Uture.
If the city decides to leave these in tots. we feel signs iboWd be placed at lot comers of
wetland, buffer, or pond easement edges. . Also. deed restri~OIlS .and declaration of
restrlc:tioDS ItDd covenants should be cocfirmed before my lots could be ~1d.
1. One final. but most important note of caution. Our oftice twnAin!l concemcd about ,the
flooding poteadal with reprds to'ditch 9. We h1M: seen this whole area back up and
flood whcD ditch 9 backs up. We think that the city should do a comprehensive
hydrologic study of ditch 9, including everything that drains to it. to detc:nnine flooding
potential and review possible opportunities for remedial measures.
