Box 1717 St Cloud, MN. 56302-1717 RE: 2004 Prairie Run City of Albertville CSAH 18 Dear Mr. Carlson: I have received the access permit application and the $100.00 fee for the above-mentioned access. There was no plan sheet with the access permit application to review. I offer the following comments: 1. The new access must line up directly across from Underwood Drive on the south side of CSAH 18. A combined right-turn/bypass lane configuration will have to be constructed with new pavement markings. A typical design layout is enclosed. 2. Any utility work within the County's right of way will require a utility permit. 3. A surety bond will.be required. The, amount ofthe surety bond will be from $10,000.00 to $50,000.00 depending on the work done in the County's right of way. 4. Forfarther comments see Virgil Hawkins Preliminary Plat Review letter dated Dec. 24, 2003 (enclosed). The access permit application will be approved when the above comments have been met or received. Box 9 Albertville, MN 55301 Re: Preliminary Plat Review - Prairie Run Access to CSAH 18, City of Albertville Dear City Council Members & Planning Commission Members: We have received the preliminary plat for the above mentioned development that is proposed to be constructed on the north side of County State Aid Highway (CSAH) 18. We have reviewed the preliminary plat with regard to access spacing and right-of-way issues along CSAH 18 only. Aspects of storm drainage, street improvements, and grading internal to the development must be reviewed by the City Engineer to determine conformance to city standards. We offer the following comments: 1. An access permit will be required for the new public street access proposed. The new access must line up directly across from the public street (Underwood Dr.) on the south side of CSAH 18. It will be required, as a condition of the access permit, that a combined right-turn/bypass lane configuration be constructed and/ or new pavement markings for the new public street access/CSAH 18/Underwood Dr. intersection. 2. As a condition of the new public street access, all existing field accesses along the property shall be removed. 3. The existing right-of-way shown along CSAH 18 on the plat is adequate. 4. A utility permit will be required for any utility work within the CSAH 18 right-of-way. This will cover any sanitary, watermain, or storm sewer work within the CSAH 18 right-of-way. No open cutting of CSAH 18 will be allowed for any utility work. Specific requirements will be determined as part of the permit application process by Bruce Leinonen, Permit Technician, of our office. 5. Drainage within the right-of-way must be maintained. An appropriately sized RCP will be required under the new public street to maintain existing ditch drainage patterns. 6. Concrete curb & gutter for the new public street must end at the CSAH 18 right-of-way line.
