1. Call to Order
Mayor Hendrickson called the meeting to order at 6:18 pm.
Present: Mayor Hendrickson, Councilmembers Cocking, Hudson, Olson and Zagorski
Staff Present: City Administrator-PWD Nafstad, City Clerk Luedke, Finance Director Lannes, Wright
County Assessor Tony Rasmussen and Wright County Appraiser Corey Czycalla.
2. Assessor's Presentation
Wright County Assessor Rasmussen and Appraiser Czycalla provided the following information and
answered questions from Council:
• The purpose of this Local Board of Appeal and Equalization is to review the 2022 assessment for
taxes due and payable in 2023.
• A quorum must be present and at least one of the members must be "Training Certified"under
Minnesota statutes, section 274.014.
• Minnesota State law requires the Assessor to value property at 100% of market value; however, the
Statutes allow the Assessor to be within a range of 90 to 105% of market value.
• The sales ratio study period was from October 1, 2020 through September 30, 2021. The sales data
from this study period was used to appraise property as of the January 2, 2022 assessment date.
• There were 1,374 residential and seasonal recreational sales with a median sales ratio of 94.30%.
The values were increased 19.78% county-wide bringing the median ratio to approximately 94%.
• There were 23 commercial sales with a median ratio of 88.78%with a value increase of 5.44% and
9 industrial sales with a median ratio of 88.45%with an overall increase of 10.79%.
• Over all property types, Wright County had an increase in market value of 20.63% for the 2022
Assessment with a total estimated market sale of$21,813,134,800.
3. Public Hearing
Mayor Hendrickson called for the Local Board of Appeal and Equalization public hearing to open.
MOTION made by Councilmember Olson, seconded by Councilmember Zagorski to open the public
hearing. Ayes: Cocking,Hendrickson,Hudson, Olson and Zagorski. Nays: None. The motion carried.
Mr. Paul Dvorak, 6826 Lakewood Drive, asked when it was determined that properties valued above
$413,000 would no longer receive the Homestead Market Value Exclusion, how often the $413,000
amount was reviewed and how it could be amended. Mr. Dvorak also asked if his property's market
value decreased would the amount of tax to be paid decrease.
Assessor Rasmussen stated the $413,800 value amount has been the same since 2012 and reported it
would need to be changed by the legislation. He said taxes may not decrease with lower market values
because tax amounts are set by the County, City and School Board levies.

Appraiser Czycalla provided an overview of the number of calls Wright County received from
Albertville residents and reviewed the process use if residents had questions on their property value.
He said after reviewing the requests from residents, he had three properties he recommended a
reduction on:
• Property— 11650 57th St Ne from $288,500 to $281,500;
• Property—5491 Lambert Avenue NE From $394,200 to 348,400 and
• Property—5450 Lachman Avenue NE from $330,700 to $326,700.
He also requested the City Council open an appeal, at the property owner's request, for 5447 Labeaux
Avenue NE. He said the property owner was unable to attend the meeting but if an appeal was opened,
the property owner could appeal at the County's Board of Appeal and Equalization in June 2022.
MOTION made by Councilmember Cocking, seconded by Councilmember Zagorski to accept the
recommended changes from the Wright County Assessors. Ayes: Cocking, Hendrickson, Hudson,
Olson and Zagorski. Nays: None. The motion carried.

A. Audit Presentation
Mr. Tyler See, ABDO,presented the draft 2021 Audit report which included the auditor's opinion,
fund results and the key performance indicators. He said the City received a clean opinion from the
firm and did not have any compliance issues. He stated the only minor concern was regarding the
limited segregation of duties,but that this has been a regular finding due to the size of the City. Mr.
See also provided an overview of the City's water, sewer, storm water and recycling funds.
Finance Director Lannes and City Administrator Nafstad answered questions from Council
regarding the audit process and the City's long-range financial plan.

Wright County Deputy Kroll provided an update on the services calls received in the last couple of
weeks and the general details of the incidents.

Councilmember Hudson provided an update from the STMA Arena Board meeting which included
a discussion regarding if the Hockey Association could sublet the dry land space. Hudson noted
several items, including insurance, which needed to be reviewed forthe Board to consider the
Association's request. He added on the same night as the meeting,the Youth Hockey Association
elected new leadership.
Councilmember Cocking reported the STMA School Board may be reconvening their Operating
Referendum Steering Committee and said he was asked to join it again. He said it may be beneficial
to have a new City representative and asked if any other Councilmembers were interested in
participating. City Administrator Nafstad said he thought Councilmember Zagorski was the City's
alternate Councilmember and notified the Committee of that. Councilmember Zagorski said he was
willing to attend the meetings.

1. Urban Chicken Discussion
City Planner Brixius stated the City received a request from a resident to allow for chickens on
residential lots. He said City staff was looking for direction as to whether the Council would like to
amend the City Code to allow chickens and outlined the process require if chicken were to be
allowed. He said the resident cited the City of Delano's ordinance as a model for Council
consideration. He provided background information on the ordinance change in Delano in which his
firm also represents. Planner Brixius presented the pros and cons of the chicken keeping and added
that a chicken coop would be treated as an accessary building so residents would not be allowed to
have a shed also. He answered questions from Council.
City Attorney Couri answered questions from Council regarding the enforcement process if the City
were to receive complaints.
Ms. Allison Schonning, 10562 Karsten Avenue NE, said she would like to have a chicken coop in
her back yard. She said in regards to possible noise issues, dog barking in her neighborhood was
louder that chickens clucking. Ms. Schonning said she would like to have chickens to be able to
show her kids responsibly and values, keep mosquitos down in her backyard wetlands and be able
to source her own food. She answered questions from Council.
Ms. Stacee Smith, 5437 Main Avenue, said she had chickens where she previously lived and it was
a good learning experience for her kids. She said she would like to have them again and if the item
was sent to the Planning Commission maybe additional residents would come forward. Ms. Smith's
son provided additional information on their family's experience raising chickens at their past
residence and answered questions from Council.
Councilmember Cocking stated in the Towne Lakes neighborhood the keeping of chickens was not
allowed per their Association.
There was much Council discussion in regards to allowing chicken in residential neighborhoods, the
pros and cons of keeping chickens, the current bird flu epidemic and the keeping of other farm
animals in the City. The Council's consensus was to not move forward with an ordinance change.
G. Public Works/Engineering
1. Barthel Industrial Drive Improvements
City Administrator Nafstad said the Barthel Industrial Drive improvement project bids were
received and stated Knife River was the low bidder. He provided details on the project and
explained the necessary motions needed to move forward with the grant. Administrator Nafstad
answered questions from Council.

Resolution No. 2022-16 Accepting Low Bid for Barthel Industrial Drive Improvement. Ayes:
Cocking, Hendrickson, Hudson, Olson and Zagorski. Nays: None. The motion carried.

1. Barthel Industrial Drive Improvements - continued

MnDOT Grant Agreement No. 1049730 for Local Road Improvement Program Funding. Ayes:
Cocking, Hendrickson, Hudson, Olson and Zagorski. Nays: None. The motion carried.
H. Legal
1. Update on Maeyaert Property
City Attorney Couri said the District Court issued a court order to allow the City to enforce the
clean-up of the Maeyaert property. He said Mr. Maeyaert has 60 days to appeal the court order and
do the clean-up himself. Attorney Couri said if the property was not cleaned up after that period, the
City has the ability to do it. He explained the clean-up process which would include hiring a
contractor for the clean-up and arranging for a sheriff deputy to be on site while it occurred.
Attorney Couri said he recommended waiting the 60 days appeal period before the City began the
clean-up process. He reported all costs associated with the clean-up and enforcement would be
assessed to the property and answered questions from Council.
City Administrator Nafstad said some of Mr. Maeyaert possessions have spilled onto the park
property behind his house and reported the park area clean-up would be included.
The Council thanked the City Attorney for his work on the property.
L Administration
1. City Administrator's Update
City Administrator Nafstad said City staff has received emails from the property owner regarding
the approved CUP for Pro Counter Tops from the last Council meeting. He added the property
owner did not agree with the approved conditions and provided details on an assessment that was
assessed to his property.
Mayor Hendrickson said the Wright County Board redistricting public hearing was scheduled for
the next day. She said the Board had not planned to redistrict the County after the 2020 Census. She
said she planned to attend the hearing and ask about redistricting the District lines. City
Administrator Nafstad provided additional information redistricting process.

Lions, Knights of Columbus 94174, Albertville Fire Relief Association and the Foxtailers
Snowmobile Club for June 9 through June 12, 2022 for the 2022 Friendly City Days Festival for

BACKGROUND: The Albertville Lions, Knights of Columbus,Albertville Fire Relief
Association and Foxtailers Snowmobile Club have submitted applications for a temporary on-
sale liquor license for this year's annual Albertville Friendly City Days festival.
KEY ISSUES:
• The Albertville Lions, Knight of Columbus, Fire Relief Association and Foxtailers have
submitted a temporary liquor license application.
• Each organization will submit the appropriate liquor liability coverage for the event prior
to receiving their temporary liquor license.
• The four organizations are requesting to serve liquor from June 9 to June 12 during the
Albertville Friendly City Days festival. Normally the fee would be $100 per organization.
As in the past,the Albertville Lions requested that one fee of$100 fee be submitted for
the event.
FINANCIAL CONSIDERATIONS: There is minimal financial revenue collected from the
applicants for temporary liquor licensing.
LEGAL CONSIDERATIONS: The Mayor and City Council have the authority to review and
approve or deny any liquor license.

BACKGROUND: Friendly City Days will be held Wednesday, June 8 through Sunday, June 12,
2022. The Friendly City Days Committee is requesting the closure of the following streets for the
community festival during the dates and times listed above.
City Code Section 8-3-2 designates that City parks close at 10 pm unless special permission is
given. The Committee is requesting an extension of park hours in Central Park for Friday, June 10
and Saturday, June 11 until 1:30 am. However, in Section 5-5-1,Noise Control, a civic celebration
recognized by the City Council is except from the noise provisions.
KEY ISSUES:
• The Committee has requested the same road closures in previous years.
• The Committee has notified to the Wright County Highway Department for closure of
CSAH 18 (50th Street NE) on June 12.
• The Committee has also submitted a request for assistance from the Wright County
Sheriff's Office for security and traffic control for the event.
• The bands scheduled for the Friday and Saturday performances are already under contract
to perform until 1 am.

sponsoring Craft Beer Tasting event during the garage band performances on Thursday evening from 6:00 p.m.to 10:00 p.m.The
Lions,Foxtailers,and Firemen Relief Association will apply for a Strong Intoxicating Liquor License for the weekend.The events in
the Park on Wednesday and Thursday evenings would end at 10:00 p.m. We are requesting permission to extend the hours in the city

Saloon located at 5772 Main Avenue NE for Thursday, June 9 through Sunday, June 12, 2022.
BACKGROUND: Friendly City Days will be held Wednesday, June 8 through Sunday, June 12,
2022. Neighbors Eatery and Saloon has applied for a community festival permit for the event in
order to expand their patio into their parking lot during the event.
Minn. Stat. 340A.404 subd. 4(b) authorizes the governing body of a municipality to authorize a
holder of an on-sale intoxicating liquor license issued to dispense intoxicating liquor off premises
at a community festival held within the City. The authorization shall specify the area in which the
intoxicating liquor must be dispensed and consumed, and shall not be issued unless the licensee
shows that it has liability insurance as prescribed by Minn. Stat. 340A.409 to cover the event.
KEY ISSUES:
• Neighbors has submitted a Community Festival Permit for Thursday, June 9 through
Sunday, June 12, 2022 during the 2022 Albertville Friendly City Days Festival.
• Neighbors has submitted a map of the proposed permit area as to where the alcohol will be
serviced and consumed. The proposed area includes part of their parking lot. The area will
be fenced in with controlled entrances and must follow requirements set forth by the
Albertville Fire Chief.
• Neighbors has submitted the required insurance liability certificate for their Community
Festival Permit.

RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Adopt Resolution No. 2022-18 electing the Standard Allowance available under
the Revenue Loss Provision of the Coronavirus Local Fiscal Recovery Fund established under
the American Rescue Plan Act.
BACKGROUND: In March 2021, Congress adopted the American Rescue Plan Act(ARPA),
which included $350 billion in recovery funds intended to provide support to state, local and
tribal governments in responding to the impact of COVID-19 and in their efforts to COVID-19
in the communities, residents and businesses. The City of Albertville has been allocated ARPA
funds from the State of Minnesota, with half of the allocation being distributed in 2021, with the
remaining half planned to be distributed in 2022. The City of Albertville has been allocated
$823,878.78.
The United States Department of Treasury released the Final Rule on January 6, 2022 outlining
guidance regarding the use of ARPA funding. The Final Rule notes that recipients may elect a
standard allowance to replace for revenue loss of up to $10 million, allowing recipients to select
between a standard amount of revenue loss or complete a full revenue loss calculation.
KEY ISSUES:
• The United States Department of Treasury as release the Final Rule outlining the
guidance regarding the use of ARPA funding.
• The City of Albertville has been allocated$823,878.78 in ARPA funds.
• City staff recommends the Council elect the Standard Allowance which will allow the
most flexibility in the use of the ARPA funding at the discretion of the City Council and
simplify the reporting requirements for City staff.

WHEREAS, Congress adopted the American Rescue Plan Act in March 2021 ("ARPA")
which included $65 billion in recovery funds for cities across the country; and
WHEREAS, ARPA funds are intended to provide support to state, local, and tribal
governments in responding to the impact of COVID-19 and in their efforts to contain COVID-19
in their communities,residents, and businesses; and
WHEREAS,the Fiscal Recovery Funds provides for$19.53 billion in payments to be
made to States and territories which will distribute the funds to nonentitlement units of local
government(NEUs); and
WHEREAS,the ARPA requires that States and territories allocate funding to NEUs in
an amount that bears the same proportion as the population of the NEU bears to the total
population of all NEUs in the State or territory; and
WHEREAS, $823,878.78 has been allocated to the City of Albertville pursuant to the
ARPA; and
WHEREAS,the Coronavirus State and Local Fiscal Recovery Funds ensures that
governments have the resources needed to fight the pandemic and support families and
businesses struggling with its public health and economic impacts, maintain vital public services,
even amid declines in revenue, and build a strong, resilient, and equitable recovery by making
investments that support long-term growth and opportunity; and
WHEREAS,in May 2021, the US Department of Treasury ("Treasury")published the
Interim Final Rule describing eligible and ineligible uses of funds as well as other program
provisions, sought feedback from the public on these program rules, and began to distribute
funds; and
WHEREAS, on January 6, 2022, Treasury issued the final rule. The final rule delivers
broader flexibility and greater simplicity in the program, responsive to feedback in the comment
process; and
WHEREAS,the final rule offers a standard allowance for revenue loss of up to $10
million, allowing recipients to select between a standard amount of revenue loss or complete a
full revenue loss calculation; and

MOTION TO: Authorize Hydro Klean to conduct a television inspection of 6,411' of sanitary
sewer pipe, at a cost of$ 9,616.50 or$1.50 per foot.
BACKGROUND: The City of Albertville Utilities Department maintains 37 miles of sanitary
sewer pipe. Within the 37 miles, there is over 9000 feet of clay pipe to maintain. The clay pipe is
old and deteriorating. In an effort to maintain the clay pipe, a proactive evaluation must be done.
The remaining 2,600 feet of clay pipe not being televised is scheduled for replacement.
The City has received quotes from two different companies:
• Hydro Klean....................................................$1.50 per ft or$ 9,616.50
• Visu-Sewer.......................................................$1.85 per ft or$11,860.35
POLICY/PRACTICES CONSIDERATIONS: It is the Mayor and Council's policy to review

GENERAL ADMINISTRATION
Wright County Commissioner Districts: At the April 26 meeting, the Wright County Board of
Commissioners approved redistricting of two County Commissioner districts. The revision
includes shifting two precincts from St. Michael from District 3 to District 4 and moving
Albertville from District 4 to District 3. With the change, the population difference between the
largest and smallest district is just 806. Under the original configuration, or if the boundaries
were left unchanged, the difference was almost 4,000. (see attached map)
Annual Recycling Rate Increase: In 2021, the City negotiated the 5-year contract extension with
Republic Services. Due to increased recycling costs, it is anticipated recycling rates charged by
the hauler will increase 30 to 40%. Resolution No. 2021-016 approved on March 15, 2021 set
the recycling fees for the five-year period. Beginning June 1, 2022 through May 2023, the new
recycling rate will be $4.53 per household.
Gas Franchise Fee: We are working on a fee option for the city's franchise with CenterPoint.
We are waiting on information from CenterPoint and expect to have options for the Council to
consider at the next meeting.
STMA Ice Arena: At their meeting on April 11, the board reviewed and approved the 2022-23
Budget and rate adjustments. The Board also discussed compressor/equipment repairs and
potentially modifying the dryland lease.
Parks Committee: The Parks Committee has scheduled the Parks Night Out for May 20 from 6
pm to 8 pm exclusively at Central Park. This year's event will include Albertville Public Works
equipment displays, the Albertville Fire Department, Wright County Sheriff's Office K9 unit and
other family entertainment.
Spring Newsletter: The Spring newsletter should hit resident's mailboxes by the third week of
May.
League of Minnesota Cities 2022 Annual Conference: This event will be held on Wednesday,
June 22 through Friday, June 24 in Duluth. Registration is now open for this in person event.

Joint Governance Meeting: The next Joint Governance meeting is scheduled for 6 pm on
Tuesday, May 31, 2022.
Summer Job Opportunities: The City is currently advertising for multiple seasonal summer

ENGINEERING/PUBLIC WORKS
Kingston Crossings: Site grading is underway and utility construction is expected to occur on
approx. 4 weeks. It is understood the project will take approximately 1 %years to construct.
5311 and CSAH 19 Signal: The signal justification report has been completed and sent to Wright
County for review. Final design is underway.
Lift Station Upgrades: Public Works is working on 4 lift station upgrades. Generally, upgrades
are related to control panels and electrical components. Eligible expenses can be paid with
ARPA funds otherwise are paid with enterprise capital reserves.
The Preserve at Albertville: Building permits are being issues for lots abutting a constructed
street. This summer the Developer will complete the internal streets and construct the turn
lane on CSAH 19.
Advanced Volumetric Alliance: Building construction is ongoing with and the owners are
working towards a spring/summer opening.
WWTP Reed Bed Elimination: Staff has been reviewing improvement options and has taken
the time to review several area treatment facilities. In the next few weeks we expect to have
budget figures with associated improvement options, which will be present to the Council in
May.
