A LOCAL BOARD OF APPEALND EQUALIZATION MINUTES
April 18,2022—6:15 pm

1. Call to Order
Mayor Hendrickson called the meeting to order at 6:18 pm.
Present: Mayor Hendrickson, Councilmembers Cocking,Hudson, Olson and Zagorski
Staff Present: City Administrator-PWD Nafstad, City Clerk Luedke, Finance Director Lannes, Wright
County Assessor Tony Rasmussen and Wright County Appraiser Corey Czycalla.
2. Assessor's Presentation
Wright County Assessor Rasmussen and Appraiser Czycalla provided the following information and
answered questions from Council:
• The purpose of this Local Board of Appeal and Equalization is to review the 2022 assessment for
taxes due and payable in 2023.
• A quorum must be present and at least one of the members must be "Training Certified"under
Minnesota statutes, section 274.014.
• Minnesota State law requires the Assessor to value property at 100%of market value; however, the
Statutes allow the Assessor to be within a range of 90 to 105% of market value.
• The sales ratio study period was from October 1,2020 through September 30, 2021. The sales data
from this study period was used to appraise property as of the January 2,2022 assessment date.
• There were 1,374 residential and seasonal recreational sales with a median sales ratio of 94.30%.
The values were increased 19.78%county-wide bringing the median ratio to approximately 94%.
• There were 23 commercial sales with a median ratio of 88.78% with a value increase of 5.44% and
9 industrial sales with a median ratio of 88.45%with an overall increase of 10.79%.
• Over all property types, Wright County had an increase in market value of 20.63%for the 2022
Assessment with a total estimated market sale of$21,813,134,800.
3. Public Hearing
Mayor Hendrickson called for the Local Board of Appeal and Equalization public hearing to open.
MOTION made by Councilmember Olson, seconded by Councilmember Zagorski to open the public
hearing. Ayes: Cocking, Hendrickson, Hudson, Olson and Zagorski. Nays: None. The motion carried.
Mr. Paul Dvorak, 6826 Lakewood Drive, asked when it was determined that properties valued above
$413,000 would no longer receive the Homestead Market Value Exclusion, how often the$413,000
amount was reviewed and how it could be amended. Mr. Dvorak also asked if his property's market
value decreased would the amount of tax to be paid decrease.
Assessor Rasmussen stated the$413,800 value amount has been the same since 2012 and reported it
would need to be changed by the legislation. He said taxes may not decrease with lower market values
because tax amounts are set by the County, City and School Board levies.

MOTION made by Councilmember Cocking, seconded by Councilmember Hudson to close the public
hearing. Ayes: Cocking, Hendrickson, Hudson, Olson and Zagorski.Nays: None. The motion carried.
Appraiser Czycalla provided an overview of the number of calls Wright County received from
Albertville residents and reviewed the process use if residents had questions on their property value.
He said after reviewing the requests from residents,he had three properties he recommended a
reduction on:
• Property— 11650 57t' St Ne from $288,500 to $281,500;
• Property—5491 Lambert Avenue NE From$394,200 to 348,400 and
• Property—5450 Lachman Avenue NE from$330,700 to $326,700.
He also requested the City Council open an appeal, at the property owner's request, for 5447 Labeaux
Avenue NE. He said the property owner was unable to attend the meeting but if an appeal was opened,
the property owner could appeal at the County's Board of Appeal and Equalization in June 2022.
MOTION made by Councilmember Cocking, seconded by Councilmember Zagorski to accept the
recommended changes from the Wright County Assessors. Ayes: Cocking, Hendrickson, Hudson,
Olson and Zagorski.Nays:None. The motion carried.
4. Adjournment
MOTION made by Councilmember Zagorski, second by Councilmember Olson to adjourn the
meeting at 7:13 pm. Ayes: Cocking, Hendrickson, Hudson, Olson and Zagorski.Nays:None. The
motion carried.
