Dear Mr. Hale:
Thank you for the opportunity to comment on the proposed Senior Housing Development. On April
18,1997 Personnel from the Weight Soil and Water Conservation District reviewed the site and
have the following comments and concerns.
In regard to the 1991 Wetland Conservation Act (WCA) our on-site investigation revealed a small
wetland exists on the parcel near the intersection of 57th Street and County State Aid Highway
(CSAH) 19. This wetland appears to exist within the right of way ofCSAH 19. As I understand
this wetland is proposed to be filled by the Wright County Highway Department when they
upgrade CSAH 19. However, if this is not the case and the proposed housing development intends
to fill this area they would need to obtain a 1991 Wetland Conservation Act pennit.
Also, it appears this project is located in an area that will affect County Ditch No. Nine. As you
probably know there are a number of concerns associated with this ditch, including flooding and
downstream erosion problems. When developing this parcel Best Management Practices (BMW's)
should be installed and maintained during the construction activity. This wouid include the
installation and maintenance of adequate storm water and sediment control basins to assure runoff
from the parcel is restricted to half the predevelopment rates.
