1. Call to Order
Acting Mayor Cocking called the meeting to order at 7 pm.
2. Pledge of Allegiance – Roll Call
Present: Mayor Hendrickson, Councilmembers Cocking, Hudson and Zagorski

3. Recognitions – Presentations – Introductions
A. 2021-2022 Albertville Royalty Court
The 2021-2022 Royalty Court introduced themselves and listed some of their favorite activities they
participated in over the last year. The Royalty Court thanked the Council for their continued
support. The new 2022-2023 Royalty Court candidates introduced themselves. The City Council
thanked the Royal Court for their service to the Albertville Community.

There was no one present for the public forum.
5. Amendments to the Agenda
City Planner Brixius requested item 9F1. Recreational Vehicle Use on City Street Ordinance be
removed from the agenda and held over to the second Council meeting in June.
MOTION made by Councilmember Hudson, seconded by Councilmember Cocking to approve the
May 16, 2022, agenda as amended. Ayes: Cocking, Hendrickson, Hudson and Zagorski. Nays:
None. Absent: Olson. The motion carried.

1. Committee Updates (STMA Arena, Planning, JPWB, Parks, Fire Board, FYCC)
Councilmember Hudson provided an update from the STMA Arena Board meeting which included
the Arena Board’s approval of the Youth Hockey Association request to sublet the dryland space to
three other hockey-oriented businesses. He reported, because the Association was a non-profit, they
would not charge the other businesses a fee but would exchange services with them. He answered
questions from the other Councilmembers. Councilmember Cocking provided additional
information from the meeting.
Councilmember Zagorski provided an update for the STMA Operating Referendum Steering
Committee which included a discussion on the whether to move forward with a referendum this
year. He said the Committee decided to table the decision until further information was received.

1. Recreational Vehicle Use on City Street Ordinance
City Administrator Nafstad reported this item was pulled because per State Statute if recreational
vehicles are allowed on City Streets, the City was required to issue a permit to the vehicles. He said
the draft ordinance did not include this provision so City staff would review the information and
bring the item back to a future City Council meeting for Council review.

The Wright County deputy who was presented provided information on side by side vehicles on the
roadways and answered questions from the Council.

H. Legal
1. Update on Maeyaert Property
City Attorney Couri stated the condition of the property was getting worse. He said the 60-day
appeal period would be up on June 17, then the City could clean up the property. Attorney Couri
said the property clean-up and required dirt work would take several days. He answered questions
from the Council.
City Administrator Nafstad reported the City has contacted a couple of different contractors to
receive bids for the clean-up. He said a deputy from the Wright County Sheriff’s department would
be on-site during the clean-up process.
I. Administration
City Administrator Nafstad said the construction projects in the City have begun and were
progressing well. He said the City has received a lot of complaints from residents regarding
recycling pick-ups after the recycling schedule change and answered questions from Council
regarding the City’s recycling options.
Administrator Nafstad asked if Council would like to hold the Albertville Friendly City Days Social
on Thursday, June 9, which is the Albertville Firemen’s Craft Beer night. The Council’s consensus
was to schedule the Social for Thursday.

SUBJECT: CONSENT – FINANCE – PAYMENT OF BILLS
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO: Authorize the Monday, June 6, 2022, payment of the claims as presented except
the bills specifically pulled, which are passed by separate motion. The claims listing has been
provided to Council as a separate document. The claims listing is available for public viewing at
City Hall upon request.
BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved
through their respective departments and administration and passed onto the City Council for
approval.
KEY ISSUES:
• Account codes starting with 810 are STMA Arena Expenses/Vendors (bolded) and
key issues will be presented in the claims listing document.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
payables on a semi-monthly basis.
FINANCIAL CONSIDERATIONS: City staff has reviewed and recommends approval of
payments presented.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve all bills
pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,
generally within 30 days unless one party determines to dispute the billing.

GENERAL ADMINISTRATION
Albertville Friendly City Days Social: This year’s social will be on Thursday, June 9 at 6 pm in
Central Park in the Beer Gardens by the Main Stage. Thursday night is the Albertville Firemen’s
Relief Craft Beer night.
Albertville Fire Department: The Albertville Fire Department is planning an Open House on
Saturday, June 11, 2022, from 9 am to noon during this year’s Friendly City Days Festival.
July 5 Council Meeting: A reminder there will not be a Council meeting the first week in July.
Commission and Committee Appreciation Event: At the meeting, staff would like to discuss
having an appreciation event for our Commissioners and Park Committee members.
2022 Elections: Filing for City Offices will begin August 2 and run through August 16. Absentee
voting for the August 9, 2022 Primary Election will begin on June 24. Campaign signs of all sizes
are allowed beginning June 24. (46 days before the state primary in a state general election
year until 10 days following the state general election).
Annual Recycling Rate Increase: In 2021, the City negotiated the 5-year contract extension with
Republic Services. Resolution No. 2021-016 approved on March 15, 2021, set the recycling fees
for the five-year period. Beginning June 1, 2022, through May 2023, the new recycling rate will
be $4.53 per household.
Gas Franchise Fee: We are working on a fee option for the city’s franchise with CenterPoint.
We are waiting on information from CenterPoint and expect to have options for the Council to
consider at the next meeting.
STMA Ice Arena: At their meeting on April 11, the board reviewed and approved the 2022-23
Budget and rate adjustments. The Board also discussed compressor/equipment repairs and
potentially modifying the dryland lease.
Parks Committee: The Parks Committee held their Explore your Parks Night event on May 20 in
Central Park. The event featured a Public Works equipment display, the Albertville Fire
Department, Wright County Sheriff’s K9 unit and other family fun. The event was well attended.
I-94 Gap Project: The I-94 Coalition has scheduled a grant advocacy trip to Washington DC for
July 13 to 14 and is looking for members from Albertville, Otsego, Monticello, St. Michael, and
Wright County to attend. The plan is to have in-person meetings with the USDOT, Congressman
Emmer, Senator Klobuchar, and Senator Smith to advocate for this grant.

League of Minnesota Cities 2022 Annual Conference: This event will be held on Wednesday,
June 22 through Friday, June 24 in Duluth. Registration is now open for this in person event.
Please let me know if you would like to attend this year.
Summer Job Opportunities: The City is still advertising for multiple seasonal summer positions
for both the Public Works and Utilities Department. Further information is listed on the City’s
website.
ENGINEERING/PUBLIC WORKS
2022 Overlay Project: The Contractor has the overlay streets on the east side of the city
complete. Work on the overlay streets on the west side of side of the city (Albert Villas area)
will begin later this month.
Barthel Industrial Dr. Project: A pre-construction meeting will be held in June and the
construction is expected to begin in July.
Kingston Crossings: Site grading and utility work is underway. It is understood the project will
take approximately 1 ½ years to construct.
53rd and CSAH 19 Signal: The signal justification report has been completed and sent to Wright
County for review. Final design is underway.
Lift Station Upgrades: Public Works is working on 4 lift station upgrades. Generally, upgrades
are related to control panels and electrical components. Eligible expenses can be paid with
ARPA funds otherwise are paid with enterprise capital reserves.
The Preserve at Albertville: Building permits are being issues for lots abutting a constructed
street. This summer the Developer will complete the internal streets and construct the turn
lane on CSAH 19.
Advanced Volumetric Alliance: Building construction is ongoing with and the owners are
working towards a spring/summer opening.
WWTP Reed Bed Elimination: Staff has been reviewing improvement options and has taken
the time to review several area treatment facilities. In the next few weeks, we expect to have
budget figures with associated improvement options, which will be present to the Council in
June.
County Highway 37 Construction: The County Highway (Hwy) 37 project, from Hwy 19 to Hwy
18, is underway and is scheduled to be completed by October 15, 2022. Currently the highway
is closed to through traffic to allow for soil corrections east of Karston Avenue NE.
Sanitary Sewer Televising: This week all clay (old) sanitary sewer pipes are being televised for
inspection.
