Pledge of Allegiance — Roll Call May 16, 2022 — 7 pm Council Chambers Albertville City Hall Present: Mayor Hendrickson, Councilmembers Cocking, Hudson and Zagorski Mayor Hendrickson arrived at 7:05 pm Absent: Councilmember Olson Staff Present: City Administrator Nafstad, Fire Chief Bullen, City Attorney Couri, City Planner Brixius, and City Clerk Luedke 3. Recognitions — Presentations — Introductions A. 2021-2022 Albertville Royalty Court The 2021-2022 Royalty Court introduced themselves and listed some of their favorite activities they participated in over the last year. The Royalty Court thanked the Council for their continued support. The new 2022-2023 Royalty Court candidates introduced themselves. The City Council thanked the Royal Court for their service to the Albertville Community. 4. Public Forum There was no one present for the public forum. 5. Amendments to the Agenda City Planner Brixius requested item 9F1. Recreational Vehicle Use on City Street Ordinance be removed from the agenda and held over to the second Council meeting in June. MOTION made by Councilmember Hudson, seconded by Councilmember Cocking to approve the May 16, 2022, agenda as amended. Ayes: Cocking, Hendrickson, Hudson and Zagorski. Nays: None. Absent: Olson. The motion carried. 6. Consent Agenda All items under the Consent Agenda are considered to be routine by the City staff and will be enacted by one motion. In the event an item is pulled, it will be discussed in the order it is listed on the Consent Agenda following the approval of the remaining Consent items. Items pulled will be approved by a separate motion. A. Approve the May 2, 2022, regular City Council Meeting minutes as presented. B. Authorize the Monday, May 16, 2022, payment of claims as presented, except bills specifically pulled which are passed by separate motion. Consent Agenda - continued provided to City Council as a separate document and is available for public view at City Hall upon request. C. Approve a Special Event Permit including a Temporary Outdoor Music Permit for The Hen and The Hog located at 5262 Kyler Avenue NE, Suite # 111 for their Parking Lot Party during Albertville Friendly City Days on June 9, 10 and 11, 2022. D. MOTION made by Councilmember Cocking, seconded by Councilmember Zagorski to approve the May 16, 2022, Consent Agenda as submitted. Ayes: Cocking, Hendrickson, Hudson and Zagorski. Nays: None. Absent: Olson. The motion carried. 7. Public Hearing — None 8. Wright County Sheriffs Office — Updates, reports, etc. There were no updates from the Wright County Sheriff's Office. 9. Department Business A. City Council 1. Committee Updates (STMA Arena, Planning, JPWB, Parks, Fire Board, FYCQ Councilmember Hudson provided an update from the STMA Arena Board meeting which included the Arena Board's approval of the Youth Hockey Association request to sublet the dryland space to three other hockey -oriented businesses. He reported, because the Association was a non-profit, they would not charge the other businesses a fee but would exchange services with them. He answered questions from the other Councilmembers. Councilmember Cocking provided additional information from the meeting. Councilmember Zagorski provided an update for the STMA Operating Referendum Steering Committee which included. a discussion on the whether to move forward with a referendum this year. He said the Committee decided to table the decision until further information was received. B. Building — None C. City Clerk — None D. Finance — None E. Fire — None F. Planning and Zoning 1. Recreational Vehicle Use on City Street Ordinance City Administrator Nafstad reported this item was pulled because per State Statute if recreational vehicles are allowed on City Streets, the City was required to issue a permit to the vehicles. He said the draft ordinance did not include this provision so City staff would review the information and bring the item back to a future City Council meeting for Council review. Recreational Vehicle Use on City Street Ordinance - continued The Wright County deputy who was presented provided information on side by side vehicles on the roadways and answered questions from the Council. G. Public Works/Engineering — None H. Legal 1. Update on Maeyaert Property City Attorney Couri stated the condition of the property was getting worse. He said the 60-day appeal period would be up on June 17, then the City could clean up the property. Attorney Couri said the property clean-up and required dirt work would take several days. He answered questions from the Council. City Administrator Nafstad reported the City has contacted a couple of different contractors to receive bids for the clean-up. He said a deputy from the Wright County Sheriff's department would be on -site during the clean-up process. I. Administration City Administrator Nafstad said the construction projects in the City have begun and were progressing well. He said the City has received a lot of complaints from residents regarding recycling pick-ups after the recycling schedule change and answered questions from Council regarding the City's recycling options. Administrator Nafstad asked if Council would like to hold the Albertville Friendly City Days Social on Thursday, June 9, which is the Albertville Firemen's Craft Beer night. The Council's consensus was to schedule the Social for Thursday. Adjournment MOTION made by Councilmember Cocking, second by Councilmember Zagorski to adjourn the meeting at 7:31 pm. Ayes: Cocking, Hendrickson, Hudson and Zagorski. Nays: None. Absent: Olson.
