Dear Mr. Holthaus,
Thank you for the opportunity to comment on the proposed development, on the above mentioned
property.
On April 22, 1997 personnel from the Wright Soil and Water District reviewed the wetland
delineation on the above mentioned site. As indicated in the wetland delineation report one small
wetland area was delineated by Mr. Larson. Our on-site review of this parcel indicated this area to
be a wetland, however, we believe it is slightly larger than delineated. A revised (exhibit two)
should give you an idea of the approximate wetland boundary. Although the wetland appears
slightly larger than originally delineated we do not think it will hinder your development proposal,
since it appears filling within this area can be easily be avoided. Please be advised if you do
propose to fill within the wetland area a 1991 Wetland Conservation Act (WCA) permit would be
required, therefore, we recommend filling within the wetland area be avoided.
Although we believe the wetland issue should not be a difficult to deal with, there appears to be
other problems. In Block 3 Lot 12 the area adjacent to the proposed pond it appears the landowner
to the north has been stockpiling manure adjacent to the ditch. This manure must be removed from
the site before any grading activity occurs. Also, in the area of the delineated wetland it appears
there is a tile outletting into this ditch which is delivering septage from the farm site to the north. If
this is the case this must be taken care of before any construction activity occurs.
One final concern, this development is located on County Ditch Nine (9) which is experiencing
both flooding and erosion problems. The proposed sediment retention pond should be designed in a
manner so as to restrict drainage from this development to half the predevelopment runoff rate.

Please be advised it is your responsibility to obtain all state, federal, and local permits and
approvals prior to any constmction activity. Since it appears the proposed sediment retention pond
will be constmcted within the delineated wetland you may have to obtain an Anny Corp of
Engineers ACOE permit, they should be contact before any constmction activity occurs. Also, it
appears this project proposal will impact more than five acres, therefore, it will require a National
Pollutant Discharge and Elimination Systems Permit which can be obtained by contacting the
Minnesota Pollution Control Agency.
