We are very disappointed that the above plat was not submitted earlier, prior to the advertisement of bids and the preparation of plans for sewer and water service. It really puts us in a bad position because any significant changes to the plat that we would recommend would be quite costly as far as loss of time and design work. It is unfortunate in this case since our recommendation for lots 1, 2, and 3 block one would have been to access the lots from the rear. This would eliminate additional conflict points on CSAH 35 and the need to open cut and patch CSAH 35 three additional times. This consideration would require the redesign of the plat. However, since the majority of present residents along CSAH 35 access their homes directly off of CSAH 35 we view this as having less impact to the level of service on CSAH 35. Maureen Andrews, Albertville City Administrator, explained to Wayne Fingalson, in a phone conversation today, the concern which the City had in having backyards facing the "main street" in town. She also mentioned the possibility of senior citizen housing in those three lots which would then not require three additional accesses. One other concern which we have is the off~set streets. The alignment of 52nd St. N.E. (Easterly portion) is off-set approximately 130 feet from 52nd St. N.E. (Westerly portion). This is an undesirable situation since it complicates traffic movements across CSAH 35. It also adds another conflict point by adding another intersection. It would be most desirable to align 52nd St. S.E. so that there is a four-way . ~;................. . . . Bob Sullentrop May 13, 1988 Page 2 intersection. This concern was also discussed with Maureen Andrews in the phone conversation with the County Engineer. As you probably know, the City does not see a problem with this off-set situation because of the relatively low traffic volumes anticipated on both segments of 52nd St. N.E.
