Mayor Hendrickson called the meeting to order at 7 pm.

4. Public Forum
A. Mr. Felix Langford, 12053 78th Street, Otsego, said he planned to open a store to sell THC
products in Albertville. He explained he had reserved a location and ordered product for
the store but then he received a call his father was ill in Georgia so he went to help his
father. Mr. Langford said when he returned to Minnesota, he was notified a moratorium on
the sale of THC products was in place. He asked if he could receive an exception from the
moratorium because his store would have been opened before the moratorium was passed
but he needed to assist his father out of state. He answered questions from the Council.
City Administrator Nafstad provided background information on the moratorium and said
the City had been waiting for additional guidance from the League as to how THC
products may be licensed and then planned to provide additional information to the City
Council. Mr. Nafstad said he would discuss the City’s next steps with the City Attorney
and then notify Mr. Langford of the outcome.
There was Council discussion regarding the moratorium, the need for more legislative
guidelines on licensing THC products and concerns if the products were sold door to door.
B. Mr. Charles Atterberry, 11296 Linden Way, Albertville, reported he was having issues
with Spectrum Cable and wanted to know if there was another cable company option in
the area. He provided background information on the poor service he has received and
asked if the City had any recourse against a cable company that was providing bad serve.
City Administrator Nafstad provided information on cable companies in the area and said
the City would not have any recourse against a cable companies because the City does not
license them. He said the City does not have a limit on the number of providers, so it
would be up to the cable company whether they would like to do business in Albertville.
There was Council discussion regarding cable companies in the area, issues they have
encounter with different providers and other options beside cable for internet services.

City Administrator Nafstad requested item F1. under the Planning and Zoning section entitled
Albertville Zoning Amendment - Outdoor Storage Ratio be tabled to a future Council Meeting.

November 21, 2022, agenda as amended. Ayes: Hendrickson, Hudson and Olson. Nays: None.

1. Waste Water Treatment Facility Improvement Project Update
City Administrator Nafstad provided an update on the Waste Water Treatment facility project which
included the implementation process, conceptual renderings, building design and the possible
neighborhood screening options to be used. Administrator Nafstad offered options for future use of
the reed beds cells. He provided the proposed timeline for the new treatment plant improvements
which included final design in early 2023, the bid process beginning in spring 2023 and a 2-year
build of the new facility. He answered questions from the Council.
2. Revised Wright County Law Enforcement Contract
City Administrator Nafstad reported the revised contract was an amendment to the current one
previously approved. He said the only revision to the contract was the number of service hours
which were to be amended from 28 hours of coverage daily to 30 hours. He stated the 2023 budget
does included the cost of additional hours of service.
MOTION made by Councilmember Olson, seconded by Councilmember Hudson to approve the
revised Law Enforcement Services Contract with the Wright County Sheriff’s Office for January 1,
2023 to December 31, 2023. Ayes: Hendrickson, Hudson and Olson. Nays: None. Absent: Cocking
and Zagorski. The motion carried.
3. City Administrator’s Update
City Administrator Nafstad polled the Council as to which December date would work best for a
Boards and Commission Appreciation event and discussed possible topics. The Council’s consensus
was to schedule the event for December 19, 2022, at 6:30 pm which would take the place of the
regular scheduled City Council meeting.
He said the Truth-in Taxation Hearing was scheduled for December 5 prior to the regular City
Council meeting and added the 2023 budget would be discussed at the regular Council meeting.
Councilmember Hudson asked what process was for vacating his Council seat once he takes his
State seat in January 2023. City Administrator Nafstad explained the process. There was Council
discussion regarding options for filling Councilmember Hudson’s vacate seat.
City Administrator Nafstad provided an update on the status of the County Road 19 ramp turn lane.
He said the I-94 Gap project was in the planning process but he was not sure if the ramp would be
added with the Gap project or the upcoming Wright County project. He answered questions from
Council and regarding the addition of a ped bridge over the freeway, the location of trails in the area
and funding possibilities. There was Council discussion regarding the turn lane, traffic on the
County Road 37 bridge and a possible ped bridge over the freeway.

SUBJECT: CONSENT – CITY CLERK – 2023 CITY COUNCIL MEETING DATES
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Adopt Resolution No. 2022-47 establishing the 2023 City Council Regular
Meeting Dates.
BACKGROUND: Each year, the City Council shall identify its official meeting dates for the
coming year.
KEY ISSUES: There are several recognized holidays that fall on the first and/or third Mondays
throughout the year. These include:
o Monday, January 2 – New Year’s Day (Observed)
o Monday, January 16 – Martin Luther King Jr. Day
o Monday, February 20 – President’s Day
o Monday, September 4 – Labor Day
The City Council meetings would normally meet on these days have been moved to the Tuesday
immediately following the holiday.
Historically, the City Council has cancelled the first meeting in July due to the July 4th Holiday.
Therefore, City staff is recommending not scheduling a City Council meeting for the first
Monday in July.
Generally, if a fifth Monday falls during a calendar month, the cities of Albertville and St.
Michael and the STMA School Board generally set a joint meeting for the fifth Monday
which in 2023 will occur on January 30, July 31 and October 30.
POLICY/PRACTICES CONSIDERATIONS: Council may choose to change, add or delete
meetings as needed throughout the year and will be required to post notice at least 72 hours in
advance of changes, cancellations, or additional meetings.
LEGAL ISSUES: The City Council has the authority to set its official meeting dates each year.

SUBJECT: CONSENT - FIRE DEPARTMENT- PURCHASE OF SCBA AIR COMPRESSOR/
CASCADE/CONTAINMENT FILL STATION
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Authorize the purchase of a Self-Contained Breathing Apparatus (SCBA) Air
Compressor/Cascade/Containment Fill Station for the Fire Department.
BACKGROUND: The Fire Department is requesting approval for the purchase of an SCBA Air
Compressor/Cascade/Containment Fill Station.
The Fire Department uses the SCBA Air Compressor/Cascade/Containment Fill Station system
to fill its SCBA bottles after each use, and prior to putting the SCBA’s back into service on
Engine 11 and Tower 11.
The current, 16-year old, SCBA Air Compressor/Cascade/Containment Fill Station recently, and
unexpectedly, began needing a lot of extra maintenance to keep it operating properly, efficiently,
and able to meet NFPA 1989 (2019 Edition) standards. Our current SCBA Air Compressor/
Cascade/Containment Fill Station will not make it to the original, expected, service-life date,
which was used in the planning the current AFD capital plan.
The original manufacturer of our equipment no longer builds, or supports, its SCBA Air
Compressor/Cascade/Containment Fill Stations and our third-party service vendor is having to
find replacement parts from other sources just to keep the compressor in service.
The Fire Department’s only option for filling our SCBA bottles is with the SCBA Air
Compressor/Cascade/Containment Fill Station at the Fire Hall. The AFD has no Portable SCBA
Air Compressor/Cascade/Containment Fill Station on any of its apparatus and currently relies on
mutual aid partners for SCBA bottle filling in the field. Should our current SCBA Air
Compressor/Cascade/Containment Fill Station go down, the AFD would not be able to operate in
any IDLH atmosphere without relying completely on our mutual aid partners for their on-scene
apparatus-mounted cascade systems, or filling stations located at another Fire Department.
The requested SCBA Air Compressor/Cascade/Containment Fill Station has 3 filling stations,
instead of the two that our current system has, and would allow the filling of three SCBA bottles
at one time, increasing our ability to replenish used bottles by 33%, allowing our equipment and
apparatus to be put back in service faster after calls.
In 2021, the Fire Department Board of Officers identified a new SCBA Air Compressor/
Cascade/Containment Fill Station as a critical/priority replacement item. The Fire Department
submitted a FEMA Assistance to Firefighter Grant (AFG) request for the equipment, and was not
successful in securing funding. The Fire Department believes that the 2021 grant request was the

$47,351.00. The distributor has informed us that the pricing is good through the end of the 2022,
and that they suspect a price increase may be coming on January 1, 2023. Delivery and
installation timelines have been in a 12-14 week range from date of order.
The Fire Department Capital Plan includes a line-item for the scheduled replacement of the
SCBA Air Compressor/Cascade/Containment Fill Station, and the funds for the purchase will be
funded by Capital Reserves.
Starting with the 2024 budget, the Capital line-item for the Air Compressor will be updated to
show the replacement cost and 20-year life span of the requested the SCBA Air Compressor/
Cascade/Containment Fill Station.
KEY ISSUES:
• The Fire Departments SCBA Air Compressor/Cascade/Containment Fill Station system
is quickly reaching its unexpected end of service-life and needs replacement.
• The Fire Department has previously sought FEMA AFG funding for the replacement of

reduced balance is believed to be sufficient surety and is consistent with the development

City Code relating to Coin Operated Amusement Devices.
BACKGROUND: In 2022, the City of Albertville issued 7 Coin-Operated Device licenses. Per
MN Statute 449.15, a City may charge no more than $15 per location plus $15 per machine.
Albertville charges $15 per location and a maximum of $30 for all of the coin-operated device at
the establishment for a total fee of $45 per license. The City collects approximately $300 per
year in license fees for the coin-operate amusement devices. The license period is January 1
through December 31.
KEY ISSUES:
• There is not a need to regulate the amusement devices for public safety concerns or
liability to the City.
• Most neighboring cities are no longer licensing the amusement devices.
• The license locations nor the device are not inspected by City officials.
• The fees regulated by State ($15 location/device) does not cover the City’s cost
associated with the license process.
FINANCIAL CONSIDERATIONS: On average, the City collects approximately $300 a year
in coin-operated amusement device fees. The fees collected annually does not cover the costs
associated with the licensing process.
LEGAL CONSIDERATIONS: The Mayor and City Council have the authority to consider and
approve City licenses and amendments to the Albertville City Code.

4-2-2: APPLICATION FOR LICENSE:
Any person or party desiring a license must make application therefor to the City Clerk.
4-2-3: LICENSE FEE:
The annual fee for an amusement device license shall be established in section 3-1-3 of this code.
4-2-4: TERM AND EXPIRATION OF LICENSE:
The license shall be issued for a period of one year, and every license shall expire on December
31. License fees shall not be prorated.
4-2-5: DEFINITION:
"Coin operated amusement devices" means any machine, which upon the insertion of a coin,
slug, token, plate or disk, may be operated by the public generally for use as a game,
entertainment or amusement whether or not registering a score. It includes such devices as
arcade/video games, marble machines, pinball machines, skill ball, mechanical grab machines,
mechanical rides intended for use by children such as merry-go-rounds, horses, ferris wheels,
etc.; carnival, fair, and/or festival rides, and all similar games, operations, or transactions under
whatever name they may be indicated.

AN ORDINANCE AMENDING TITLE 3, CHAPTER 1 (GENERAL FINANCE
PROVISIONS, SECTION 3 (CITY FEES, FINES, AND RATES SCHEDULE IN
THE ALBERTVILLE CITY CODE
The City Council of the City of Albertville, Minnesota hereby ordains:
Section 1. Purpose: The purpose of this section is to formally establish the fees, fines, and
rates (dollar amounts) to be charged by the City. Fees are subject to State Sales Tax where applicable.
Section 2. Zoning Applications: Zoning applications shall consist of both a fee and escrow to
be collected with the application. The fee is a nonrefundable charge for City administration. The
escrow account is intended to cover City expenses related to engineering, planning, and legal expenses
incurred in the processing of an application. The escrow is an estimate of costs. All applications
include a written agreement between the City and the applicant whereby the applicant agrees to pay all
applicable fees, charges, administrative, planning, engineering, and legal costs associated with the
review and processing of any zoning application. If these expenses exceed the application escrow, the
applicant shall be billed for these costs. If monies are not paid within thirty (30) days after the bill is
sent to the applicant/landowner, the City will assess the aforementioned fees, charges, and/or expenses
against the land subject to the development application.
Section 3. Adoption of the 2023 Fee Schedule. The fees to be charged by the City of
Albertville for 2023 are listed on the attached Exhibit A, which is incorporated herein; that said fee
schedule is hereby adopted.
Section 4. Continuation/Amendment: Any amendment to the fee schedule shall be made
annually, or more often if necessary, by ordinance; if there are no amendments to the fee schedule, the
most recently adopted fee schedule ordinance shall remain in force and effect until amended.
Section 5. This ordinance shall be in full force and effective January 1, 2023.

SUBJECT: FINANCE DEPARTMENT – 2023 PROPERTY TAX LEVY AND FINAL BUDGET
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO: Adopt Resolution No. 2022-49 adopting the 2023 Property Tax Levy and
Resolution No. 2022-50 adopting the 2023 Final Budget.
BACKGROUND: On September 6, 2022, the City Council certified a preliminary levy of
$4,874,712 to Wright County. Based on the preliminary levy, Wright County has prepared and
mailed projected tax statements to all residents. On Monday, December 5, the City Council will
host a public hearing, known as Truth-In-Taxation, for the Council to take public comments on
the proposed budget and levy. Following public comments, the City Council may approve or
adjust the final levy, which is then certified to Wright County for taxes payable in 2023.
Coinciding with the adoption of the City’s Levy, the City Council officially adopts a 2023
budget detailing projected revenue and expenses.
Council requested to see the levy reduced to approximately 5% when brought back for final
approval in December. Staff has reduced the levy to 4.99% for final approval increasing the use
of General Fund Reserves to achieve the reduction.
KEY ISSUES:
• The public Truth-in-Taxation hearing was held prior to Council approvals.
• The preliminary levy in September was approved with an increase of 7.54%.
• Per Council direction, the proposed final levy represents a total levy increase of 4.99%
• The debt service budget has decreased by $112,212, the general fund operations levy has
increased by $192,412 and the capital levy increased $145,974 for the 4.99% total levy
increase.
• The proposed budget includes anticipated LGA funding (estimated $50,391).
• Staff provides the final levy to the County Auditor no later than end of business day
December 28, 2022.
POLICY CONSIDERATIONS: The Council reviews and approves all budgets and tax levies.
FINANCIAL CONSIDERATIONS: In reviewing the projected 2023 budget, staff anticipates
maintaining the Office of the State Auditors recommendation of at least 35% of the budget in
designated funds for general reserve.

WHEREAS: the City Council of the City of Albertville has adopted a final budget; and
WHEREAS: the Albertville City Council has adopted a final tax levy to be placed upon
the taxable property in the City of Albertville; and
WHEREAS: the Albertville City Council desires to reserve within the General Fund
those monies designated as capital outlays within various budget classifications, such that those
monies can be disbursed only for those capital outlays so specified within the budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ALBERTVILLE, MINNESOTA:
1. The attached budget is hereby adopted as the final budget for the City of Albertville for the
period January 1, 2023, through December 31, 2023.

RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following motion:
MOTION TO: adopt Ordinance No. 2022-16 amending Appendix A Albertville Zoning Code,
Chapter 1000, Section 100.15 establishing a limit on the size of outdoor storage areas for
commercial and industrial land uses and approve summary Ordinance for publication.
BACKGROUND: In 2021, the City of Albertville amended its zoning code to prohibit outdoor
storage as a principal use of a lot in its commercial and industrial zoning districts. Recently, the
City has been approached by several businesses interested in industrial properties in close
proximity to I-94, that would allow large areas of outdoor storage accessory to their businesses.
In review of these request, City staff has recommended limiting the size of the allowed outdoor
storage areas to a ratio related to the size of the principal building. In discussing the proposed
limit on outdoor storage areas with Planning Commission and City Council, Staff was directed to
prepare the attached zoning code amendment for further consideration.
KEY ISSUES:
• Albertville is 4 square miles and is limited in the amount of vacant buildable land. The
City wishes to be most efficient in the use of its remaining Commercial and Industrial
vacant land.
• Albertville is located along I-94 and has two major interchanges. These locational
elements provide Albertville with strong locational advantages in Commercial and
Industrial growth.
• In the continued pursuit of economic development, the City’s goals, are to expand local
job opportunities, quality jobs with livable wages, and grow its commercial and industrial
tax base.
• Reflective of the City’s limited land supply, large outdoor storage yards do not
accomplish the City’s economic development goals. The City wishes to be efficient with
its remaining land supply. In this regard, the City Council are being requested to consider
limiting the amount of outdoor storage in the commercial and industrial zoning districts
to a ratio relative to the size of principal building on the lot.
• In the preparation of the zoning amendment, the City wanted to establish a reasonable
standard of the size of the outdoor storage area to avoid becoming a detriment to future
economic development projects. The proposed 3:1 ratio is slightly higher than the
average of current commercial and industrial sites in the City but is generally in line with
recent industrial projects.
• Oversized parking lots presented similar land use issues as large storage areas. The
proposed code amendment will count parking in excess of the City parking requirements
against the total area allowance for outdoor storage areas.

POLICY CONSIDERATIONS: In accordance with State Law, a public notice was published,
and a public hearing was held by the Planning Commission on November 9, 2022, to consider an
amendment to the Albertville Zoning Code. Upon conducting a public hearing, the Planning
Commission recommended that the City Council approve the attached zoning text amendment
limiting the size of outdoor storage area within commercial and industrial uses to a ratio related
to the principal building on the site and count parking in excess of the requirement of the City
Zoning Code against the size of the outdoor storage area.
FINANCIAL CONSIDERATIONS: The Code amendment is intended to promote economic
development that grows the City’s commercial and industrial tax base and attract businesses that
create jobs within the City. These goals will benefit the City through the efficient use of the City
commercial and industrial land supply.
LEGAL CONSIDERATIONS: In accordance with Council procedures, the Mayor and Council
have the authority to amend the City Zoning Regulations, which requires a majority vote of the
City Council and becomes effective upon publication.

OUTDOOR STORAGE AREA FOR COMMERCIAL AND INDUSTRIAL USES
WITHIN THE CITY OF ALBERTVILLE
The City Council of the City of Albertville, Minnesota hereby ordains:
Section 1. Section 1000.15.B of the Albertville Zoning Code is hereby amended as add
the underlined language:
Section 1000.15
B. Except as allowed by district use provisions, outside storage of equipment, materials and
inventory as an accessory use for commercial and industrial uses shall require a conditional use
permit subject to the provisions of chapter 400 of this ordinance. In addition, all nonresidential
outside storage shall conform to the following conditions:
1. The area occupied is not within a required front or required side yard.
2. The storage area is totally fenced, fully screened and landscaped according to a plan
approved by the zoning administrator, and a landscape guarantee, as determined by the
zoning administrator, is provided.
3. If abutting a residential district or use, screening and landscaping is provided according to
a plan approved by the zoning administrator.
4. The storage area is grassed or surfaced with asphalt, concrete, or crushed rock (concrete
or granite) to control dust. Should an area surfaced with anything other than hard
surfacing prove to be unmaintainable, the city shall require that a hard surface be
installed within three (3) months of formal written notice to the property owner.
5. All lighting shall be hooded and so directed that the light source shall not be visible from
the public right of way or from neighboring residences and shall be in compliance with
section 1000.10 of this chapter.
6. The storage area does not encroach upon required public or employee parking space(s),
required loading space, or snow storage area as required by this ordinance.
7. A site plan documenting the location and grading of the storage operation shall be
submitted and shall be subject to the approval of the city engineer.
8. Parking in excess of the required number of parking stalls per Section 1200.9 of the
Albertville zoning Code shall be considered outdoor storage for the purpose of
calculating the total area of allowed for outdoor storage.

BACKGROUND.
In September the Albertville Planning Commission met to discuss the need to limit the
size of outdoor storage areas in relation to the size of a principal building proposed on
an industrial or commercial site. The rationale for this discussion is as follows.
1. Albertville is 4 square miles and is limited in the amount of vacant buildable land.
The City wishes to be most efficient in the use of it’s remaining Commercial and
Industrial vacant land.
2. Albertville is located along I-94 and has two major interchanges. These locational
elements provide Albertville with strong locational advantages in Commercial and
Industrial growth.
3. In the continued pursuit of economic development, the City’s goals, are to
expand local job opportunities, quality jobs with livable wages, and grow its
commercial and industrial tax base.
At the Planning Commission in September, they offer the following suggestions for City
Council consideration.
1. The Planning Commission agrees that we should limit the outdoor storage to a
ratio related to the size of the principal building.
2. In discussing the ratio, the Planning Commission felt a ratio between 2:1 to 3:1
would be acceptable based on the averages in the City currently. They
expressed some concern that being too restrictive may discourage industrial
growth.

3. With regard to the long-term parking areas, the Planning Commission felt that if
the area is designed and constructed as a parking lot for automobiles per City
design standards it should be treated a parking and not counted against the
outdoor storage ratio.
The Planning Commission discussion was presented to the City Council on October 3,
2022. The Council agreed with the Planning Commission regarding limiting the size of
the outdoor storage area to ratio related to the principal building size.
In discussion about long-term parking areas (over supply of parking), the Council felt
that these large parking areas, have the similar impacts on industrial development as
large outdoor storage areas. The Council suggested that the parking supply beyond the
required parking of the Albertville zoning code, should be counted against the total
allowed outdoor storage area for the lot.
The following pages provide an investigation of the city’s existing outdoor storage sites
to provide examples of existing conditions.
All consideration of this potential code amendment has been discussion only. The City
has now published a notice of public hearing for the consideration and action attached
amendment. City staff request the Planning Commission review and recommendation
on the proposed code amendment.

ANALYSIS
There have been inquiries from trucking and transportation businesses with small
buildings and large outdoor storage needs. See Long Haul Trucking Plan, Exhibit A as
an example.
Long-Haul Trucking:
Examining the Long-Haul trucking concept plan, we estimate that the semi-truck and
trailer storage occupies approximately 3.25 acres of the site. This storage area would
be a 3 :1 ratio compared to the proposed building size.
The Long-Haul concept plan shows 170 parking spaces. Evaluation of the uses within
the building against city code required parking counts, the building would require
approximately 85 parking spaces. Counting the parking areas in excess of the city
requirements as outdoor storage area will raise the ratio of outdoor storage to building
size to 3.3 :1.

Survey of Existing Industrial Sites.
Exhibit B selected 17 different industrial sites with outdoor storage and prepared
calculations comparing the principal building size to the existing outdoor storage areas.
The average of all 17 sites results in a 3.2: 1 outdoor storage ratio to principal building
floor area. However, this average is greatly skewed by the largest outdoor storage area
sites.
Sites 4, 10, 11, 12, and 17 are existing industrial sites have the largest outdoor storage
areas in proportion to the principal building. These are contractor yards with larger
areas of equipment and material storage in relation to a principal building. The services
provided by these businesses occurs off-site with limited employee count on-site.
The average ratio of outdoor storage to principal building floor area without Lots
4,10.11,12,17, is 1.64 :1. This suggests that establishing a ration of 2:1 for the City’s
commercial and industrial district may be in-line with most of the current development.
The City’s most recent industrial approvals (AVA 1, Albertville Self Storage 2, and
Scherer Bros 3) all included an outdoor storage component. AVA and Albertville Self-
Storage have outdoor storage ratio of less than 1:1 when compared to their principal
building footprints. Scherer Bros outdoor storage ration is greater than 4:1.
Currently Section 1000.15 B reads as follows. Staff recommendation of code language
change is in bold.
B. Except as allowed by district use provisions, outside storage of equipment,
materials and inventory as an accessory use for commercial and industrial uses shall
require a conditional use permit subject to the provisions of chapter 400 of this
ordinance. In addition, all nonresidential outside storage shall conform to the following
conditions:
1. The area occupied is not within a required front or required side yard.
2. The storage area is totally fenced, fully screened and landscaped according to a
plan approved by the zoning administrator, and a landscape guarantee, as
determined by the zoning administrator, is provided.
3. If abutting a residential district or use, screening and landscaping is provided
according to a plan approved by the zoning administrator.
4. The storage area is grassed or surfaced with asphalt, concrete, or crushed rock
(concrete or granite) to control dust. Should an area surfaced with anything other
than hard surfacing prove to be unmaintainable, the city shall require that a hard
surface be installed within three (3) months of formal written notice to the
property owner.

5. All lighting shall be hooded and so directed that the light source shall not be
visible from the public right of way or from neighboring residences and shall be
in compliance with section 1000.10 of this chapter.
6. The storage area does not encroach upon required public or employee parking
space(s), required loading space, or snow storage area as required by this
ordinance.
7. A site plan documenting the location and grading of the storage operation shall
be submitted and shall be subject to the approval of the city engineer.
8, Parking in excess of the required number of parking stalls per Section
1200.9 of the Albertville zoning Code shall be considered outdoor storage
for the purpose of calculating the total area of allowed for outdoor storage.
9. The ratio of outdoor storage area to principal building footprint shall not
exceed 3: 1.
CONCLUSION
The Planning Commission is requested to conduct a public hearing on draft code
amendment, solicit public comment and make any needed changes to tailor the
amendment to reflect the City’s ambitions. If the code language is found to be
acceptable, Staff recommends approval of the draft code amendment.

AN ORDINANCE AMENDING APPENDIX A, SECTION 1000.15 B OUTSIDE
STORAGE, COMMERCIAL AND INDUSTRIAL USES, OF THE ALBERTVILLE

TO THE PRINCIPAL BUILDING AND DEFINING LONG-TERM PARKING AS

THE CITY COUNCIL OF THE CITY OF ALBERTVILLE, MINNESOTA ORDAINS:

SUBJECT: ADMINISTRATION – PLANNING COMMISSIONERS COMPENSATION
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
Provide direction to City Staff as to whether they wish to increase the Planning Commissioner’s
monthly wages.
BACKGROUND: The monthly wages for the Planning Commissioners have been set at $40
per meeting attended since before 2004.
City staff has reviewed neighboring cities Planning Commissioner wages and their wages are
listed below:
City Planning Commissioner’s wage
Buffalo $20 per meeting
Otsego $20 per meeting
Monticello $50 per meeting
St. Michael $80 per meeting
Delano $150 annual stipend
KEY ISSUES:
• The Planning Commissioners are paid $40 per meeting they attend.
• There has been no change to the Planning Commissioner wages since 2004.
FINANCIAL CONSIDERATIONS: Compensation adjustments are budgeted annually.
LEGAL CONSIDERATIONS: The City Council has the authority to set the Planning
Commissioners wages.
