CALL TO ORDER - ROLL CALL - ADOPT AGENDA Chair Buhrmann called the meeting to order at 7:00 pm. City Clerk Luedke conducted roll call. Present: Chair Buhrmann and Commissioners Anderson, Hayden, Huggins, Smith and Council Liaison Zagorski. Others Present: Northwest Consultant Bob Kirmis and City Clerk Luedke. Motioned by Hayden, seconded by Anderson to approve the agenda as submitted. Ayes. Buhrmann, Anderson, Hayden, Huggins and Smith. Nays: None. MOTION DECLARED CARRIED. 2. MINUTES Motioned by Hayden, seconded by Higgins to approve the September 13, 2022, Planning Commission meeting minutes as presented. Ayes. Buhrmann, Anderson, and Hayden, Huggins and Smith Nays; None. MOTION DECLARED CARRIED. 3. PUBLIC HEARINGS A. Public hearing to consider a zoning test amendment to consider limiting the size of outdoor storage lots as a ratio to the size of the principal floor space. Kirmis presented the background information on limiting the size of outdoor storage lots in relation to the building structures and the rationale behind the discussion. He said at the September 13 Planning meeting, the Commissioners agreed that either 2:1 or 3:1 would be an acceptable ratio based on the City's current averages. Regarding the long-term parking areas, Kirmis said the Commissioners felt if an area was designed and constructed as a parking lot it that it should be treated as one and not counted against the outdoor storage ratio. Kirmis reported at the October 3 Council meeting, the Council agreed with a ratio of 3:1 but regarding the long term parking felt that any parking over the minimum requirements of the City Code should be considered as outdoor storage when calculating the total outdoor area allowed. He answered questions from the Commissioners and said the current establishment's ratios and parking areas would be grandfathered in if the amendment was passed. City Council Liaison Zagorski answered questions from the Planning Commissioners regarding the City Council discussion on considering the excess parking stalls in calculating the outdoor storage totals. Motioned by Huggins, seconded by Smith to open the Public Hearing. Ayes. Buhrmann, Anderson, Hayden, Huggins and Smith. Nays: None. MOTION DECLARED CARRIED. No one wished to speak. Motioned by Anderson, seconded by Buhrmann to close the Public Hearing. Ayes. Buhrmann, Anderson, Hayden, Huggins and Smith. Nays: None. MOTION DECLARED CARRIED. Motioned by Hayden, seconded by Anderson to approve the draft code amendment Ayes: Buhrmann, Anderson, Hayden, Huggins and Smith. Nays: None. MOTION DECLARED CARRIED. 4. OTHER BUSINESS A. None 5.
