Honorable Mayor and City Council Members:
Proposals were received and opened Monday, June 28, 1993, at 2:00
P.M. at the Albertville City Hall for the above-referenced project.
Five proposals were received as follows:
l. Machtemes Construction $193,908.10
2. Northdale Construction $219,513.00
3. Randy Kramer Excavating $221,629.68
4. D. Perkins Contracting $226,305.50
5. Latour Construction $234,266.55
As we have not worked with the Machtemes firm, reference contacts
were made with the engineering firms of Englehardt & Associates,
Sathre Bergquist, Inc., RCM, and Schoell and Madsen, Inc. in regard
to their experience with the Machtemes firm. All spoke very well of
the Machtemes firm and highly recommended them.
Alternate bids were taken for the use of PVC pipe for the water
main in lieu of ductile iron pipe, and PVC pipe for those portions
of the' storm sewer not under the finished street in lieu of the
reinforced concrete pipe. The base quotations and alternate
quotations are as follows:

As we have stated before, our only reservation with PVC pipe for
use as a water main is the lack of long term installation
experience. We are finding approximately 50% of the municipalities

are now accepting the PVC water main. We suggest that consideration
be given to the use of PVC pipe for the installation of water main
in the City of Albertville. The use of PVC pipe for storm sewer has
been approved and used for those areas not under the finished
traveled portion of the street.
All proposals were properly submitted by responsible contractors;
therefore, we would recommend the awardal of the contract to
Machtemes Construction in the amount of $183,271.50 (exercising the
alternate options of PVC pipe for water main and portions of the
storm sewer).

Nutice is hereby given that sealed bids will be received by the City
Council of the city of Albertville, Minnesota, in the City Hall, until
2:00 PM, Monday, June 28, 1993, at which time and place the bids will
be opened for the construction of the following:

Plans, specifications and proposal forms as prepared by Meyer-Rohlin,
Inc., Engineers and Land Surveyors, 1111 Highway 25 North, Buffalo,
Minnesota, 55313, may be seen at the Office of the Engineer, and the
Office of the City Administrator.
Each bi.d shall be accompanied by a bidder's bond, certified check or
cashier's check in an amount equal to at least Five (5%) percent of the
amount of the bid which shall be forfeited to the City in the event
that successful bidder fails to enter into a contract wi thin the
specified time.
The City Council reserves the right to rej ect any or all bids and to
waive any irregularities in the bidding, and further reserves the right
to award the contract to the best interests of the City. All bids must
be submitted on the proposal form furnished by the Engineer. Bids shall
be directed to the City of Albertville, securely sealed and marked on
the outside as 1992-3 Improvement Project for Albertville, Minnesota.
Plans, specifications and proposal forms may be obtained from the
Office of the Engineer upon deposit of Forty ($40.00) Dollars for each
set. This deposit will not be refunded.
