Dear Dale;
Enclosed you shall find a set of Plans and Specifications for the
above-referenced project. We have prepared the Plans and Specifi-
cations in conformance to your letter of April 15, 1992. We have
provided a sedimentation pond for the storm sewer system wi thin
this developnent, prior to discharging into Wetland 86-414W.. The
sedimentation pond is set up so that there is approximately a
2-year storm event storage capacity below the water surface level,
which was set at a 952 elevation. Benches have been provided
wi thin the sedimentation pond to allow for the growth of green
bulrush, to allow for some nutrient and metal uptake. The depth of
the pond has been set approximately five feet lower than the 952
elevation which the DNR has determined as the ordinary high water
level for the wetland. The outlet into the wetland will be
controlled with a control structure which will skim off floating
debris off the pond system. In the event of large storm events
there would be an overflow.
We have started the dike for the sedimentation pond at the 952
elevation and have gone up from there. The piping coming through
the dike would end at approximately the 952 elevation with a small
segment of rip rap being provided into the wetland for erosion
control purposes.
Please review the Plans and determine if these are acceptable and
whether a permit will be required from the Department of Natural
Resources for this work. If you should have any questions, please

Dear Don;
Enclosed you shall find the Plans and Specifications for the
above-referenced project. I wanted to take this opportunity,
however, to explain the project a little bit to you and the need
for this.
Psyks Fifth Addition has been laid out to conform to the sanitary
sewer alignment for the high school project, which was installed
under MPCA permit #17-492, dated September 13, 1991. The six new
services are those necessary to provide access to this proposed
developnent and also to complete out the development for future
extensions.
The issues on this project are very simple. The developer, by
having the sanitary sewer through his development, in order to pay
the assessments on it must have roadway access to his property and
directly to the sewer lines. As such, we find it necessary to make
the extensions even though the City is currently under a
moratorium and ask that they be installed at this time so that the
developer can begin to pay for his assessments on the previous
approved project.
The six lots in question will have a very insignificant increase
in flow to the wastewater facility. Based upon our estimates, it
would be on the order of less than 2,000 gallons per day to the
wastewater facility. Currently the wastewater plant is running at
about 107,000 gallons per day, with a permitted capacity of
115,000 gallons per day, and an actual hydraulic capacity of
approximately 130,000 gallons per day.

The City is in the process of preparing its Facilities Plan and
the Plans and Specifications for the expansion of its wastewater
plant, with construction anticipated in the spring of 1993 and a
very quick completion tentatively scheduled for July 1, 1993. We
therefore ask that the MPCA grant the extension of these sewer
lines for the six services and allow them to be hooked up
immediately if a buyer for the lot were to be found prior to the
completion of the wastewater plant.
The City of Albertville is taking a pro-active approach to
completing its wastewater expansion requirements, and they ask
that the MPCA also take a pro-active approach to allowing this
sewer extension.
