Dear Bob:
In an attempt to get the Psyk/Marx drainage issue resolved, I am
submitting additional background information regarding the psyk
4th Addition development. Our firm did not plat the 4th
Addi tion; however, the record plat follows quite closely the
concept 1 plan that we did for Mr. Doug Psyk in 1972-1973. The
topo for the psyk proposed development was done by our field
crews in December, 1972. The aerial topography for the balance
of the area to the north and west was flown in November of 1981
and subsequently purchased by the City of Albertville.
Enclosed is a combined blueprint of the topography of the Psyk
development areas. We have indicated by the blue line the
general drainage areas prior to any development of the land as
it drained to the north into the large wetland areas.
Enclosed also are the plan and profile sheets for the City of
Albertville's improvement project for the finished street
construction of Psyk's 4th Addition, defining the final drainage
pattern from the 4th Addition. The yellow/green line indicates
the drainage area that is proposed to flow to the northeast from
the finished Psyk 4th, the proposed 6th Addition, and any future
additions to the west of the 5th and 6th additions. Please refer
to our letter.of May 27, 1993, addressed to you.
Mr. Bernard Marx's concerns apparently have been the amount of
flow into his wetland area. The proposed and current development
pattern of the Psyk areas have, in reality, greatly reduced the
runoff area to the wetlands. The runoff characteristics have
changed somewhat; however, the runoff from row crop land is not
that different from runoff from suburban residential. I think
the proposal of Mr. Psyk to escrow funds for a future storm
sewer and sedimentation basin before outletting into the
wetlands, with costs to be shared on a final developed land

basis, is a very fair and reasonable solution. If the need for a
temporary detention pond located on the last northeast lot of
the 6th Addition, before overflowing into the existing swale on
the Marx property, would be deemed necessary, possibly Mr. psyk
would be agreeable to this.
The construction of a storm sewer across the undeveloped land to
the existing storm sewer on Lander Avenue NE is not a practical
solution. The existing 18" storm sewer at Lander Avenue would
not have the required capacity without the construction of a
detention basin to reduce the peak flows. We know the proposed
sketch plan for the Marx property is not acceptable, as no
attempt has been made to avoid the wetlands; therefore, at this
time a location for a storm sewer and detention pond cannot be
defined. It would seem more practical to use the existing
wetlands, with a sedimentation basin, to perform the same tasks
with much less storm sewer cost.
This is about all the historical information that we have in our
office; however, if you have any questions, please feel free to
contact me. I think the Albertville City Council needs some
direction from you so that a decision can be made regarding the
P syk 's 6th~ Addition. To get the SCS people involved regarding
watersheds, etc., seems to be an overkill for such a natural
drainage solution.
I understand you will be back in the office on Monday. After you
have looked at all of this, please give me a call to se~ what
other information we can get to you. Doug psyk needs a decision
on his project as soon as possible.
