Dear Mayor Olson:
Enclosed is the Permit Number 36880 for the construction and operation of a sanitary sewer extension
system to be located in Albertville, Minnesota.
The MPCA has completed several storm water sediment and erosion control inspections at construction sites
in Albertville this year and the results have been disturbing. Most of the sites were is violation of their
National Pollutant Discharge Elimination System (NPDES) Construction Storm Water Permit and
enforcement actions are being pursued.
The sites are also in violation of the ordinance that the city adopted as a condition of the nondegradation
review for the wastewater treatment facility expansion. The MPCA required the storm water ordinance to
address the impacts that may occur from the changes in land use that results from new development. It was
also expected that the ordinance would be enforced by the city to ensure that water quality is not negatively
impacted.
The MPCA is concerned about the construction activities in Albertville and the water quality impacts from
sediment and erosion. It will be difficult for the MPCA to continue to issue permits for sewer extensions and
wastewater expansions if past construction practices continue. The MPCA expects the city of Albertville to
work more closely with developers to ensure that water quality is protected and that Construction Storm
Water Permits are complied with.

PERMIT FOR THE CONSTRUCTION AND OPERATION OF
A DISPOSAL SYSTEM
CITY OF ALBERTVILLE

Pursuant to authorization by the Minnesota Pollution Control Agency (MPCA), and in accordance with the
provisions of Minn. Stat. chs. liS and 116, the Permittee's engineer has certified that the plans meet the
recommendations, specifications, and guidelines of the MPCA. The project plans have not been reviewed by
the MPCA. A permit is hereby granted to the above-referenced Permittee for the construction and operation
of a sanitary sewer extension in Albertville, Minnesota.
The facilities are further described in the application designated as: "Kollville Estates Second Addn., Street
and Utility Imp. Proj.", which was received at the Agency on April 18, 2002, and proposed by Quality Site
Design.
Special Conditions: The Permittee shall ensure that all parties involved with this project will comply with
the conditions of all NPDES permits related to this project included the requirements of the Sediment and
Erosion Control Permit No. MNRII 0000 dated September 4, 1998; and NPDES Wastewater Discharge
Permit No. MN0050954 dated July 12,2000.
It is the Permittee's responsibility to assure compliance with any special conditions and the general
conditions that are required by this permit. This includes taking all necessary measures needed to comply,
including, but not limited to, the notification of contractors, developers, or others who may be carrying out
this work of the specific requirements.

SCOPE: This report covers the design of this project insofar as the safety and sanitary quality of the water for
public consumption may be affected, and applies to this project only and not to the entire system or any other part
thereof. The examination of plans is based upon the supposition that the data on which the design is based are
correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the
design of structural features and the efficiency of equipment must be taken by the project designer. Approval is
contingent upon satisfactory disposition of any requirements included with this report.
Water supply plans are examined with regard to the location, construction and operational features of the design
and maintenance of all parts of the system which may affect the safety and sanitary quality of the water.
Examination is based on the standards of this department.
This project consists of the installation of the following watermains:
1. 48 lineal feet of 6-inch PVC watermain.
2. 1,061 lineal feet of 8-inch PVC watermain.
REQUlREMENT(S):
1. The disinfection of the watermain shall be performed according to A WW A Standard C 651. If the tablet or
continuous feed methods are used, the completed watermain shall be disinfected for 24 hours with at least
50 ppm available chlorine, with a residual of at least 10 ppm throughout the length of the main at the end of
the 24-hour period.
COMPLIANCE: No construction shall take place except in accordance with the approved plans. If it is desired
to make deviations from the approved plans, the State Department of Health should be consulted and approval of
the changes obtained before construction is started; otherwise, such construction is installed without proper
approval, and in addition may create dangers to public health.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.
