BACKGROUND
The preliminary plat of Parkside Addition was previously approved
as Westwind IV Addition, being a part of the entire Westwind PUD
concept plan, as presented by John-George, Inc. in the late
1980's. Westwind and Westwind II have been developed and Westwind
III is waiting to be developed when sewer extensions are approved
by the MPCA.
ANALYSIS
The lot layout for the final plat is virtually identical to the
accepted preliminary plat layout. All lots meet or exceed the
minimum requirements for the PUD residential standards (9,000 sf).
Lots 9 and 11, Block 5, are the smallest lots at 9,040 sf, and lot
8, block 2 is 9092 sf. Approximately 50% of the lots are between
9,000-10,000 sf with the remaining 50% ranging from 10,000 to
17,000 sf.

The existing berming as developed in the 1st and 2nd Additions
should be continued along the northerly property lines of lots
1-4, block 1, and the easterly property line of Outlot B to County
Road #37.
The utili ties and street construction on Kahler Drive need be
8 extended to County Road #37 as shown; however, the proposed use
LV of the Outlots A and B will need to be determined so service leads
for water and sewer can be provided at the proper locations.

We understand the developer is requesting the streets and
utilities be installed by the City of Albertville under the 429
Improvement statute. Therefore, the drainage, water, sewer and
street construction will be done to conform to the comprehensive
water, sewer, street and drainage plans. All costs associated with
the improvement will be fully assessed to the development.
RECOMMENDATION
As the final plat meets or exceeds the dimensional criteria of the
PUD zoning code and is in agreement with the approved preliminary
plan, we recommend approval of the final plat of parkview
Addition, subject to the following:
~l - Request by developer for the street and utility improvements
through the 429 Improvement statute
<q,) - Completion of a development contract controlling development
~< activity in the plat area.
- Comments and recommendations of other city staff
~- Approval of sanitary sewer extensions by MPCA
