The Board approved and accepted water extension for the above
referenced project at their December 27, 1993 meeting as
recommended by the enclosed letter dated December 21, 1993 from
Brian Miller.
However, when the final lift of blacktop is applied the gate
valves and curbstops need to be ra1sed with notification to the
30int Powers Board.

RE: PARKSIDE ADDmON
Dear Board Members:
We reviewed the preliminary as-builts for parts of the Parkside Addition watermain. The
as-builts cover Kahler Drive from about Station 14 +00 to 17 + 38; Kallard Drive from about
Station 15+00 to 23+95; Kahler Circle; Kaiser Circle; and 6211d Street NB from station
7+00 to 14+00.
The ties are extremely long due to the lack of structures from which to measure. When the
street is paved, manholes and gate valve boxes will be available for closer ties. Our
concern is that, if for whatever reason the Developer did not complete the project, the
Board would need to complete the ties. and tie cards. Our surveying and. drafting personnel
estimated a cost of $1,500.00 to tie out the valves and curb boxes and pr~pare tie cards.
We feel comfortable with the Board accepting these preliminary as-built drawings with the
following conditions:
1. The approval is only for the street sections specified in this letter.
2. The approval is for preliminary as-built drawings and final as-built drawings shall
be submitted for fmal approval of the improvements.
3.
An escrow deposit of $1,500.00 be placed with the Board for the specific purpose
of completing the as-builts and tie cards.

The Developer may make the argument that the security placed with the City of Albertville
protects the Board from the Developer not completing the as-builts.We would agree with
this only if the City of Albertville and the Developer agree to add the Joint Powers Water
Board name to the security whether that is a cash escrow, letter of credit, or bond.
