In talking with Don Jensen, it is my understanding that this 2.73 acre parcel which is located adjacent to Parks ide 3rd on the west side is an area which is needed for wetland mitigation in association with Parkside 3rd grading which is being done. Kenco wishes to subdivide the property from the larger piece so that they hold the title and avoid any possible conflicts in completing work within the subdivision. I agree with your determination that a minor subdivision process should be followed. The request is in conformance with the minor subdivision procedures outlined in the City's Zoning Ordinance. With the lack of property access and location within the wetland, the parcel subdivision should not be approved as a stand-alone lot, but rather should be combined with the adjacent outlot in Parks ide 3rd. This end result should be apparent on submitted plans, and will require them to be revised. Upon receipt of revised plans and submittal of an application/fees, the project may be processed. Given the small scope of the project and little amount of review time required of me, you should be able to minim ize the pass-through fees for the applicant.
