RE: Trunk charees for areas west of Hiehwav 19
Dear Mr. Hale:
This letter serves to confirm telephone requests to the City Attorney and City Engineer as it
relates to proposed ordinance text language for trunk sewer fees. Kenco is suggesting that SEH
conduct an aerial interpretation of existing wetlands within the subject area to determine a gross
developable acreage area. We are requesting that the City attorney use the land use term gross
developable area within the ordinance. This language would clarify that areas which are not
developable by state law (i.e. wetlands), are not subject to trunk fees on an area wide basis. This
analysis may cause some reallocation of estimates against some Kenco properties to go up.
However, it would create a more rational use of payment using available technology and
consultant skill. We estimate that about 4 to 6 hours of time would be used at the maximum by
SEH in the estimation of land not officially delineated by field crews. In the case of a land
owner obtaining actual field data on wetland sizes, such as was performed for Parkside 3rd, the
City would use the area of the surveyed wetlands to obtain the gross developable area for sewer
trunk charges.
(For example, if a 40 acre parcel has 4 acres of wetland only 36 acres is developable and it
should be charged for 36 acres of developable benefit. Likewise if all 40 acres were available for
use, the parcel would be charged 40 acres of area benefit. This planning idea does no create any
added hardship or difficulty to the engineering efforts of future projects.)
I have attached the quantity of wetlands mapped by field delineation per planning and ownership
parcel under Kenco control for the city's use in this exercise. Thank you for your consideration.
