Re: City of Albertville; Change of Status of Mud and School Lakes.
Dear John:
As we discussed when we met recently, the Albertville City Council has passed
the enclosed resolution requesting that the DNR reclassify the status of Mud and School
lakes from Natural Developmerit Lakes to General Development Lakes.
The City has taken this action as a result of a number of factors. When these lakes
were originally classified, the City had a population of under 400 people and simply did
not have the sophistication or resources at that time to determine the significance of the
original lake classification in relation to the long-term growth plans of the City. For
many years the City's comprehensive plan has guided the property surrounding the lakes
for sewered, urban density residential and commercial development. The recent
construction of the Albertville Outlet Mall just outside of the shoreland district has
spurred commercial fu"ld residential development and appears to be accelerating the
development timetable originally anticipated by the City. The City now expects the lands
surrounding these lakes to be fully developed to urban densities within the next ten years.
As the northern portion of the City develops, additional storm water from these
developments ends up passing through School and Mud Lakes. In addition, the City's
wastewater treatment plant which was originally located on Mud Lake in 1954 is
currently being expanded to discharge 600,000 gallons of treated wastewater per day into
Mud Lake, over twenty times the volume of discharge occurring when the lakes were
originally classified as Natural Environment lakes in the 1970's.

In light of the changes which have occurred since their classification in the 1970' s,
the City believes that the current circumstances warrant a change in School and Mud
Lake's classification from Natural Environment lakes to General Development lakes.
The City's planner and myself have been in touch with Patty Fowler of the St.
Cloud office and will coordinate the lake classification change request through her office.

A RESOLUTION OF THE ALBERTVILLE CITY COUNCIL
REQUESTING THAT THE COMMISSIONER OF THE
DEPARTMENT OF NATURAL RESOURCES (DNR) RECLASSIFY
SCHOOL AND MUD LAKES, WHICH LIE WITmN THE CITY
UMITS OF ALBERTVILLE
WHEREAS, the City of Albertville has an. adopted shoreland ordinance; and
WHEREAS, there arc three lakes with the City tbat are designated as Natural
EnviromneD.t Lakes; and
WHEREAS, the City has an adopted land use plan and zoning map that anticipates
urban, sewcred development within. the Shoreland area; and
