1. Call to Order, The regular meeting of the Joint Powers Water Board was called to order by
Chairperson Kauffman, on Monday, June 26, 2023 at 6:00 pm. at the Joint Powers Water Board
Water Treatment Plant, 11100 5V1 St NE, Albertville, MN 55301.
Board present�: Tom Dierberger, Ryan G�eason, Joe Hagerty, Chris Kauffman, Rob Olson,
Bob Zagorski,
Staff present: John Seifert, General Manager; Jennifer Thomas, Office Manager,
Staff absent: Andrew Antes, Water Department Supervisor / Facilities Manager, Dustin Carlson,
Assistant Water Department Supervisor / Facilities Manager; Zac Foster, Project Manager.
Engineering present: Chris Larson, Short Elliott Hendrickson, Inc. (SEH)
Engineering absent: None.
2., Approve Agenda. Olson moved, Hagerty seconded, to adopt the Agenda as presented, Motion
carried 6-0.
3. Approve Consent Agenda. Olson moved, Gleason seconded, to approve the Consent Agenda
below. Motion carried 6-0.

4. General Business.
4.1 Bid Results and Recommendation for Filter Rehab Project. At the May 22, 2023
Board meeting, the Board authorized advertising of the filter media rehab project. Four
bids were received on June 21, 2023. Municipal Builders, Inc. ($1,957,000); MN
Mechanical Solutions, Inc. ($1,983,138); Shank Constructors, Inc. ($2,165,825); and
Magney Conistructgion, Inc. ($2,187,000), There were two alternates that were bid
separately. Alternate 1 was a deduction for not repainting the exteriors of Filters 4 and 5
and Alternate 2 was to include insulative coatings on filters and piping. Staff asked for
Board approval to award the filter rehab project to Municipal Builders, Inc. in the amount of
$1,957,000, without inclusion of Alternates I or 2. Hagerty moved, Gleason seconded, to
award the filter rehab project to, Municipal Builders, Inc. in the amount of $1,957,000,
Motion carried 6-0,
6Operations. Seifert told' the Board about an emergency repair needed to Well 5 and discussed
the new record daily high of 9.6M gallons used in one day.

8. Other Business / Announcements / Correspondence. Seifert gave a brief overview of the
