The regular meeting of the Joint Powers Water Board was called to order by Chairperson Kauffman, on Monday, October 23, 2023 at 6:01 p.m. at the Joint Powers Water Board Water Treatment Plant, 11100 501"" St NE, Albertville, MN 55301� r.I !!I oll .0. 4 9 — a 0 0 0 0 Staff present: John Seifert, General Manager; Jennifer Thomas, Office Manager. Staff absent: Dustin Carlson, Water Department Supervisor / Facilities Manager; Zac Foster, Project Manager, Engineering present: None. Engineering absent: Chris Larson, Short Elliott Hendrickson, Inc. (SEH), 2. Approve Agenda. Hagerty moved, Gleason seconded, to adopt the Agenda as presented. Motion carried 5-0. 3, Approve Consent Agenda. Dierberger moved, Hagerty seconded, to approve the Consent Agenda below. General Business. 4.1 JPWB Antenna Lease Updates. General Manager Seifert told the Board that during the 2022 audit process, Joint Powers was required to audit existing private leases as part of its field work for Abdo. During that process, it was discovered that some of the leases were out of sequence with existing pay cycles and amounts. Staff worked with the different telecom legal departments and were able to verify rent commencement dates and correct the timing that matched the right payment schedule. Staff supplied the updated information to Abdo, 4.2 Second Reading of the JPWB Contract Amendment. General Ma;nager Seifert remlinded the Board that at their September 25, 2023 meeting, Board members we given the opportunity to bring any additions or changes to the Joint Powers Water Board current contract to their respective member cities. No changes or additions were received. Staff provided the Board with a propiosed draft amendment betwee Veolia North America and Joint Powers Water Board for their review and comments prior to November 17, 2023, allowing for possible adoption at the November Board meeting. I Joint Powers Water Board Regular Meeting Minutes October 23, 2023 Page 2 5. Engineer, 5.1 Filter Rehab Change Orders #1 and #2. General Manager Seifert informed the Board that the 2023 water treatment punt filter rehab project started on October 1. During the first sandblasting and' recoating process, two unforeseen items were brought to Staffs attention, The general contractor provided two Change Orders. The first Change Order in the amount of $23,500 allows for physical removal and cutting the baffles out of the tank after which they will be reinstalled once the coating has, been blasted and painted. The second Change Order in the amount of $2,300 provides new gasketing and fiber seals to a total of 12 viewing windows on the top portion of the three original filters, Staff recommends approval of Municipal Builders, Inca's Change Order #1 in the amount of $23,500 and Change Order # 2 in the amount of $2,300 as presented. Gleason moved, Zagorski seconded, to approve Municipal Builders, Inca's Change Order # 1 in the amount of $23,500 and Change Order # 2 in the amount of $2,300. Motion carried 5-0. 7, Other Business / Announcements / Correspondence. 7.1 MN Department of Health Grant # 221313. General Manager Seifert informed the Board that payment of $9,564.38 from the Minnesota Department of Health was received to close out Grant # 212313, 7.2 December 25, 2023 Board Meeting. The December Board meeting is scheduled to fall on Christmas Day. General Manager Seifert asked the Board if they would like to cancel the December meeting or reschedule it to a different day, If the Board choses to cancel the meeting, a resolution would be needed to authorize payment of claims at the January 2024 Board meeting. Gleason moved, Zag�orski seconded, to cancel the December 2023 Board meeting and adopt Resolution 10-23-23-2 authorizing payment of claims at the January 2024 Board meeting. Motion carried 5-0. 8.
