SUBJECT: CONSENT – FINANCE – PAYMENT OF BILLS
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO: Authorize the Monday, December 4, 2023, payment of the claims as presented
except the bills specifically pulled, which are passed by separate motion. The claims listing has
been provided to Council as a separate document. The claims listing is available for public
viewing at City Hall upon request.
BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved
through their respective departments and administration and passed onto the City Council for
approval.
KEY ISSUES:
• Account codes starting with 810 are STMA Arena Expenses/Vendors (bolded) and
key issues will be presented in the claims listing document.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
payables on a semi-monthly basis.
FINANCIAL CONSIDERATIONS: City staff has reviewed and recommends approval of
payments presented.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve all bills
pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,
generally within 30 days unless one party determines to dispute the billing.

SUBJECT: CONSENT – CITY CLERK – 2024 CITY OBSERVED HOLIDAYS
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
passing the following:
MOTION TO: Approve Resolution No. 2023-44 establishing the 2024 City Observed Holidays.
BACKGROUND: Per the Albertville Personnel Policy regarding Holidays, the legal holidays
observed by all City employee is passed by resolution annually for the upcoming year. City
employees may be required to use vacation or compensatory time when they are following the 4-
10 hour work week schedule.
KEY ISSUES:
• The City’s observed holidays for the following year are passed annually by Resolution.
• In 2023, Juneteenth (June 19) was recognized as a new federal and state holiday.
• The number of hours paid per holiday are dependent on the departments work schedule
based on the time of year (see attached resolution and chart).
POLICY/PRACTICES CONSIDERATIONS: The City follows the general practice of
observing the Holidays set by MN Statute 645.44 subd. 5 with the exception of Indigenous
People’s Day, which has previously been taken as a floating holiday which was exchanged for the
Friday after Thanksgiving Day. It is proposed for City Hall to close at 12 noon on Christmas Eve
as stated in the Albertville Personnel Policy if it falls on a regular work day. City employees shall
use vacation or compensatory time for the remaining hours.
FINANCIAL CONSIDERATIONS: There are no financial considerations as it relates to
approval of the Resolution setting the 2024 City Observed Holidays.
LEGAL ISSUES: The City Council has the authority to set the annual holiday schedule.

SUBJECT: CONSENT – CITY CLERK – 2024 CITY COUNCIL MEETING DATES
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Adopt Resolution No. 2023-45 establishing the 2024 City Council Regular
Meeting Dates.
BACKGROUND: Each year, the City Council shall identify its official meeting dates for the
coming year.
KEY ISSUES: There are several recognized holidays that fall on the first and/or third Mondays
throughout the year. These include:
o Monday, January 1 – New Year’s Day
o Monday, January 15 – Martin Luther King Jr. Day
o Monday, February 19 – President’s Day
o Monday, September 2 – Labor Day
The City Council meetings would normally meet on these days have been moved to the Tuesday
immediately following the holiday.
Historically, the City Council has cancelled the first meeting in July due to the July 4th Holiday.
Therefore, City staff is recommending not scheduling a City Council meeting for the first
Monday in July.
POLICY/PRACTICES CONSIDERATIONS: Council may choose to change, add or delete
meetings as needed throughout the year and would be required to post notice at least 72 hours in
advance of changes, cancellations, or additional meetings.
LEGAL ISSUES: The City Council has the authority to set its official meeting dates each year.

2024 CITY COUNCIL REGULAR MEETING SCHEDULE
WHEREAS, the Albertville City Council declares its official regular meeting schedule
each year; and
WHEREAS, the regular City Council meetings are scheduled for the first and third
Mondays of each month and will be scheduled for the Tuesday should it fall on an observed
holiday; and
WHEREAS, the regular City Council meetings begin at 7 pm and are to be held in the
City Hall Council Chambers unless noticed in advance.

SUBJECT: CONSENT – FIRE – STANDARD OPERATING PROCEDURE UPDATE
RECOMMENDATION: Staff respectfully requests Council consideration regarding proposed
revisions to the Fire Department’s Standard Operating Policies and Procedures (SOP’s).
MOTION TO: Approve the Albertville Fire Department’s Standard Operating Policies and
Procedures revisions related to the Albertville Fire Relief Association’s move to the MN PERA
Statewide Volunteer Firefighter Plan.
BACKGROUND: The Albertville Fire Relief Association is moving the management of the
retirement benefits of its members to the MN PERA Statewide Volunteer Firefighter Plan,
effective January 1st, 2024.
Any relevant Fire Department’s Standard Operating Policies and Procedures that will need to
change with the move to the MN PERA Statewide Volunteer Firefighter Plan have been updated,
for Council approval.
If approved by Council, the updated SOP’s will be effective on January 1st, 2024 and discussed
at the next Fire Department meeting on January 4th, 2024.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy for Council to review and
approve policies as they deem necessary.

5.4 Position Descriptions
5.4.1 Reserve Firefighter
A.Requirements - See Section 4.1.4 (Employment Eligibility Requirements and Process) of
the AFD Standard Operating Policies and Procedures:
The following requirements shall be completed and successfully passed before becoming
eligible for a Reserve Firefighter position:
1.Potential Reserve Firefighters shall be at least 18 years of age.
2.Potential Reserve Firefighters shall live within a 10-minute response time to the
Albertville Fire Station, as determined by commercial global positioning system
(GPS) or mapping software.
3.Potential Reserve Firefighters shall complete and successfully pass the AFD hiring
process. This process shall include, but is not limited to:
a. Application
b.Initial Interview
c.Physical Ability Test
d.Reference Checks
e.Final Interview
f.Conditional Job Offer
g.MN BCA Background and Criminal History Checks
h.Pre-Employment Medical Exams / Drug Testing
i. Pre-Employment Psychological Exams and Interview

B.Training:
All training shall be approved by the Fire Chief, Deputy Fire Chief, and/or Training Captain.
1.Reserve Firefighters shall attend all AFD meetings and/or training sessions, unless
they are enrolled in initial State Certification classes as required by the AFD; or
enrolled in MN EMSRB certified training for initial Emergency Medical Responder
(EMR).
a.These sessions shall cover the operation of equipment and vehicles; and
the standard operating procedures (SOP’s), standard operating guidelines
(SOG’s), rules, regulations, and policies of the AFD.
2.Firefighter I, II, HazMat Operations, CPR/Emergency Medical Responder (EMR),
and FEMA ICS / NIMS 100 / 200 / 700 training shall be completed during the

Reserve Firefighter period, unless otherwise directed by the Fire Chief and/or
Board of Officers, before being eligible for a Paid-On-Call/Probationary Firefighter
position.
C.Attendance:
1.Reserve Firefighter attendance is required at AFD regularly scheduled meetings
and/or training drills and official events, unless otherwise specified by the Fire
Chief, and/or Board of Officers.
2.A response to reasonable number of calls is required and expected. Response to
calls shall be at least 20% of the total calls per quarter. Not meeting this
requirement shall be considered a call response percentage violation. All call
response percentage violations shall be documented and kept as part of the
Firefighters personnel file.
D. Duties:
1.A Reserve Firefighter shall assume only duties of a Firefighter that they have been
fully trained for. The Reserve Firefighter is expected to wear a BLUE helmet, along
with full turnout gear, to identify them as a Reserve Firefighter. They are required
to wear all other safety equipment deemed necessary by the Incident
Commander, an Officer, or the ranking Firefighter in charge, to include reflective
safety vest on ANY roadway.
2.Reserve Firefighters duties shall be assigned by the Incident Commander, an
Officer, or the ranking Firefighter in charge.
3.Reserve Firefighters shall not enter an emergency vehicle for a call response
unless instructed to do so by the Incident Commander, an Officer, or the ranking
Firefighter in charge.
E.Pay/Benefits
1.Reserve Firefighters shall not be paid for training, calls, meetings, activities, or
events.
2.Reserve Firefighters shall not receive MN PERA Statewide Volunteer Firefighter
(SVF) Plan Relief Association benefits.
F.Officer Positions
1.A Reserve Firefighter shall not be eligible to be chosen for any AFD Board of Officer
position.
G.Performance Evaluation
1.Reserve Firefighters shall be evaluated every 12 months, or as deemed necessary
by the Fire Chief and/or Board of Officers.
H.Termination:
1.Reserve Firefighters may be dismissed at the discretion of the Fire Chief and/or
Board of Officers, at any time, if the Firefighter’s performance does not meet the
required standards as outlined in the AFD’s Standard Operating Policies and
Procedures and/or Standard Operating and Response Guidelines. There shall be
no appeal procedure. (Albertville City Code Sections 6-1-2-B and 6-1-7)

I.Moving from Reserve Firefighter to Probationary Paid-On-Call Firefighter:
1.The Reserve Firefighter shall complete and successfully pass Firefighter I, II,
HazMat Ops, CPR/Emergency Medical Responder (EMR), and FEMA ICS/NIMS 100
/ 200 / 700 training, unless otherwise directed by the Fire Chief and/or Board of
Officers.
2.The Reserve Firefighter shall meet the minimum qualifications for, and obtain, an
MBFTE Firefighter License and an EMSRB EMR Certification.
3.The Reserve Firefighter shall attend all AFD meeting and/or training sessions,
unless otherwise directed by the Fire Chief and/or Board of Officers.
4.Movement from Reserve Firefighter to Probationary Paid-On-Call Firefighter is
based on merit and performance. Items discussed by the Board of Officers during
the promotional process include, but are not limited to:
a.Call Percentage
b.Meeting Attendance
c.Training Hours
d.Activity Time
e.Positive working relationships within the AFD and Community
5.If and/or when a Probationary Paid-On-Call Firefighter position is open, and after
approval of the Fire Chief and/or Board of Officers, the Reserve Firefighter shall
assume all duties of a Probationary Paid-On-Call Firefighter.

5.4.2 Reserve Firefighter – City Employee
A.Requirements
The following requirements shall be completed and successfully met before becoming
eligible for a Reserve Firefighter – City Employee position:
1.Potential Reserve Firefighter – City Employees shall be at least 18 years of age.
2.Potential Reserve Firefighter – City Employees shall be a full-time Employee of the
City of Albertville.
B.Training
All training shall be approved by the Fire Chief, Deputy Fire Chief, and/or Training Captain.
1.The Reserve Firefighter – City Employee shall complete initial and on-going AFD
training. Initial training is continued for the Reserve Firefighter – City Employee
until the Fire Chief, Board of Officers, and/or Training Captain feel that the Reserve
Firefighter – City Employee is competent and efficient enough to operate
equipment and radios in emergency situations. On-going training is at intervals
dictated by the Fire Chief, Board of Officers, and/or Training Captain and the
Reserve Firefighter – City Employee, but at a minimum of twice (2x) a year.
C.Duties (during Reserve Firefighter – City Employee regular working hours)
1.On approval by the Fire Chief, Board of Officers, and/or Training Captain, the
Reserve Firefighter – City Employee may assume all duties of an Engine/pump
operator to include radio operation and driving of the fire apparatus. Some laying/
pickup of hose lines when not in the hot zone may also apply.
2.The Reserve Firefighter – City Employee can also respond directly to the scene of
the incident, and take over the operation of the Engine truck, if deemed necessary
by the Incident Commander, an Officer, or the ranking Firefighter in charge.
3.These duties may occasionally be taken over by a Paid-On-Call Firefighter when
the Incident Commander, an Officer, or the ranking Firefighter in charge deems it
necessary.

A.Primary Objective
This position provides effective leadership in directing, planning, and coordinating a
Paid-on-Call Fire Department. The position oversees and is responsible for all service
functions of the AFD and its service district, including, but not limited to, fire protection
and emergency response, fire suppression, fire prevention and safety, training and
safety of personnel, managing fire station facilities and equipment, administrative
duties, and supervision of all AFD staff. The Fire Chief also serves as the Emergency
Management Director and performs other duties as assigned.
B.Essential Functions
1.Fire Chief
a.Administers, plans, and evaluates all activities of the AFD.
b.Provides leadership and supervision to AFD personnel. Manages and
evaluates personnel at the scene of emergencies and other settings.

3.Emergency Manager

RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
passing the following:
MOTION TO: Approve Resolution No. 2023-46 Reappointment of Blair Huggins and Jason
Pinski to the Planning Commission through December 31, 2027.
BACKGROUND: The Albertville Planning Commission is an advisory board to the City Council
and consists of 5 members appointed by the Albertville City Council. Per City Code Section 2-2-3,
Planning Commissioners shall be appointed for terms of 4 years. Vacancies during the term shall
be filled by the City Council for the unexpired portion of the term.
Two of the current Planning Commissioner’s terms expire on December 31, 2023. The
commissioners are Blair Huggins and Jason Pinski. Jason was appointed at the July 17, 2023,
Council meeting to complete the term that was vacated upon Councilmember Hayden’s
appointment to the City Council. Both members have expressed an interest to continue to serve for
an additional 4 year term.
KEY ISSUES:
• Planning Commissioners are appointed by the City Council for terms of 4 years.
• Two of the current Planning Commissioner’s terms expire on December 31, 2023, and
both of them have expressed an interest in serving another 4 years.
POLICY/PRACTICES CONSIDERATIONS: Per City Code section 2-2-2 (B) All Planning
Commission members shall be appointed by the Albertville City Council.
FINANCIAL CONSIDERATIONS: There are no financial considerations as it relates to
approval of the Resolution reappointing the Planning Commissioners.

SUBJECT: FINANCE – 2024 PROPERTY TAX LEVY AND FINAL BUDGET
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO: Adopt Resolution No. 2023-47 adopting the 2024 Property Tax Levy and
Resolution No. 2023-48 adopting the 2024 Final Budget.
BACKGROUND: On September 18, 2023, the City Council certified a preliminary levy of
$5,522,071 to Wright County. Based on the preliminary levy, Wright County has prepared and
mailed projected tax statements to all residents. On Monday, December 4, the City Council will
host a public hearing, known as Truth-In-Taxation, for the Council to take public comments on
the proposed budget and levy. Following public comments, the City Council may approve or
adjust the final levy, which is then certified to Wright County for taxes payable in 2024.
Coinciding with the adoption of the City’s Levy, the City Council officially adopts a 2024
budget detailing projected revenue and expenses.
KEY ISSUES:
• The public Truth-in-Taxation hearing was held prior to Council approvals.
• The preliminary levy in September was approved with an increase of 16.04%, which the
28.04% increase for contract law enforcement, as well as, personnel changes, and capital
outlay additions.
• The debt service budget has increased by $111,461, the general fund operations levy has
increased by $225,439 and the capital levy increased $426,277 for the 16.04% total levy
increase.
• The proposed budget includes anticipated LGA funding (estimated $258,858).
• The 2024 budget no longer includes fire aid due the Reliefs move to PERA SVA.
• Staff provides the final levy to the County Auditor no later than end of business day
December 28, 2023.
POLICY CONSIDERATIONS: The Council reviews and approves all budgets and tax levies.
FINANCIAL CONSIDERATIONS: In reviewing the projected 2024 budget, staff anticipates

A RESOLUTION ADOPTING THE
2023 TAX LEVY COLLECTIBLE IN 2024
BE IT RESOLVED by the C ouncil of the City of Albertville, County of Wright,
Minnesota, that the following sums of money be levied for the current year, collectible in 2024,
upon taxable property in the City of Albertville for the following purposes:
Total Levy $5,522,071
The City Clerk is hereby instructed to transmit a certified copy of this resolution to the county
auditor of Wright County, Minnesota.

A RESOLUTION ADOPTING THE 2024 FINAL BUDGET
WHEREAS: the City Council of the City of Albertville has adopted a final budget; and
WHEREAS: the Albertville City Council has adopted a final tax levy to be placed upon
the taxable property in the City of Albertville; and
WHEREAS: the Albertville City Council desires to reserve within the General Fund
those monies designated as capital outlays within various budget classifications, such that those
monies can be disbursed only for those capital outlays so specified within the budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ALBERTVILLE, MINNESOTA:
1. The attached budget is hereby adopted as the final budget for the City of Albertville for the
period January 1, 2024, through December 31, 2024.
2. All monies designated within the budget, as capital outlays shall be reserved within the
Capital Reserves Fund, such that those monies can be disbursed only for those capital
outlays so specified within the budget.
3. The Albertville City Council has hereby complied with Minnesota Statutes.
4. The Finance Director is hereby authorized to transmit certification of compliance with
Minnesota Statutes to the Commissioner of Revenue as required.

GENERAL ADMINISTRATION
2024 Budget The adoption of the 2024 Property Tax Levy and Final Budget is included on the
agenda.
Truth-in Taxation: The City’s Truth-in Taxation hearing is scheduled for 6:15 pm prior to the
regular meeting.
Special City Council meeting: A Special Council meeting will be held on Monday, December 11,
2023 at 7 pm for the Public Hearing regarding the I-94 Gap Project. At this meeting, MnDOT will
be in attendance to present the final project layout and exhibits and answer questions. The
regularly scheduled Monday, December 18, 2023, Council meeting has been cancelled.
2024 Fee Schedule: The proposed 2024 Fee Schedule will be an agenda item for the meeting
on the December 11. Included as part of the fee schedule will be utility rate and tier
adjustments.
Parks Committee: The Parks Committee met this week to review playground equipment
options for Central Park and discussed a request from Youth Baseball to allow advertising
banners to be placed on the outfield fences during the 2024 season. Staff will develop an
advertising policy for the City Council to consider at its next meeting.
Code/Zoning Enforcement: The code enforcement regrading illegal land use on Potter’s
property located at the southwest corner of 60th Street NE and Mackenzie Avenue has been
turned over to the City Attorney and is ongoing.
ENGINEERING/PUBLIC WORKS
53rd Street and CSAH 19 Signal: The foundations for the signal poles are complete and the ped
ramps and related sidewalk and trail restoration will be completed next week. We anticipate
setting the poles in mid-December.
WWTF Improvements: The project is progressing well. The building is fully enclosed and
various trades and subcontractor will be working inside throughout the winter months.
50th Street Retaining Walls: The retaining wall work is complete.
Lift Station Upgrades: Public Works is working on 4 lift station upgrades. Generally, upgrades
are related to control panels and electrical components. Eligible expenses can be paid with
ARPA funds otherwise are paid with enterprise capital reserves.

segments to be included in the 2024 overlay project.
