Thousands of residents and neighbors came by with their friends and family for the Centennial Celebration on what was supposed to be a rainy day. The weather turned out perfect. For over a year, members of the Parks Committee and other community volunteers gathered to plan event details. The one-day festival took place at Albertville’s Central Park and the newly-constructed Park Depot. Aside from on-site food trucks, the entire event was free. Various community groups volunteered their time to help serve popcorn, kettle corn, 1919 Root Beer, and cotton candy. Attendees enjoyed live music, carousel rides, family photo opportunities, a petting zoo, penny carnival, and vintage baseball. A highlight of the event was the unveiling of a period-appropriate time capsule. Evening fireworks concluded the festivities. We appreciate all who were able to attend. Selected as Junior Miss Albertville were; Olivia Johnston daughter of Tom and Sarah, Macy Westom daughter of Jeff and Liz, Geneva Adams daughter of Brian and Tohnya, and Charlotte Harris daughter of Randall and Alicia. Selected as 2019-2020 Albertville Princesses were Olivia Peltz daughter of George and Jen, and Gretta Becker daughter of Steve and Roberta who was also selected by her peers as Miss Congeniality. Completing the new royal family, selected as your 2019-2020 Miss Albertville was Kallyn Amundson daughter of Michael and Devon. Since being selected, the 2019-2020 Albertville Royal Family consisting of 35 individuals large and small have visited more than thirty communities, spreading our friendly city days spirit atop the award-winning float the “Friendly City on Wheels.” They even recently continued the tradition of partnering with the Make-A-Wish program to sponsor and honor a little girl who dreams of being a princess or in a parade by giving her that opportunity and showering her with an extra special day all about her! Miss Albertville Kallyn says “Being selected as Miss Albertville has and continues to give me opportunities to grow personally. I have been lucky to be acquainted with such strong young women through the summer and meet more every day. Furthermore, through service work, such as my weekly visit to Engel Haus, I have been able to spend time with people I would have never previously spoken to. It is now one of my favorite things of the week.” Not only has this year's court visited several cities and spread the friendly spirit of our community but they have continued to extend volunteerism of the Albertville Royalty Program by continuing “Beyond The Crown,” an initiative created to get each year's royal family involved in giving back without their crown and sash, but as individuals coming together for a common good all across Minnesota. To date they have served meals at Ronald McDonald House, participated in walks supporting community members, volunteered in our community and have big plans to do so much more with the remainder of their year and beyond. You can designate the discount that comes directly off your utility bill to be donated to: FYCC, Arena Improvement Fund or Food Shelf. The discount applies only to scheduled ACH draws from your checking or savings account and is not eligible on web payments. WHAT IS THE STORMWATER UTILITY FEE ON MY BILL? The stormwater utility fee pays for the City’s stormwater system (pipes, catch basins, culverts, holding ponds) and the annual maintenance costs of the system. The fee also pays for Federal and State mandates such as the Municipal Separate Storm Sewer Systems (MS4) program. Like water and sewer, the stormwater utility fee is a user fee that all properties regardless of ownership are required to pay. County Board Preparing to Tackle Tobacco 21 Ordinance This Summer, the County worked on a Tobacco 21 ordinance that would place much stronger restrictions on those who sell tobacco and e-cigarettes. Bank Premier. Fall 2019 | 5 Protect Our Water Quality! Fertilizers, leaves, grass clippings, animal waste, and eroded soil are all sources of phosphorus. When they are swept or washed into the street or nearest storm drain, they end up in the local lake or river. Residents can do their part to protect water quality by doing the following: • Buy phosphorus-free lawn fertilizer. • Apply fertilizer at the recommended rate. Late Summer is the best time. Don’t fertilize before a storm. Never apply to frozen ground. • Keep soil, leaves, and lawn clippings out of the street. • Mow higher. Keeping the grass length to 2.5-3 inches is healthier for the lawn. • Pick up pet waste promptly. Pet waste can contain harmful bacteria as well as nutrients that cause excess algae and weed growth in lakes and rivers. • Control soil erosion around the house. When left bare, soil is easily washed away with rain, carrying phosphorous with it. Soil erosion can be prevented by keeping soil covered with vegetation or mulch. The area is exclusively used for organic materials that degrade quickly. This includes grass clippings, leaves, mulch, flowers, weeds, sod and garden waste. Bags must be removed when dumping these items. Small trees less than 3” in diameter, branches, brush, bushes and other natural wood products are accepted and need to be placed in a separate wood and brush pile at the site. ** Contractors who perform tree and brush services for hire are not permitted to use the site. No dumping of stumps, oversized tree trunks, lumber, rocks, clay, spoils from excavating, concrete bituminous or any other non-organic material. Dumping of garbage, petroleum products, chemicals, electronic equipment, appliances and other inorganic items is prohibited. Albertville Fire Chief Eric Bullen said that Ose brings to the department the same level of skill and training as her male counterparts. “We need people that are well- trained and willing to serve their community. She will provide both of those.” Ose, whose own mother was a nurse, began to feel a calling to community service when her mother passed away in 2007. “I made a promise to her and to myself that I would live a healthier lifestyle and work hard to make a positive impact on others as she did.” Over the years, Ose has built up her strength and endurance both in the gym and by participating in short-course triathlons and mud runs. She knew there had to be a purpose to all her hard work. Then last summer, a friend encouraged her to attend the Women’s Fire Services Expo in Elk River. “I surprised myself with how much I enjoyed each training session. I went home and called my friend and told him “I think becoming a firefighter is something I want to do. It’s what I’ve been looking for!” Ose was sworn in as an official volunteer firefighter in December 2018, after which she underwent six months of intense training in the Fire Academy. “It was an adjustment to leave my family so many nights a week, but as the other recruits and I traveled from different fire departments in Wright county for class, we grew to be close friends.” And on June 23, exactly one year after attending the women’s firefighter expo, Ose graduated from the Fire Academy alongside fellow Albertville firefighters Jared Grove and Charles Holzerland. “This group of guys on the department are the nicest group of men you’ll ever meet,” said Ose. “They’ve accepted me with open arms and made me feel like ‘one of the guys.’ I feel like I’ve gained 29 older and younger brothers to joke with, lean on for support, and protect me.” When asked what she expects to bring to the department as the first female in nearly 12 years, she joked, “I’m positive the first thing I brought to the department was the first pair of extra small suspenders!” Ose hopes that her positive and upbeat personality will rub off on her fellow firefighters and on the community. “I wanted to become a firefighter so that I could make a difference in myself and make a positive impact on our community.” “As a female,” explained Chief Bullen, “I think she will be a great addition to our public safety education and community outreach events, hopefully someone that young girls can look to as a role model and maybe interest them in the fire service.” “Joining The Albertville fire department has been one of the best decisions I’ve ever made,” said Ose. “My hope is to motivate other women and men to try out for our department too!” Census 2020 Your response matters. The census can shape many different aspects of your community. • Census results help determine how billions of dollars in federal funding flow into states and communities each year. • The results determine how many seats in Congress each state gets. • It’s mandated by the US Constitution in Article 1, Section 2: The US has counted its population every 10 years since 1790. Reminder from the Building Department: The Building Department oversees all residential and commercial building permits issued in the City and ensures the Minnesota State Building Codes are enforced and adhered to on all permits. It is illegal to work without a permit. Obtaining a permit either by a property owner and/or contractor ensures safety as well as full compliance with the Minnesota State Code. Review of permit applications also ensures that projects meet zoning requirements, such as setbacks and building heights. Applications for permits should be submitted well in advance of the scheduled starting date. This will allow time for City staff to offer assistance through the process and issue the permit at the start of the project. Various inspections are required for all permits. Fall 2019 | 9 Fire Prevention Week OCTOBER 6-12, 2019 Home fire escape planning and drills are an essential part of fire safety. A home fire escape plan needs to be developed and practiced before a fire strikes. HOME FIRE ESCAPE PLANNING SHOULD INCLUDE THE FOLLOWING: • Drawing a map of each level of the home, showing all doors and windows. • Going to each room and pointing to the two ways out. • Making sure someone will help children, older adults, and people with disabilities wake up and get out. • Teaching children how to escape on their own in case you cannot help them. • Establishing a meeting place outside and away from the home where everyone can meet after exiting. • Having properly installed and maintained smoke alarms. HOME FIRE ESCAPE PRACTICE SHOULD INCLUDE THE FOLLOWING: • Pushing the smoke alarm button to start the drill. • Practicing what to do in case there is smoke: Get low and go. Get out fast. • Practicing using different ways out and closing doors. behind you as you leave. • Never going back for people, pets, or things. • Going to your outdoor meeting place. • Calling 9-1-1 or the local emergency number from a cell phone or a neighbor’s phone. SMOKE ALARMS • Smoke alarms detect and alert people to a fire in the early stages. Smoke alarms can mean the difference between life and death in a fire. • Working smoke alarms cut the risk of dying in a home fire in half. • Install smoke alarms in every sleeping room, outside each separate sleeping area, and on every level of the home, including the basement. • Test smoke alarms at least once a month using the test button. • Make sure everyone in the home understands the sound of the smoke alarm and knows how to respond. Recreational Fires and Portable Outdoor Fireplaces RECREATIONAL FIRE A recreational fire is defined as an outdoor fire burning materials other than rubbish where the fuel being burned is not contained in an incinerator, outdoor fireplace, portable outdoor fireplace, barbeque grill or barbeque pit and has a total fuel area of 3 feet or less in diameter and 2 feet or less in height for pleasure, religious, ceremonial, cooking, warmth or similar purposes. The Minnesota State Fire Marshal (MSFC) establishes the minimum requirements for recreational fires. The following information is applicable even if a local jurisdiction does not have an ordinance regulating recreational fires: • Recreational fires must be at least 25 feet from all buildings or combustible materials. Combustible materials are things such as wood, paper, and plastics. • Recreational fires shall be located 10 feet from LP-Gas containers that are filled on site by the LP-Gas company. • Recreational fires must be constantly attended until the fire is extinguished and a minimum of one portable fire extinguisher with a minimum 4-A rating or other approved on-site fire extinguishing equipment shall be readily available at all times until the fire is extinguished. Examples: charged garden hose, dirt, or sand (and a means of applying it). • The only materials permitted in a recreational fire are wood from trees, small branches, brush, or charcoal. Treated lumber materials, construction debris, garbage, plastic materials, or waste materials are not allowed to be burned in recreational fires. • Recreational fires must be immediately extinguished if they pose a fire safety risk or when directed to do so by the fire code official. PORTABLE OUTDOOR FIREPLACE A portable outdoor fireplace is defined as a portable, outdoor, solid-fuel-burning fireplace that may be constructed of steel, concrete, clay or other noncombustible material. A portable outdoor fireplace may be open in design, or may be equipped with a small hearth opening and a short chimney or chimney opening in the top. • Portable outdoor fireplaces shall be used in accordance with the manufacturer’s instructions and shall not be operated within 15 feet of a structure or combustible material. They shall also comply with the above requirements for recreational fires. The truck committee began having initial contact with, and receiving demonstrations from, prospective truck manufacturers in February of 2019. The truck committee eventually decided on a preferred dealership and vendor, MacQueen Emergency Group from St. Paul, Minnesota and Pierce Manufacturing from Appleton, Wisconsin, and began the long process of “building” two truck specifications from the ground up. After several truck committee meetings, three budget workshops, and a final City Council presentation, a contract was signed in September 2018 for the construction of a 2019 Pierce Impel Pumper and a 2019 Pierce Impel Ascendant 110’ Aerial. After an initial approval visit and several rounds of engineering changes and reviews, the construction of the trucks started in April 2019. The trucks were delivered to the Fire Department the first two weeks of July and the Department has started an intensive training program to get members trained on the new trucks before they are put into service. Many law enforcement agencies are reviewing their response and handling of mental health related calls for service to adapt to this growing need. The Wright County Sheriff’s office partnered with Central MN Mental Health Center to help address this growing need in our communities. Central MN Mental Health Center offers services to those experiencing a mental health crisis while the Deputy is on the scene of a mental health related call (including response to the call if needed). Additionally, if the individual wishes to participate, they offer after care and follow up services. In the past these options were not always available, but are now helping address the individual experiencing crisis at the scene and thereafter. Since collaborating with Central MN Mental Health Center in August of 2018, we are seeing a reduction in mental health related hospitalizations. During this period no parking is allowed on City streets between the hours of 2 a.m. and 6 a.m. regardless of weather conditions. Vehicles should refrain from parking on the street during and after a snowfall until the plows have cleared the street. FIRE HYDRANTS: Snow can prove especially challenging when trying to fight fires. In many cases, it makes fire hydrants hard to see or access. Remember, a few minutes of work now can make all the difference later! TRASH CANS: During the snow season, the Public Works Department asks residents to refrain from putting trash cans on the street or sidewalk. Snowplow drivers want to clear the streets for the safety of residents and trash cans need to be out of the way. SNOW FORTS: Parents should make sure their child’s snow fort is set well back from the street and driveway. It can be dangerous to build snow forts in the mounds of snow left at the ends of driveways from snowplows. MAILBOX REPAIRS: The Public Works Department is gearing up for winter and the upcoming plowing season. Now is a good time to check your mailboxes and posts. Check for obvious damage such as cracked boards and posts, missing screws, etc. Also look at ground level to make sure your post is still in good condition and will withstand the weight of snow from the plows. Repairs are easier to do now than when the ground is frozen. The City will not be responsible for mailboxes knocked over as a result of a weak post. SNOW REMOVAL: Property owners should shovel, plow or blow snow onto their property or boulevard adjacent to their property and not in the street. Snow should not be shoveled into any public street. Snow placed in the street can be compacted and turn into hard mounds of ice. It can be dangerous if a plow truck hits these mounds of ice and could result in damage to the plow truck. Ordinance No. 2019-07: Storage of camping trailers, utility trailers, or any trailer that is not attached to a motor vehicle is prohibited on any public street, highway, alley or other right of way.
