AUGUST 1, 1988
The regixlar meeting of the Albertville City Council was called to order
by Mayor Loretta Roden. Members present included Bob Braun, Don Cornelius,
Lbnatus Vetsch and Gary Schwenzfeier. Others present included Maureen
Andrews, Bob Miller, Bob Sullentrop, Ken Lindsay and Lorie Villareal.
The agenda for the evening's meeting was reviewed by the Council. Don
Cornelius made a motion and Gary Schwenzfeier seconded it to approve the
agenda. All were in favor and the motion carried.
The Council reviewed the minutes of the July 18th Council meeting and the
July 22nd Special meeting. Hearing no questions, a motion was made by Donatus
Vetsch and seconded by Don Cornelius to approve the minutes of July 18, 1988.
All were in favor and the motion carried. A motion was then made by Don
Cornelius and seconded by Bob Braun to approve the minutes of the special
meeting held on July 22nd. All were in favor and the motion carried.
Mr. Don Zeirke of Gruys, Johnson and Associates was present to review
with the Council the findings of the 1987 Audit Report. Mr. Zeirke went
through several schedules with the Council pointing out some major points,
explaining some of changes that have occurred as the result of some standard
accounting guideline re&illations. He then went through the management letter
pointing out some of the firms findings. There was some limited discussion
after which the Council made a motion to accept the 1987 Audit. The motion was
made by Donatus Vetsch and seconded by Gary S)chwenzfeier. All were in favor
and the motion carried.

We invite Nome, Industry, Business
Ed Hackenmueller was present to request a variance to allow a second
ground sign to allow for local advertising. The Council was infonned that the
Conoco GDrporation will not allow Ed to attach to their existing 60 foot sign
any local advertising. (Letter regarding this matter is attached to the desk
copy of the minutes.)
The sign being requested is a two faced, four panel sign, 20 feet high by
12 feet wide, on a 9x12x9 foot pole. The height can be varied. It will be used
to advertise gas prices to the local traffic.
Through the course of discussion Bob Miller pointed out that two
variances are actually needed. One variance will be for two ground signs
instead of one (one being a pylon sign). The second variance will be because
the ground signs will exceed the maximum of 200 square feet stated under the
current sign ordinance.
After some discussion, it was decided that the dimensions of the sign and
a site plan should be obtained before any variances can be granted. Gary
Schwenzfeier made a motion to continue this issue at the next meeting. Don
Cornelius seconded the motion. All were in favor and the motion carried.
John Darkenwald and George Yankoupe updated the Council and asked for
their support for the apartment buildings they are planning to have
constructed in Westwind.
The builder they are interested in having specializes in apartment
buildings and has built such in St. Cloud, Buffalo and Elk River. Also, the
Super 8 Motel in Rogers was built by this particular builder.
The apartments being considered would be of a good quality brick and
cedar exterior. They explained that two 30 unit buildings would be built under
a Phase I schedule and the other two 30 unit buildings at some time in the
future.
John -Gorge, Inc. asked that the Council consider a variance which would
allow them to build the apartments with a two for one ratio of garages to
apartments. They informed the Ckxmcil that by requiring one garage for each
unit that the project becomes too cost prohibitive'and would not be built.
The developers did agree that there was not a problem with requiring two
parking places per unit.

At this time Maureen pointed out that there was a letter in the packet
from David Licht, of Northwest Associated Consultants, Inc. regarding the
issue of garages. The letter explained that "a city typically exceeds its
Jurisdiction based upon public health, safety and general welfare to require a
garage. This interpretation comes from Department of Housing and Urban
Development standards and opinion, and as a consequence, poses problems for
cities especially when price Developers pursue mortgage financing which may
involve the federal government." It was suggested that that if garage spaces
are desired by the City, that a density bonus of a reduction of 200 to 250
square feet of lot area per unit be offered in exchange for providing garage
space. This incentive many times produces enclosed parking in what is seen as
legitimate procedural approach.
The letter further points out that in the event that the enclosed parking
is used to meet the requirement for parking (2 spaces for each unit) that it
must be done "fee free", that is no space can be rented individually, but
rather must be included in the rental price of the unit. This reasoning for
this is that "it avoids having spaces rented only during the winter months and
experiencing a parking shortage during the balance of the year which typically
results in on -street parking".
Maureen also explained that it is helpful to provide adequate spacing so
that in the event that demand indicates the need for additional garages that
they can be constructed without encroaching on open space and setbacks. The
Developers pointed out that outside electrical outlets would be provided for
the occupants who do not wish to have a garage.
It was questioned how much they expected rent to run for a building of
this type. The Developers stated that rents will range from $425 to $575 per
month, but will depend on the market of the Albertville area.
John and George requested from the Council that a public hearing be set.
Gary Schwenzfeier made a motion to set a public hearing for August 25th at
8:00 p.m. Donatus Vetsch seconded this motion. All were in favor and the
motion carried. George pointed out that they would have the plans at the next
Joint meeting of the Council and the Planning Commission on Thursday, August
llth.

No. Rollie Schmidt was present to discuss with the Council the damaged
curb in Barthel Manor--2nd Addition. The damaged curb had been brought to the
attention of the contractor Buffalo Bituminous and then to the sub contractor,
Rollie Schmidt and it was agreed that the final lift of blacktop would not be
installed until the problem was corrected. The minutes should note that the
City plans to press charges against the vandals who damaged the curb.
The purpose of Mr. Schmidt`s appearance was to discuss with the Council
what he would like to do to correct the damage. He explained that he would
like to use an epoxy to fill in over the writing. He went on to explain the
process that he would use to make the correction. The epoxy mixes up and
paints on and drys to a little lighter finish which will blend in through the
brushing of the epoxy. Mr. Schmidt pointed out that this is the same process
used to repair retaining walls.
It was pointed out that the work on the curb is still on warranty so
there will be no charge to the City. The cost of doing the epoxy would be
minimal (approximately $125) compared to removing and then replacing which
would cost $1,000. It would not be feasible to rip out and replace. The
minutes should note that Meyer-Rohlin believes that the epoxy process is an
acceptable solution. Mr. Schmidt was requested to give Meyer-Rohlin an
estimate on the repairs so that it can be submitted to the Courts for
restitution purposes. Charges have been pressed against the guilty party and
more than likely restitution will be in order.
Hearing no other comments, Don Cornelius made a motion to approve the
method for correcting the damaged curbs and Gary Schwenzfeier seconded it. All
were in favor and the motion carried.
The Council discusses the last Joint Power's meeting. The Council was
informed by Gary Schwenzfeier and Don Cornelius that the Joint Power's Board
had accepted Resolution 03 which states:
Resolution 03: This resolution clarifies the intent of the
Operating and Authorization Agreement with
regards to how excess funds can be spent.
The intent of this resolution is to assure

that in the event that any of the four
communities need to expand their trunk
line system, it will be the individual
communities responsibility to finance the
expansion. Again this resolution
reiterates the requirement that the bond
holder needs to be notified of any
expansion to the principal system.
The minutes should note that the increase went into effect as of August
1st, 1988 with each of the four communities having approved the resolution.
The capping of the wells in St. Michael and Albertville was discussed
next. The members of the Council were informed that the State Department of
Health had order that the wells be capped since they were no longer being used
by the system.
The Council was informed that Don Klaers, City Clerk in St Michael had
stopped the work being done to cap the abandoned wells because it was his
opinion that the City of St. Michael still owned and should be able to take
the pimps out of the well because they were their rightful property. It was
pointed out that the wells have not been used in 10 years, which has likely
resulted in the pumps rusting out. It was questioned what the City of St.
Michael would want with the old pumps.
Gary and Don informed the Council that an excellent bid had been received
for doing the capping and that the Board had gone ahead with the approval of
the contact. The Council was informed that the well line will be cut 2 - 4
feet below ground level, filled with concrete, and then capped off.
As a vote of assurance Don Cornelius made a motion stating that
Albertville agrees to allow the wells to be capped and any existing pumps to
be removed. Bob Braun seconded this motion. All were in favor and the motion
carried.
The (,a ulcil was informed that when the contractors were raising manholes
they have found several shut off valves to be broken. The question has arisen
as to who is responsible to pay for the repairs; the City or Joint Power's?
They have to be repaired because we are doing street work at the present time.

The City could ask Joint Powers to pay the repair cost. The policy is
such that each City be treated equal. It was pointed out that we are the
owners -- they are the tenants, so who has the responsibility of repairing the
break. It was pointed out that the City has had only two water main breaks in
the last 20 years and that it would be to our advantage to not stir anything
up. The Council stated that the work should be done at the City's expense. The
minutes should note that Gary and Don will bring this issue up with the Joint
Power's Board for discussion purposes only.
The Council next heard from the Maintenance Department. The City has
received a response from Burlington Northern concerning the drainage ditch by
the railroad tracks. They will be out next week to look at the ditch.
Ken explained to the Cn ncil that the drainage ditch along Barthel
Industrial Drive and the freeway had been looked at by himself and a
representative from MN/DOT and it appears that there is 6 to 8 inches of dirt
and silt in the ditch and culvert which is causing the water not to flow
through the culvert.
Ken informed the Council that Meyer-Rohlin had staked the drainage area
in a couple of different spots but it appears to be a little high in the
center and has tall grass growing in it as well.. In an effort to get the water
flowing again Ken requested that he be allowed to clean the ditch out while it
is dry. The State has agreed to clean out the 25 to 30 feet of their
right-of-way so the City would only be responsible for the area that is in our
right-of-way.
Ken stated that if the Council agreed to clean this drainage ditch out
that he would not be able to use the tractor because of the rough terrain. He
stated that he could probably get Dennis Fehn to bring in a roller in order to
work the area.
Ken informed the Council that this is the first time in 14 years that
that area has been mowed down. The Council told Ken to go ahead and do what
has to be done.
Ken updated the Council on the woodchuck problem. Poison is being put
down in the holes and flies are now being found in and around the holes. No
woodchucks have been found dead but we can only assume that they are dying.

The Council next was updated on the hiring of the new maintenance
employee. Mike Rutkowski was hired for the position and will be here until
next November. Mike was interviewed by both Ken and Don. Out of approximately
twenty applicants, four were qualified and three out of those four said No.
Ken commented that Mike is doing fine so far.
Permission was requested by Ken to buy a used toolbox for the pickup for
$20.00. The toolbox will replace the existing box and will lock. The Council
granted permission for the purchase of the toolbox.
Ken is also asking to purchase a 3/8 inch electrical drill.. He has been
using his own and doesn't want to wear it out any more than it is. A cordless
drill from D.J.`s will cost $45-$50 and one with a cord will cost $35.
There was some discussion concerning going over the dollar amount allowed
in the budget. It`s fine now but will need to be watched in the future. The
purchase of the electric drill with the cord for $35 was authorized by the
Council.
Ken informed the Council that he will. be speaking at the Minnesota
Wastewater Operator's Association meeting on August 4th at 10:30 a.m. He will
be showing the growth of the City of Albertville from before 1970, from 1970
to 1980, and from 1980 to the present. Thore has helped with the maps and the
presentation should be quite impressive.
The issue of "abandoned vehicles" (junk cars) was discussed next. Maureen
told the Council that Minnesota Statutes state that an abandoned vehicle is
one which has been on a public right of way 48 hours or longer or on private
property for the same amount of time without the permission of the property
owner. If it's on the owners property it can not be deemed abandoned unless it
does not operate, but in that case should be stored in an enclosed area. A
letter prepared will be sent to the effected property owners (copy attached to
Desk Copy of Minutes) through Certified Mail.
A request was made to the Council to move the dump truck to Loren`s house
while the switching in the new rescue/equipment van is done. The new van is at
Loren`s house now. There appeared to be no problem with the request.
The problem with fire hydrants within the City was discussed next. It
appears that a number of the hydrants are sitting too low after construction
projects are finished. In reviewing the hydrants it appears that there are

nine critical fire hydrants that need to be raised as soon as possible. There
are some others that may need to be raised so that we don't have problems in
the winter. The City has 6 or 7 surplus extensions on hand. More extensions
have been ordered at $150 a piece.
The discussion resulted in the fact that Ken should get the criticals
done soon. It was also pointed out that if an owner raises his lot, the
hydrant must be raised also. Owners should conform with what the City has set
forth in ordinance.
Discussion concerning the Park Board minutes included the fact that the
minutes contained a comment that Ken was not maintaining the park very well.
Also, people renting the park are complaining that it is being left in better
condition than they found it.
Ken pointed out that he is doing the maintenance upkeep at the park. He
commented that the painting is done and that the bathrooms are being cleaned
on a regular basis. He also commented that too many keys are out and too many
people are in and out making messes. Also, the Jaycees are not being
responsible on softball nights and the concession stand is being left a mess.
It was discussed that the Jaycees should police the area thoroughly after
using. The Jaycees should be sent a letter signed by the Park Board stating
that either they clean up after using the shelter and the concession stand
area or the City will keep the damage deposit, or; they will be charged if the
City has to hire someone to clean up after them.
People have been asking about what is going to be done about developing
the park on 516t Street. It was suggested that people should go to the Park
Board with their questions about park development.
The Council was informed that the Savitski easements had been approved
but that we were waiting for Andy's wife to get back so that she can sign the
necessary documents. Until such time the City will hold on making the payment
for the land purchase.
The Council was also informed that the City Administrator, Engineer and
Attorney had met with Don Savitski and had worked out an agreement regarding
the necessary easement on his land. The Council was informed that in exchange

for the easement the City would blacktop a same area along his fence and would
restore any areas that were disturbed during construction. Maureen prepared a
Memo of Understanding and is waiting for Don to bring in the signed easements.
No action was taken on these matters.
The Council was reminded that the informational meeting on County Ditch
09 would be held August 2nd at 8:00 p.m. at the Albertville elementary
school.
A pay request for Latour Construction in the amount of $139,007.90 was
presented by Bob Sullentrop for the work completed through a week ago last
Friday. A motion was made by Bob Braun and seconded by Donatus Vetsch to
approve the pay request for Latour Construction in the amount of $139,007.90.
All were in favor and the motion carried.
Bob updated the Council on the construction work being done. Latour is
almost done with Westwind. All that is left with the interceptor is the force
main and the valve manhole. The work on Braun"s addition will be started later
this week. Overlayment on the street maintenance will start on Wednesday and
Thursday with 56th and 57th Streets. Hackenmueller's improvement will be done
at the same time.
The curbs on both sides of 57th and Main and the curb in front of the
Valerius house need to be repaired. This is a relatively small section to
repair and will cost about $10 a foot. It was suggested to ask Rollie Schmidt
to repair these curbs also.
A limited 3.2 beer license was requested for the Lions Pig Roast coming
up on August 28th. Don Cornelius made a motion to approve the limited 3.2 beer
license for the Lion"s Pig Roast pending payment. Gary Schwenzfeier seconded
the motion. All were in favor and the motion carried.
The income received and the bills to be paid were reviewed by the
Council. Income from Franklin Outdoor Advertising was questioned. Franklin had
missed several signs when making the earlier payment t,,) the City. Income from
Wright Title Guarantee was also questioned. This income is for special
assessments. The check for Gold Cross Leasing was questioned as to what it was
for. The Council was told that the check was for the purchase of the new

rescue/equipment van. Hearing no other questions or comments, Don Cornelius
made a motion to approve the bills. Bob Braun seconded the motion. All were in
favor and checks 8901 through 8934 were paid.
The list of Election Judges for the Primary was included in the Council
packet. The first training session will be held Tuesday, August 9th at 7:30
p.m. at the Albertville City Hall. A motion was made by Bob Braun and seconded
by Don Cornelius t-) approve the list of Election Judges.
A letter from Monticello regarding the new dog catcher was included in
the packet to read. Some questions concerning the letter have been raised
regarding whether or not there will be continued pick up of animals in the
City of Albertville. There probably will be no changes but Maureen will find
out. The matter was tabled until the next meeting.
The Council next discussed the issue of extending Lorie's position on the
MEED 18 month contract, which is currently being used in the Maintenance
Department. The Council was informed that Lorie's 6 months would be completed
on August 8th and that Maureen was requesting that she be extended as soon as
possible.
There was some discussion and some concern regarding whether or not there
needed to be two people in the office. Maureen stated that she invites the
Council or anyone who thinks that there is not enough work to do to come in
for a few days to see what actually gets done. She asked that the Council be
supportive of the work done and stand up to anyone questioning this issue.
There was also some discussion regarding the amount of time that it takes
to get ready for meetings and do the day-to-day activities that it takes to
operate the City. It was pointed out that without support staff help it will
be almost impossible to keep up with the development that is taking place in
the City of Albertville.
It was agreed that the office would be covered from 8:00 a.m. until 5:00
p.m. with staff taking staggered lunches. The only time that this would be
different is in the event that there was only one person in the office.
After some additional discussion the Council agreed to extend Lorie's
position. A motion was made by Don Cornelius and seconded by Bob Braun. All

were in favor and motion carried.
There was some discussion regarding a raise for Lorie. When asked how
mach she would like the Council was informed that in order for her to stay on
she would need about $6.00/hour (a $2.00 an hour raise). Lorie expressed her
concerns to the Council on the fact that she can not maintain a family on the
$4.00. After sone additional discussion it was agreed to table this matter
until the next meeting and Maureen would look at the Administration budget to
see if there are enough funds to cover this raise.
An article on the research facility planned for I-94 was included in the
packet for the Council to read. The two lane strip paralleling the Interstate
will be going out 80th Street. Construction will begin in 1989 on the test
center. This will be an interesting project to pursue further as development
occurs.
Loren Kohnen, the City"s building inspector was present to comment on the
Custom Canopy building site. Two Stop Work orders have been issued as of right
now. If construction stops for 6 months, the permit is null and void. A new
permit, new specs, site plan, etc. is necessary before construction can be
resumed.
Custom Canopy has received phone calls from Loren asking that the area be-
at least cleaned up in order to look better. The mess is not a good image for
the City. A letter will be sent asking Custom Canopy to please comply with
what the building inspector is asking for.
The Council was informed that a company called First Coach Corporation is
interested in leasing the MAT Properties building for the purpose of doing
light assembly (van conversions) of Urge Caravans to be used as equipment
vehicles for the undertaking industry as well as selling hearses and
limousines for funeral homes. The firm had inquired whether or not they would
be allowed to store limited number of vehicles outside in the event that they
were short of storage in the building.
The Council was informed that in checking with David Licht, he has
indicated that since the City`s Zoning Ordinance does not state anything about
the sale of vehicles and/or outdoor storage of the same that the City should
assume that it is not allowable without a conditional use permit. He has

suggested if the City is interested in allowing this business to come to town
that the owners should request a TEXT AMENDMENT to the ordinance as well as
make application for a conditional use permit to operate the business in the
City limits.
There was some discussion about what types of improvements the owners
were planning to do to the building and it appears that they are looking at
making office spaces in the front of the building and will use the rest of the
building for storage. In addition, they plan on upgrading the parking lot
with blacktop and will be providing some screening arou-id the property.
The Council indicated their interest and agreed to hold a joint public
hearing with the Planning Commission on August 25, 1988 to discuss and rule on
the proposal pending the City getting some plans for the area prier to the
meeting. No other action was taken.
A list of the building permits, numbers 13 through 37, were reviewed by
the Council. It was pointed out that the Vogel permit had been red tagged
because work was done without a permit. Don Cornelius made a motion to approve
building permits 13 through 37 pending payment. Donatus Vetsch seconded this
motion. All were in favor and the motion carried.
A comment was made that with all the development going on in Albertville
that the Building Inspector should be watching carefully for shortcuts. The
City would like to see only quality work done in the construction going on.
The Council was informed that the Planning Commission had approved the
Carl Welter request for a lot subdivision and that it needed final approval
from the Council. Donatus Vetsch made a motion to approve the lot subdivision
for the Carl Welter property. Don Cornelius seconded the motion. All were in
favor and the motion carried.
The Council was reminded that a joint meeting with the the Planning
Commission to review Subdivision Regulations will be August llth at 7:00 p.m.
at City Hall.
A member of the Council requested that a certificate of occupancy be
required for new residences and for new businesses for every use. Loren
informed the Council that the State building code currently requires this.

The Park Board minutes were, unfortunately, quite unreadable. They were
read by Maureen for the Councils benefit.
The Sheriff's report was included in the Council packet for the Council's
review.
Loren asked to address the Council regarding the issue of growth that the
City is currently experiencing. He stated that the Administrative staff has
been helpful to his people and is sure that the other professional staff feels
the same way. He states that having someone available to take care of the
things that come up makes everyone's job a little easier.
Hearing no other comments, a motion to adjourn was made by Gary
Schwenafeier and seconded by Don Cornelius to adjourn the meeting. All were
in favor and the meeting adjourned.

Dear Maureen:
This letter is a follow up to our brief phone conversation today during which
time we discussed parking requirements for apartment units.
Our position with regard to parking demand and ordinance requirements, is that
any freestanding City such as Albertville typically requires a minimum two parking
spaces per apartment unit. We frankly know of no other cities which are developing
and experiencing construction in the multiple family area which require less than
this standard. Our experience suggest that the two parking spaces meets the average
demand which includes visitor parking as well. This standard furthermore, eliminates
problems with on -street parking which can be an overall maintenance and operational
problem for the City.
With regard to requiring a garage space, our typical advise is not to assist on
such construction. It is our opinion that a City typically exceeds its jurisdiction
based upon public health safety and general welfare to require a garage. This inter-
pretation comes from Department of Housing and Urban Development standards and opinion,
and as a consequence, poses problems for cities especially when private Developers
pursue mortgage financing which may involve the federal government. Our typical
approach in this regard, is that if garage spaces are desired by a City, that a
density bonus of a reduction of 200 to 250 square feet of lot area per unit be offered
in exchange for providing garage space. This incentive many times produces enclosed
parking in what is seen as a legitimate procedural approach.
We also wish to stress that if parking is enclosed, that it must be "fee free". This
simply means that garage space can not be rented individually if they are utilized to
the parking requirement. Operationally, a landlord must include the rent for the
garage as part of the rental price. This approach avoids having garage space rented
only during the winter months and experiencing a parking shortage during the balance

Dear George:
Shortly after curb placement was completed on the Barthel
Manor Second Addition project, we informed your firm that the
curb had been vandalized and was, therefore, unacceptable
until that situation was corrected. Very little has been done
to correct the situation since then; until it is, do not place
the bituminous wear on the streets where the curb has been
damaged.
Although repair methods such as epoxy and grinding may be
tried, these may prove to be unacceptable to either our firm
or the city of Albertville. Curb replacement may be the only
acceptable solution. Therefore, it may be in your subcontrac-
tor's interest to work out an acceptable solution prior to
performing any work.
If you have any questions, do not hesitate to call.

Dear Maureen Andrews:
Effective August 1, 1988, the City of Monticello will experience a change
in personnel in the Animal Control Department. Our current contract with
Mr. Dave Stromberg for animal control services will be taken over by
Patty Salzwedel, 16 Fairway Drive, Monticello, Minnesota. With Patty
being somewhat new to the City of Monticello's operational procedures, we
ask for your cooperation And understanding in this change.
The same pager number will be transferred to Patty (295-7182). She will
continue to handle the arrangements needed with your community for
housing of the animals, releasing animals being claimed, and other normal
proceedures. Her home phone is 295-3741, and it is hoped that this
number is used by your community only in emergencies with normal contact
being made through the pager telephone number.
In order to provide accurate information to the new Animal Control
Officer, I am requesting you provide the following information pretaining
to your jurisdiction.
1. Please provide us with the names of the persons authorized by
your jurisdiction to deliver animals to the impound facility. This will
avoid random drop-offs for which no party is responsible and will enable
Patty to properly identify the animal is from your community.
2. Please provide us with an updated fine schedule. Your fines
for animal violations must be distinguishable from our impound fees and
this schedule is essential for verification of proper payment.
3. We will continue to request that all fines imposed by your
community be collected in your jurisdiction and a receipt issued. It is
extremely cumbersome for our animal control officer to collect and
distribute appropriate funds. Our officer, when presented with a receipt
for paid fines, will verify the amount and then release the animal. For
jurisdictions with fine schedules, we will not release an animal without
a receipt unless otherwise directed. If this causes problems for animal
owners during evenings and on weekends when your offices are not open, we
will release the animal after hours and on weekends without a receipt if
explicitly directed to do so. We will continue to collect our impound
fees from the individual claiming the animal. For unclaimed animals, we
will bill you as in the past.

Ordinarily, our Animal Control Officer will make arrangements for
disposal of the animal after five full days of impoundment, and you are
billed accordingly. If however, the five day period ends on a weekend or
a holiday, we must keep the animal until the veterinarians next business
day. In instances such as this, the impound fees will be still your
responsibility. If you wish to have the animal held longer than our
requirement of five days, please indicate the number of days in your
response.

or any matter relating to our Animal Control Services being provided.

A newly proposed 2.5 mile
segment of I-94 between Monti-
cello and Albertville in Wright
County will become the nation's
first roadway to be used as an out-
door facility for analyzing the ef-
fects of traffic loads and environ-
ment on pavement, announced
Leonard W. Levine, Commis-
sioner of the Minnesota Depart-
ment of Transportation
(Mn/DOT).
Construction will begin in 1989
on the test center which will be
located next to the westbound
roadway and will include a small
monitoring building in addition to
the two-lane test strip paralleling
the interstate. The project will be
built in phases, the first of which
will cost about $5 million.
The center will be designed to
test cold climate effects on new
pavement materials, soils and
drainage, as well as construction
and maintenance practices for re-
habilitation strategies of old road-
ways.
"What we have proposed is to
have intensively monitored pave-
ment research at one facility rather
than have a shotgun pattern of re-
search projects," said Rich
Wolters, new technologies engi-
neer, Mn/DOT.
The test area will be divided into
30 to 40 pavement sections and
will use variable types of subgrade
soils, aggregates and pavement
materials. Small sensors will be
installed in the pavement to clas-
sify and count vehicles, record
weather conditions, monitor
differing vehicle loads on the vari-
ous materials being tested and
monitor differing vehicle loads on

and frost heave.
Additional data will be gathered
from an 8,000 foot access road
that will be built nearby to help
researchers more accurately deter-
mine design alternatives,
construction practices and materi-
als for low -volume county and
city roads.
Mn/DOT anticipates support
from various sources including the
Center for Transportation Studies
at the University of Minnesota,
the Federal Highway Administra-
tion, the U.S. Army Corps of
Engineers, the county -municipal
sector, the road construction
industry and the public.
Motorists will provide traffic for
the researchers through their usage
of I-94. "This facility differs from
others around the nation because
others have had to artificially in-
duce traffic," said Wolters.
