A sp +ial meeting of the Albertville City Council was called to order by
Mayor Loretta Roden. Members present included Don Cornelius, Donatus Vetsch
and Gary Schwenzfeier. Council member Bob Braun was absent. Others present
included Maureen Andrews and Brad Farnham.
The parpose- of the meeting was to discuss and set the date of the public
>•xwnd sale on the Savitski`s Sunrise Commercial Addition and the Advance
Refunding of the G. 0. Improvement Bonds of 1982 and the (3.0. Sewer Bonds of.
1984.
Brad discussed with the Council the issue of current trends in interest
rates and what impact these changes could have on the advance refundings being
^ proposed for the City. Brad explained that the Bond Buyers Index (BBI) has
been steadily mnving downward over the past few months but saw an movement
upward on 17th and 18th. This movement can n(-)t be truly explained but Brad
felt concerned encNagh that he wanted the Council to meet and decide what to do
with the bonding propx�sals.
Brad explained that the Council had three options:
1. Tdtey could wait and see if the market recovers and interests
drop again, chancing that the rates will not move away losing
the savings required for the advanced refianding;
2. The City could enter into a negotiated sale with Juran and Moody
and lcx--k into the current interest rates; or
3. The City could call for a public sale of bonds for some time in
December and if interest rates began to move upward have the -
option to cancel the public sale and negotiate the sale with
Juran and Moody.
Brad told the Council that he was not sure what will happen with interest
rates and wanted the Council to have an option to consider each of these
options.
There was also scxne discussion on the timeliness of a negotiate sale. As
discussed before, Brad would like to see the relationship between the Council
^ and Juran .and Mcwxly be- further developed before this type of sale cx--r_urs.

It was pointed out that even with trends in interest rates December is
often a good month to sell bonds because of the tendency that there is very
little "municiFhal. paper" available for the Municipal Bond Underwriters to
sell, which often times result in better interest rates. This point is
somewhat clouded with the fact that one community will be selling a large
amount of bonds in a three segment sale during the course of December, but if
timed right the Albertville sale will not likely see any effect of the larger
sale.
There was discussion about when the bond could be sold and closed. The
merit of closing the sale in 1988 would mean that the City would reduce the
amount of debt that shows in the Audit Report. Because of the information
supplied earlier by Brad the Council agreed to time the sale so that it fit in
between the larger sales in hope to get active bidding.
After some additional discussion, it was agreed that the City would call
for a public sale on December 12th in order that the sale could be closed
before the end of the year. If by chance the interest rates began to move
negatively against; the City that an emergency meeting would be called so the a
sale cYjuld be negotiated and interest rates locked in.
A motion was made by Dori Cornelius and seconded by Donatus Vetsch calling
for the sale of G.Q. Advance Refunding Bonds of 1988 and the G.Q. Improvement
Bonds for the Savitski`s Sunrise ia,mmercial Addition on December 13, 1988 at
11:3) a.m. at the Juran and Moody offices in St. Paul and award of same at
7:00 p.m. of the same day in the Albertville Council Chambers. all were in
^ favor and the motion carried
There was not any other business so a motion was made to close the
meeting. The motion was made by Don Cornelius and seconded by Gary
SchwerLzfeier. All were in favor and the motion carried.

SPECIAL COUNCIL MEETING
A special meeting of the Albertville City Council was called to order by
Mayor Loretta Roden. Members present included Don Cornelius and Donatus
Vetsch. Council members Gary Schwenzfeier and Bob Braun was absent. Others
present included Maureen Andrews and Bob Sullentrop.
The purpose of the meeting was to discuss and award the contract for the
Savitski's Sunrise Commercial Addition Improvement Project (1988-7) and
canvass the Council on the 1988 election results.
Bob reviewed with the Council the results of the bid opening which had
been held at the Albertville City Hall at 2:00 p.m. on Friday, Nov. 4, 1988.
The Council were informed that the bids result were as follows:

Based on the fact that LaTour Construction was the low bidder and the
City has worked with them in the past it is the Engineer's recommendation that
the City Couuzcil award the 1988-7 Improvement contract LaTour.
There was some discussion regarding what the estimate on the project had
been. Bob informed the Council that the feasibility report estimated the
project to come in $79,845.50 so the low bid came in some $12,071.40 lower
then the report, which was probably based on the fact that the contractor do
not have much work at this time.
Bob informed the Coutvcil that the work is scheduled for yet this fall and
that there should not be any problems getting the sewer and water work done.
He did indicate however that there may be some problems getting the right turn
lane completed yet'this fall because of the timing on the project which would
mean that it would have to wait until spring. It was pointed out that
Savitski does not plan on starting his being until spring so the traffic will
be limited to the activities at the lift station.

Hearing no other discussion or comments a motion to adopt the RESOLUTION
RECEIVING BIDS AND AWARDING THE CONTRACT FOR CONSTRUCTION OF WATER, SEWER,
STREETS AND STORM SEWER FOR IMPROVEMENT PROJECT NO. 1988-7 (PORTION A) to
LaTour Construction in the sum of $67,774.10 was made by Don Cornelius and
seconded by Donatus Vetsch. All were in favor and the motion carried.
The next order of business was to canvass the Council on the election
results. Maureen read the result of the Mayor and Council races (which have
been included on the attached documentation).
A motion to accept the results of the election was made by Don Cornelius
and seconded by Donatus Vetsch. All were in favor and the motion carried.
There was not any other business so a motion was made to close the
meeting. The motion was made by Don Cornelius and seconded by Gary
Schwenafeier. All were in favor and the motion carried.

MINUTES OF CITY ELECTION
At the General Election of the City of Albertville in the County of
Wright and the State of Minnesota, held at City Hall, 5964 Main Avenue, being
the place where it was directed to be held by the City Council after giving
due notice thereof as provided by law, on the 14th Day of October, 1988, the
City Administrator/Clerk and 14 qualified voters of said City, to act as
Judges of such Election, and one qualified voter of said City Council to act
as Clerk of such Election each of whom had within twenty days before such time
been designated and appointed by the City Council to act as Judges and Clerk
respectively of such Election (a) Louise Farris, Wanda Scherber, bertilla
Zachman, Florence Lieder, Debbie Goth, Lorie Villareal and Maureen Andrews,
who being present, at the hour of 7:00 a.m. Pauline Gilge, Janet Berning,
Leander Hearing, Herb Scherber, Mike Potter, Betty Barthel and Arvilla
Lidberg, who being present, at the hour of 2:05 p.m., each of them duly tcook
and subscribed an oath to faithfully discharge the duties required of them at
such Election; and the said proceeded by ballot without adjournment or
intermission until closed.
The subjects voted on at suction Election, as Stated in the Notice
thereof were:
To elect Mayor (2 year term); and
2 Councilmembers (4 year terms)
At 8:00 o'clock in the evening of said day the polls were closed,
proclamation thereof having been made by one of the Judges Thirty minutes
previous thereto. The Judges then proceed to publicly count and canvass the
votes, and a true statement thereof was duly proclaimed to the voters by the
City Administrator/Clerk, who recorded the same in the City Minute Book.
The following is a true statement of the results of the counting and
canvass of votes by ballot at the General Election of the City of Albertville,
County of Wright and State of Minnesota, held November 8th 1988 as proclaimed
to the voters by the Clerk of Election:
