COUNCIL MINUTES
,JANUARY 3, 1989
Gary Schwenzfeier was sworn in for a two (2) year term as Mayor and Don
Cornelius and Donatus Vetsch were sworn in for a four (4) year term as Council
members prior to the start of the meeting.
The regular meeting of the Albertville City Council was called to order
by Mayor Gary Schwenzfeier. Members present included Bob Braun, Don Cornelius
and Donatus Vetsch. Others present included Maureen Andrews, Bob Miller, Bob
Sullentrop, Ken Lindsay and Lorie Villareal.
The agenda for the evening's meeting was reviewed by the Council. Don
Cornelius made a motion and Donatus Vetsch seconded it to approve the agenda.
All were in favor and the motion carried.
The minutes of the December 5th meeting were reviewed. Don Cornelius
commented that on page 4, paragraph 9, checks to be paid were listed 9162
through 9106. The minutes should state that checks 9106 through 9162 were
Paid. Don Cornelius then made a motion to approve the December 5th minutes.
Bob Braun seconded the motion. All were in favor and the motion carried.
The Council next reviewed the December 13th minutes. Hearing no
corrections or additions, Donatus Vetsch made a motion and Dore Cornelius
seconded it to approve the minutes of December 13th. All were in favor and the
motion carried.
The December 19th Council minutes were reviewed. There were no
corrections or additions so Don Cornelius made a motion to approve the minutes
of December 19th. Donatus Vetsch seconded the motion. All were in favor and
the motion carried.
There was no Joint Powers update. The minutes should note that the .Joint
Powers Board will be holding their monthly meeting at the Albertville City
Hall the fourth Monday of the month.
The Council next heard from the Maintenance Department. Ken stated that
he had no updates on any Projects.
Donatus brought up the fact that the street light across from Ronay`s is
out. Others around town are still out also. Ken said that the lights needing
repair have been called in to NSP.
Since Ken was present the Council discussed the issue of the installation
and removal of Christmas lights even though LeRoy Berning was not present, yet.
The Council was informed that the Jaycees are concerned about the expense of
Pitting up and taking down the Christmas lights and were requesting some
assistance from the Council in covering the expense.
It was pointed out that it costs $200 each time to rent a boom truck to
put up the lights and then to take them down. According to the information
received from LeRoy, the Jaycees feel that since they have donated so much
money already for the purchase of the lights that the members would like to
see the City help bear the expense of putting up and taking down the lights.
It was pointed out that if the City picked up the cost of the boom truck that
they would continue to volunteer their time in assisting with the installation
work. (It takes abc�at six people).
Ken commented that the City could probably get Keith Franklin to rent his
boom truck and a man t-) operate it for a reasonable fee. He will talk to Mr.
Franklin. If the Franklin Outdoor Advertising truck is not available then
Schurren Electric would be contacted to help.
There was additional discussion regarding the issue of the lights not
working properly. The Council was informed that before the lights are put
away for the season they will be fixed - they are being replaced by the
company they were bought from. It, was also pointed out that NSP should be
contacted to see if the poles have been wired with the proper weight wiring
and if not, should be put on the schedule for upgrading this summer. It was
also pointed out. that the City might want to check with Shu m`s to see if they
could do the wiring if it needs to be done. Also, if fuses are riot heavy
enough they should be converted.
As a final consensus, the City agreed to pick up the expenses each yearof As
up and taking down the Christmas lights.
Bob Miller reported to the C.otxncil that he has been Unable to reach Don
at W's regarding the sign issue but will continue trying, Also, Bill Radawill
is on vacation and was not available to discuss the issue of Otsego"s intent,
to try to get, special legislation for township activities.
Bob Sullentrop presented to the Council a pay request for Latour
Construction in the amount of $2,607.04. A motion was made by Bob Braun and
seconded by Dori Cornelius to honor the pay request for Latour Constriction in
the amount of $2,607.04. All were in favor and the motion carried.
Just prior to this motion, there was some discussion about Don Savitski's
concern about the condition of the railroad crossing at C.S.A.H`s's 19 & 37.
Something needs to conceivably be done before some major problems are caused.

Bob Miller stated that the County should be contacted concerning the
problem. The County could force the railroad to do something to alleviate the
problem. The railroad has a responsibility to the County to see that these
kind of problems are taken care of.
It, was decided that a letter to Arlyn Nelson stating the problem should
be the first step to take in correcting the problem,
Bob Sullentrop next handed out the WESTERN ALBERTVILLE DRAINAGE STUDY.
He requested that the Council read them first and would be then discussed in
more detail at the next meeting.
The income received and the bills to be paid were reviewed by the Council
next. The bills for Rockmount, the Star Tribune and Dennis Fehn were
questioned. The Council received satisfactory answers but then also questioned
what McDermeit and Merges were paid for, The Council was told that they had
helped with snowplowing. Donatus asked what the F.C.D,`s donation of $400 was
and was told that it was the Albertville Jaycees donation to the City for
Friendly City Days,
Hearing no other comments, Don Cornelius made a motion and Bob Braun
seconded it to approve the income received and the bills to be paid. All were
in favor and checks 9245 through 9281 were paid.
The 1989 Council appointments were reviewed by the Council (attached t,�,
Packet information) It was brc�aght, to the C"m(- l`s attention that there was
no Planning Commission backup. There were no other comments or questions so
Donatus Vetsch made a motion to accept the 1989 Council appointments, Bob
Braun seconded the motion. All were in favor and the motion carried.
The appointment of a new Council member was the next issue discussed. Bob
Miller was asked what a good Procedure for the Council would be in making this
decision. Bob stated that a good procedure would be to suggest nominations,
discuss and then appoint whomever.
Donatus Vetsch suggested Kevin Mealhouse as a candidate for Council.
Kevin is currently a building inspector for the City of Plymouth. He ran for a
Ccxancil seat two ,years ago and had some write in votes this past election. He
would definitely be a valuable asset to the Council. Bob Braun stag that he
had talked with Kevin and he is interested in the position.
Bob suggested that the Council adopt a resolution to appoint Kevin
Mealhouse as Council member pending his acceptance and oath signing,
LOnatus Vetsch made a motion and Bob Braun seconded it to appoint Kevin
Mealhe-xise tr, the vacant Council seat pending his acceptance and oath signing.
All were in favor and the motion carried.
The pull tab license for the Multiple Sclerosis Society at Ronay's was
discussed. Nobody has yet talked to the Park Board or the Firemen to see if

either one of these organizations would want the license, Bob Miller pointed
out that license bearers are entitled to a hearing if questioned and notice
must be given if stopped. He also said that the local organizations should
look into obtaining a pull tab license themselves if they are interested -
that it's not really the City's business. With that, the Council agreed to
hold any decisions until next year.
Don Cornelius made a motion to waive the- 30 day waiting period of notice
of hearing for MS and to allow MS to have the pull tabs at Ronay's for this
year, Bob Braun seconded the motion. All were in favor and the motion carried.
A motion was made by Donatus Vetsch and seconded by Don Cornelius to
r*PProve building permit #54. All were in favor and the motion carried.
It, was brought to the Council's attention that a School Board meeting
would be held at 7:30 p.m. Wednesday night, January 4th at the St. Michael
High School tc, discuss school issues. Gary asked that if any of the members
would be available that they try to attend the meeting to show Albertville's
concern. It was pointed out the both he and Maureen Andrews planned on
attending the meeting.
The Council was also informed that an informational meeting on the I-94
test facility would be held January 4th at 7:30 p.m, at the Monticello High
School.
A 3.2 beer license was requested by St. Albert`s for a Parish Center
Dance on January 28th from 8 - 12 p.m. and for a Valentine's Dance on Febriary
11th from 8 - 12 p.m.
Bob Brain made a motion to approve the 3.2 beer licenses for St. Albert's
for the Parish Center Dance and the Valentine's Lance pending payment and dram
shop insurance. Don Cornelius seconded the motion. All were in favor and the
motion carried.
The zoning ordinance fees for printing and binding of the final copy of
the zoning ordinance is $17.50 per booklet, which is a bare minimum. The fees
for the subdivision regs are not known yet. The booklets will be available to
the public for a set fee to be determined. After some discussion, Don
Cornelius made a motion to sell the booklets for $5 over and above the cost of
printing and binding. Donatus Vetsch seconded the motion. All were in favor
and the motion carried.
The net tax capacity information was included in the packet for the
Council's review (Information provided in the Council packet). The Council was
reminded that the tax capacity ended up being what the City expected.
Information from Jones Intercable was included in the Council packet.
The Council was made aware that there seems to be a problem with the
Possible habitat of a rodent type species on 50th Street in Albertville. The
Miller and Mason residents have been affected.

A habitat of rodent type species is considered a public health hazard and
it is the City's responsibility to do something about alleviating the problem.
The State has been contacted and they will come out and take a look in order
to determine whether or not there is a habitat, of rodent type species.
A question was brought up regarding whether or not the Council should
talk with each individual separately or just with Maureen and Ken for the 1989
salary negotiations. It was the general consensus of the Council that the
Yearly negotiations t-xe presented by Maureen and Ken. Anytime in between the
individual should ask themselves.
The Sheriff`s report was included in the packet for the Co ncil's review.
Hearing no other business, a motion to adjourn the meeting was made by
D natus Vetsch and seconded by Dori Cornelius. All were in favor and the
meeting adjourned.
The record should note that at this time the Council will meet with
Maureen and Ken to discuss the issue of salaries. This meeting was closed to
the public since it was a salary negotiation meeting. No formal action would
be taken on the matter until the 2nd meeting in January at which time the
final salary information would become retroactive to January 1, 1989.
