CC'TOBER 25, 1989
A special meeting of the City Council was called to order by Donatus
Vetsch. Members of the Council present included Donatus Vetsch, Bob Braun and
Jim Krystosek. Mayor Gary Schwenafeier and Council member Don Cornelius were
absent. Others present included Maureen Andrews, Thor Meyer and Bob
Sullentrop .
The purpose of the meeting was to review the bids received for the
enclosing of the storm drainage ditch located in the Barthel Industrial Park.
The Council was informed that bids had been received from 10 different bidders
which included:

In documentation provided by the City Engineer it, was pointed out, that
Latour Construction was the low bidder for bids "A", "B", "C" and "D". The
letter noted however that Bid "C" was for the installation of a ductile iron
pipe (D.I.P.) sanitary sewer line alongside the proposed building, which was
eliminated because the building has been relocated to where replacement of the
existing PVC sewer would not be required.
It was further noted that even though bid "C" had been eliminated, Latour
Construction still remained the low bidder on bids "A", "B", and "D", with bid
-- "D" being for the earthwork required for filling in the ditch. If bid "D" was
eliminated than R.L. Larson would become the low bidder on bids "A" and "B".
There was some discussion regarding whether or not backfilling of the
ditch would be required. It was pointed out that at this time it had not beer,
determined whether or not there would be extra fill available from the Fraser
Steel Company site to be used for the covering of the drainage pipe which is
being installed under this contract. It could only be assumed that some
additional fill will be required even though it appears that there may be seine
soils available from the Fraser Steel site.
After some additional discussion Meyer-Rohlin made recommendation to
accept Latour Construction as the low bidder and award said contract on the
above mentioned project to the same.
A motion was made by Bob Braun and seconded by Jim Krystosek to award the
1989-3 Improvement Project to Latour Construction in the amount of $75,672.05.
All were in favor and the motion carried. It was noted that a preconstruction
meeting would be scheduled for the next week so that, work could proceed as
quickly as possible.
Hearing no other comments, there was a motion to adjourn. the motion was
made by Jim Krystosek and seconded by Bob Braun. All were in favor and the
motion carried.
