The agenda was amended by adding the following: Item 7e(5) - Grading on Marlowe Avenue Item 7e(6) - Weeds on Brittany Ray Estates property Olsen made a motion to approve the agenda as amended. Gundersen seconded the motion. All voted aye. The minutes of the July 7, 1997, meeting were amended on Page 4, Paragraph 3, to read that the developer will pay all costs associated with securing TIF financing. Paragraph 6, Page 5 is amended to read "Olsen, Gundersen, Stalberger and Berning voted aye. Vetsch voted no. The motion carried." Berning made a motion to approve the minutes of the June 17, 1997, as amended. Gundersen seconded the motion. All voted aye. Mayor Olsen presented awards to the following 1997 Albertville royalty: Miss Albertville Janice Barthel Princess Melita Braun Princess Jessica Clover Junior Princess Bridget Daleiden Junior Princess Ashley Harringtron Junior Commodore Benjamin Lee Junior Commodore Thomas Rau Jean Barthel, mother of Miss Albertville, appealed to the Cit Council to consider funding a portion of the expenses of the royalty. Ken Tiernan, Chairman of the Queen Committee, was asked to prepare a list of the expenses associated with the royalty and present the list to the City Council prior to 1998 budget considerations. Olsen made a motion to approve payment of Check Vs 11085 - 11111 as presented. Berning seconded the motion. All voted aye. No one in the audience chose to address the City Council under "Citizen Forum 1 ALBERTVILLE CITY COUNCIL July 21, 1997 Page 2 of 5 Olsen made a motion to approve the June Revenue/Expenditure Report. Berning seconded the motion. All voted aye. Vetsch made a motion to request a list of all items that Northwest Associated Consultants are currently working on, to direct the administrator to prioritize that list on a "needs" basis, and to direct the administrator to review all 1997 NAC bills and prepare a list of how the funds were spent. Stalberger seconded the motion. All voted aye. Olson made a motion to approve the building and site plan for DJ's Total Home Care Center and to adopt the amended Findings of Fact & Decision. Vetsch seconded the motion. All voted aye. The Council discussed the Conditional Use Permit request for Security State Bank of Maple Lake to establish a temporary bank facility on the corner of County Road 37 and Main Avenue NE. George Palmer, president of the bank, requested that the temporary bank be allowed to use a holding tank rather than connect to the sewer system. If the Council requires the temporary bank to connect to the sewer system, City Attorney Couri suggested the Council consider transferring the SAC fee from the temporary site to the permanent site rather than requiring the bank to pay two SAC fees. City Engineer Carlson stated that either a holding tank or connection to the sewer system is acceptable. The Council concurred that if the temporary bank connects to the sewer system, the $3,200 SAC fee will transfer to the permanent site. City Engineer Carlson is concerned with drainage on the site. Palmer stated that there will be no grading of the site. The Council amended Paragraph 6 of the Findings of Fact to state the engineer will review the drainage after one month. Any recommendations for change must be complied with. Paragraph 7 of the Findings of Fact is amended to state "if a septic tank is used for disposal of waste water, mandatory pumping is required as necessary". Berning made a motion to adopt the Findings of Fact & Decision as amended approving the Conditional Use Permit - Planned Unit Development and site plan for Security State Bank of Maple Lake. Olsen seconded the motion. All voted aye. Councilmember Berning removed himself from the Council at 8:25 PM. The Council considered the Conditional Use Permit request from Vetsch Custom Cabinets to allow non -related office rental at their 2 L ALBERTVILLE CITY COUNCIL July 21, 1997 Page 3 of 5 new building. The Council concurred to add an additional finding stating the City reserves the right to review compliance with the conditions annually and revocation of the CUP is possible for violation of any or�all conditions. Stalberger made a motion to adopt the Findings of Fact & Decision as amended and to approve the CUP for Vetsch Custom Cabinets. Gundersen seconded the motion. All voted aye. Councilmember Berning returned to the City Council at 8:35 PM. The Council considered the quote from Southern MN, Inc. to chip the branches at the compost site at $250 per hour. The Public Works Department estimates the job will take between 4-8 hours. Olsen made a motion to table a decision on chipping until the next regular meeting in order to have a recommendation from the city administrator regarding where funding for the project would be charged. Vetsch seconded the motion. All voted aye. City Engineer Carlson reported on the plans for the Greenhaven Drainage Project. The proposal may require securing additional drainage easements. The other option is to add another structure to allow the pipe to be entirely within the existing drainage easements. Carlson estimates the additional structures necessary will add approximately $1,000 to the project. Carlson also explained there are two phases to the drainage project --Phase 1 replacing the tile line and Phase 2 creating a detention pond for storage. Land would need to be purchased for the detention pond. Berning made a motion directing the engineer and Councilmember Stalberger to attempt to secure the necessary easements and to get quotes on the costs for the next regular meeting. Stalberger seconded the motion. All voted aye. Carlson discussed the meeting conducted with the City of St. Michael and the Wright Soil and Water Conservation district regarding ditch erosion and post development run-off into County Ditch 9 and Regal Creek. Carlson recommends that post development run-off be limited to one half the predevelopment rate only for the lands west of CSAH 19. Berning made a motion to establish post -development run-off rates at one half of the predevelopment run-off rate for the land west of CSAH 19 only. Gundersen seconded the motion. All voted aye. 3 ALBERTVILLE CITY COUNCIL July 21, 1997 Page 4 of 5 City Attorney Couri discussed the proposed stub street into DJ's Hardware. Couri reported that the Supreme Court has upheld the judgment that restricting a property to one lane of traffic is non-compensable. The City will construct the street along with the CSAH 19/37 Realignment project. Should the Condemnation Commissioners determine the placement of the median is not compensable, DJ's will be required to pay for the easement. Vetsch made a motion to donate $3,171 over the next three years to the Central Minnesota Initiative Fund and to apply for a CMIF grant with input from the City Council, the Planning & Zoning Commission and the City Administrator for a Storm Management Plan, as suggested by the city attorney. Gundersen seconded the motion. All voted aye. Olsen made a motion allowing STMA High School to hang a 3' X 12' vinyl banner across Main Avenue for a period of up to six weeks, contingent upon the City receiving a letter from the district accepting liability for the installation and full responsibility for damages incurred. Vetsch seconded the motion. All voted aye. The Council discussed having a weekly cleaning service for city hall. Councilmember Stalberger has received a quote for weekly cleaning of city hall from Mary Goodin for $50 per week. City Attorney Couri advises that the City should contact LMCI,T insurance to determine if the City has liability insurance for the position. Berning made a motion to table further discussion on cleaning city hall to the next regular meeting. Vetsch seconded the motion. All voted aye. Mayor Olsen closed the regular meeting at 10:10 PM to discuss the city administrator's contract. Mayor Olsen reconvened the regular open meeting at 10:40 PM. All voted aye. 5 Mark Olsen, Mayor Linda Houghton, City Clerk JOINT PIEET1140 ALBMTVILLE CITY COUNCIL OTSEC30 CITY COUNCIL July 23, 1997 Albertville City Hall 7:00 PM PRESENT: Albertville Mayor Mark Olsen, Albertville Councilmembers Patricia Stalberger, Duane Berning, Robert Gundersen, and John Vetsch, City Administrator Garrison Hale and City Clerk Linda Houghton Otsego Mayor Larry Fournier, Otsego Councilmembers Virginia Wendel, Mark Berning, Vern Hiedner, and Suzanne Ackermen, City Clerk Elaine Beatty Mayor Olsen called the special joint meeting of the Albertville City Council and Otsego City Council to order for the purpose of discussing a proposed NASCAR Indy 500 Race T rack in the City of Otsego. Otsego Mayor Fournier addressed the audience and read a statement from the Otsego City Council stating the purpose of the meeting is strictly informational. The City of Otsego has not received an application for the construction of the race track at this time and no approvals have been granted and no agreements regarding the race track have been made by the Otsego City Council. Ron Anhorn, of Anhorn & Associates Real Estate, 8474 Charncellor Drikve, Colorado Springs, Co., representing the potential developers of the race track, addressed the Councils and the audience. Anhorn stated that agreements for the purchase of all land necessary for the track (approximately 350 acres) have been secured at this time. The site for the proposed race track was selected because of its proximity to the metro area, its freeway accessibility, its distance from a major subdivision, and its proximity to municipal services. In order for the race track to be feasible, an interchange at Kadler Avenue is necessary. Anhorn is in the process of contacting area legislators and MNDOT concerning the new interchange. The race track is proposed to be a one mile or greater super oval speedway. The goal is to have NASCAR races, Indy races, motorcycle racing and USAC races. There would be approximately 15- 18 days of racing per year. Races are held on Sunday with qualifying runs on Friday and Saturday. Anhorn estimates that the race track would generate $100 million in revenues to the Twin City area. 01 JOINT COUNCIL MEETING July 23, 1997 Page 2 of 2 The quickest way for the race track to be serviced with municipal services would be to connect to the City of Albertville's wastewater treatment and Joint Powers water system. Anhorn projects usage in the amount of 3 gallons per day per spectator. Anticipated attendance ranges from 80,000-100,000 spectators per event, thus requiring 240,000-300,000 gallons per day. Anhorn explained that 30-50 townhouses would be built around the track. Further, retail stores, cafe and restaurants, RV parks, hotels and motels generally follow the track. In response to a question from the audience, Anhorn stated that land values generally increase due to the commercial value. Completion of the project could take 2-3 years. When completed, tax revenues in the $800,000-$1,000,000 per year should be generated. Anhorn is not asking for the cities for funds for the track. Albertville Councilmember Berning stated that this is the first time the City of Albertville has heard about servicing the race track with sanitary sewer. He feels the City Council must meet with its engineer and professional staff to discuss the feasibility of providing service beyond our Urban Service Area an well as having the necessary wastewater capacity. Councilmember Vetsch stated that since the City of Albertville is a member of the Joint Powers Water District, the City cannot provide water service unless the Joint Powers Board agrees. Anhorn further stated that the track could reserve admission tickets for residents of Albertville and Otsego, if requested. The informational meeting adjourned at 9:15 PM. Average influent flow was 0.137 million gallons per day, with effluent averaging 9.5 mgA Total Suspended Solids, 4.5 mg/l Biochemical Oxygen Demand, and 0.48 mgA Total Phosphorous. Fecal coliform geometric mean was <10 MPNM00m1. Operations Treatment facility operations were stable in June. Considerable evaporation caused very low effluent flows, in addition to no stream flow in Otsego Creek. Alum addition was also adjusted accordingly. Pond analysis and inspections were shifted to Thursdays from Wednesdays as seen in the -- monthly data report. Operators are preparing for dike spraying. Malntenance Clarifier troughs and weirs was cleaned and scum removed from within influent baffle. Cleaned and rebuilt alum pump several times. Main Lift Station pump #1 plugged. Lift station was pumped down and unplugged. Performed monthly preventative maintenance, including service of generator, sludge pump, Sampling equipment, mixer, clarifier, MCCs, lighting, emergency eyewash and shower, sump pump, and others. Cleaned control structures. Mowing is ongoing. One small section of the yard was left for a short time due to nesting birds. Influent flowmeter failed after a brief thunderstorm. Instrument Control Systems has checked the unit over, and parts that were repaired last winter are functioning properly.. It will be necessary to pull unit and thoroughly clean and inspect This unit is fairly old, and it may need to be replaced. Further information will be reported in next month's report after more information is available. Dock was repaired. Blades were replaced on the mower with standard blades. The blades supplied with the unit were high lift blades, causing lots of dirt, sand, and rocks to be drawn up by the vacuum. This caused excessive wear on the blades. Additionally, by design, the high lift blades provide little room for repeated sharpening. Mft PSG conducted a Regional meeting of Site Safety Coordinators and Project Managers at Riverwirood Conference Center in Monticello. Project Safety Programs were covered, as well as Confined Space Entry, Emergency Response, and Electrical Safety. At the July 7,1997, AibeMle City Council Meeting we briefly discussed the events surrounding the storm on July 1, 1997. Fortunately, we were able to prevent any sewer backups during this lengthy power outage, but the bypass of a fairly large lift station was necessary to prevent basement backups. Bypasses are obviously undesirable. The state requires emergency pumping capability for all newly constructed lift stations. A t th wastewater facility constitutes emergency pumping, but portable pump, such as the one a e in the case of a location like the 61 st Street lift station, there is no nearby gravity sewer to discharge to. The City should consider inclusion of a portable generator and equipping the existing critical lift stations, if not all of them, in conjunction with future; system expansion. Actual estimates could be acquired, should you want us to pursue this for you further.
