BACKGROUND
Through discussions with St. Michael regarding intercommunity drainage issues, the
City of St. Michael requested that the City consider amending its Comprehensive Plan
to allow for the future extension of Main Avenue south into St. Michael to provide for
connection between Highway 241 and County Road 37.
The City of St. Michael has planned for this local street connection as part of its Town
Center plans and subdivisions. This inter-city street connection will parallel County
Road 19, Barthel Drive, and Nabor Avenue as north/south collector streets.
MAIN AVENUE HISTORY
Main Avenue has historically been a significant street, serving both the local community
and the region.
· Main Avenue was County Road 35 until the County turn back in 2006. As a
County road, this street served as a major collector street.
· In 1994, the Wright County Transportation Plan conceptually proposed the
extension of Main Avenue into St. Michael to provide some relief for growing
traffic congestion on County Road 19.
· The majority of development adjoining Main Avenue has occurred during the
County ownership of the roadway and its designation as a major collector street.
ANAL YSIS
In evaluating this street connection, the following benefits and detriments have been
identified.
Benefits
1. Street Connection Between Two Destinations. The Main Avenue/Edgewood
Drive connection will link Albertville's historic downtown with St. Michael's Town
Center. This connection will also provide an alternative travel route for
Albertville and St. Michael residents to share community facilities (i.e., schools,
churches, and ice arena). The street will provide residents from both
communities the opportunity to travel between these destination areas without
the need to compete with regional traffic.
2. Dispersal of Traffic. The Main Avenue/Edgewood Drive corridor provides an
additional north/south street connection that, along with County Road 19, Barthel
Drive, and Nabor Avenue, will further disperse traffic among these collector
streets, providing additional local relief from traffic congestion throughout the
area's transportation system.
3. Confined Traffic Area. While the Main Avenue/Edgewood Drive connection will
increase through traffic flow between the two cities, the traffic service area is
anticipated to be primarily confined to local trips from neighborhoods lying
between County Road 19 and Barthel Drive. The major streets, County Road 19
and Nabor, are anticipated to continue to accommodate the majority of the
regional traffic.
4. DrainaQe Issues. In exchange for this inter-city street connection, St. Michael will
assist the City of Albertville with the resolution of stormwater drainage issues in
southwestern Albertville.
Negatives
1. Increased Traffic. Main Avenue, north of 50th Street, passes through primarily
residential neighborhoods. Numerous lots have direct access to Main Avenue.
Increased traffic volumes raise concerns for traffic congestion and traffic safety
for these residential neighborhoods accessing or crossing Main Avenue.
2. School Access. The Albertville Elementary School abuts the east side of Main
Avenue. The school's access is from Main Avenue. Increased traffic on Main
Avenue may further complicate school access for both motor vehicles and
pedestrians.
3. Countv Road 37 Traffic Safety. Currently, traffic congestion and traffic safety
issues at the County Road 37 and Main Avenue intersection would be further
exacerbated by increased traffic on Main Avenue. Increased traffic may also

result in need of street improvements and traffic control at the Main Avenue
intersection with 50th and 5ih Streets.
4. Rioht-of-Wav Acauisition. The Main Avenue/Edgewood Drive connection will
require right-of-way dedication through private property.
5. Wetland Mitiaation. The extension of Main Avenue/Edgewood Drive will involve
street construction through a wetland area. This physical constraint will require
wetland mitigation and increased street construction costs.
AMENDMENT
Recognizing both the benefits and detriments of this street connection, the following
items have been negotiated between the Cities to be included within a Comprehensive
Plan amendment. The amendment attempts to ensure that the transportation benefits
are achieved, while mitigating the detriments of adding traffic to Main Avenue.
Pages 30-31 of the Albertville Comprehensive Plan will be amended to include the
following text and attached map. The italicized text represents new language.
Street Extensions
The City should concentrate on the extension of streets in functional patterns. The
future development of Albertville will have to move west and north due to the developed
nature of the community east to the City limits. Street extensions should continue in an
orderly manner, generally from east to west preceding actual development. Street
construction accompanied by orderly utility extension will be economically more efficient
and physically more practical, as opposed to following haphazard development. The
City has recently completed a conceptual development plan for all remaining,
developable land areas. Individual property owner's and developer's ideas and concept
plans made up a large part of the plan and for the most part work well together. This
database has already been and will continue to be extremely helpful in evaluating
current development proposals to ensure their compatibility with the rest of the
community.
The City of Albertville has identified a potential street corridor for the extension of Main
A venue, south of 50th Street, to connect with Edgewood Drive in Sf. Michael. The
identification of this corridor and its future development shall be subject to the foJ/owing
conditions:
1.
The Comprehensive Plan's designated Main Avenue corridor does not obligate
the City of Albertville to the actual acquisition of street right-of-way on any given

schedule. Street right-of-way shaJ/ be acquired through the dedication of land
when the private property owners pursue future subdivision.
2. The future street design shaJ/ be integrated with the City of Albertville's long
range traffic and land use objectives for Main A venue related to traffic speed, on-
street parking, safe pedestrian crossings, and lot access. This street is intended
to function as a local coJ/ector street.
3. At this time, the extension of Main A venue into Sf. Michael may be premature
without transportation system improvements that will improve traffic congestion
and safety issues that exist on County Road 37 at the Main Avenue intersection.
Existing traffic volumes on County Road 37 would be further compromised with
additional traffic from Main Avenue. In this light, the Main Avenue/Edgewood
connection would not take place prior to the foJ/owing events:
a. Improvements to County Road 37/Main Avenue intersection which may
include, but not be limited to, the widening of the roadway to
accommodate growing traffic, provision of right and left turn lanes, and/or
provision of signalized intersection at Main A venue.

b. Not earlier than 2015, provided the right-of-way has been dedicated
without cost to the City of Albertville.

Dear Honorable Mayor Klecker and Albertville Councilors,
On January 22 you are conducting a Public Hearing on the matter of connection of
Main A venue in Albertville and Edgewood Drive in St. Michael. We have written
this to formally communicate our position on the Main A venuelEdgewood
connection. That way, if residents have questions about our reasons, you will be
able to accurately communicate them. Enclosed is a Resolution Supporting
Connection of Main A venue in Albertville and Edgewood Drive in St. Michael.
Additionally, Albertville is requesting St. Michael's approval of a storm water
pond in St. Michael, to correct a flooding matter in your City. The City of St.
Michael is supportive of this effort and is willing to assist in a full correction. It
makes sense from an efficiency standpoint and the land in St. Michael appears in
many ways to be the best alternative. However, from St. Michael's point of view
there are some drawbacks:
. This will take approximately 15 acres of prime development land, directly
adjacent to two schools, and puts it in tax. exempt classification.
. There will also be a loss of development (park dedication, utility and
infrastructure) fees in excess of $200,000.
St Michael has taken the position that we will support the City of Albertville's
request to grade the land and create a storm water pond, if the City of Albertville
is willing to facilitate a connection of Main A venue in Albertville to Edgewood
Drive in St. Michael. It seems a suitable compromise and one that benefits both
Cities.
We hope this information helps. Please let us know if you have any questions or

RESOLUTION NO. 01-09-07-16
A Resolution Supporting the Albertville Main Avenue Connection to
Edgewood Drive in St. Michael
WHEREAS, the City of Albertville is conducting a public hearing on January 22 to consider
connecting Main A venue in Albertville and Edgewood Drive in St. Michael; and
WHEREAS, the City of St. Michael has requested this connection; and
WHEREAS, the City of St. Michael has secured the right-of-way for Edgewood Drive to the
Albertville border; and
WHEREAS, the City Council of St. Michael wanted to be on record as supporting the
connection.
NOW THEREFORE, BE IT RESOLVED that the City Council of St. Michael, Minnesota,
hereby supports the Albertville Main Avenue connection to Edgewood Drive in St. Michael,
for the following reasons:
1. Albertville's 1996 Comprehensive Plan (attached as exhibit A) showed an extension
of Main Avenue south to St. Michael.
2. Traffic Engineers encourage collector road connections at approximately 1/2 mile
spacing, which is the spacing between County Road 19, Main Avenue (Edgewood),
and Barthel Industrial Drive (MacIver).
3. Main Avenue is a wide street with sidewalks on either side of the street.
4. It is a good connection for pedestrian access between the communities.
5. Alternative connections are important to relieve County Road 19 congestion.
6. This connection would primarily serve residents and students of the two communities,
by providing a convenient alternate to County Road 19.
7. It is good for the schools and for busing; the STMA School Superintendent supports
the connection and has asked the Albertville City Council to consider it.
8. It provides improved access to Albertville and St. Michael businesses along and
adjacent to the route.
9. Traffic safety concerns can be addressed with traffic calming, and other engineering
measures.
10. It is a logical connection for St Michaelto the 37/19 Collector-Distributor plan, for
which Albertville has requested St. Michael's support

EDGEWOOD DRIVE EXTENSION
As you requested, we have completed a review of the potential extension of Edgewood Drive in the
City of St. Michael between TH 241 and 50th Street, to connect with Main Avenue in the City of
Albertville. This memo provides an overall summary of the impacts that this roadway connection
would have on the adjacent roadway system. Based on our review, the following comments and
recommendations are offered for your consideration.
. Edgewood Drive, in the City of St. Michael is a north-south, low-volume, residential
roadway that extends approximately 1/2 mile south of TH 241. Main Avenue is a Municipal
State Aid street that runs north-south in the City of Albertville, between 50th Street and
County State Aid Highway (CSAH) 37. The connection of these two roadways would
provide a parallel north-south collector roadway to CSAH 19, which the current
transportation system is lacking. The connection of these two roadways would primarily
serve to connect neighborhoods and adjacent land uses in Albertville and St. Michael without
forcing these trips to CSAH 19.
. As stated, Main Avenue is designed as a collector roadway. The function of a collector
roadway is to connect neighborhoods and minor business concentrations. The recommended
spacing for these types of roadways range from 1/4 to 3/4 mile for fully developed areas, and
1/2 to 1 mile for developing areas. Currently, the spacing between CSAH 19 and MacIver
Avenue, a parallel north/south roadway to the east, is approximately one mile. As this area
continues to develop, the extension of Edgewood Drive is recommended to provide 1/2-mile
spacing for these collector roadways.

. Other general considerations for collector roadways include factors such as daily traffic
volumes, traffic control at intersections and land access/driveway spacing. Currently, traffic
volumes on Main Avenue average 4,850 vehicles per day. A preliminary analysis using the
regional model was completed to estimate future traffic volumes on the extension of
Edgewood Drive. It assumes the existing 1-94 interchange configurations and full
development of the Town Center area. The results indicate that the extension of Edgewood
Drive would likely increase traffic volumes on Main Avenue north of 50th Street by
approximately 1,000 to 2,000 vehicles per day, which would be equally distributed in the
north/south direction. The design capacity of a two-lane collector roadway is typically 8,000
to 9,000 vehicles per day. Therefore, with the extension of Edgewood Drive, Main Avenue
would not exceed its design capacity.
. A review of the regional model and daily traffic volumes indicate that with the Edgewood
extension, only a small percentage of trips north of TH 241 and east of CSAH 19 would use
Edgewood DriveIMain Avenue/CSAH 37 to 1-94. A majority of the traffic to 1-94 from St.
Michael would continue to use TH 241 to the Twin Cities or CSAH 19 to St. Cloud.
Therefore, the extension of Edgewood Drive would not significantly increase the traffic
volumes through the intersection of Main Avenue/CSAH 37 to 1-94.
. Currently, the intersection of Main Avenue/50th Street is a T-intersection with all-way stop
control. With the connection of Edgewood Drive to Main Avenue, the intersection may
remain as all-way stop control or may be signalized, depending on the timeframe and
coinciding traffic volumes. Based on historic crash data, there is not a significant difference
in crash rates between a three-way stop and a four-way stop controlled intersection, since
both are operating with all-way stop control and fairly low volumes. While conflicting
movements are likely to increase with a four-way stop, which generally does lead to
increased crash potential, adding the collector connection will reduce the circuitous pattern of
trips in the area and will result in fewer crashes overall.
. Driveway access spacing is also a consideration with various types of roadways. Collector
roadways are designed to balance the movement of through traffic on a roadway and the use
of the street for access, parking, etc. While we haven't seen specific layouts for this
connection, the current and future access of this route would not be inconsistent with the
intended function of the roadway.
. There is currently a primary school located on Main Avenue, north of 50th Street. Based on
information from the City of St. Michael, we understand that the students are predominately
bussed to this school. However, school zone and traffic calming techniques could be
implemented to address any potential safety issues. Traffic calming measures (i.e. bump-
outs, etc.) could be used at other locations along Main Avenue as well to improve the
walkability and increase safety along this roadway.

Although we will be unable to attend the public hearing regarding the
extension of Main Avenue we wanted to provide our feedback regarding
this.
We are opposed to the extension of Main Street for the following reasons:
1) We live at 5544 Main Avenue NE and it already is difficult during
peak times ofth~o get out of our driveway.

2) Increased traffic on Main Street would pose a safety hazard to
children who walk to Albertville Primary.
Many of the people who currently travel on Main Street are traveling at
speeds higher than the posted limit of 30 mph. Increased traffic would make
this street unsafe for the families that live here, especially those with small
children.

Dear Honorable Mayor Klecker and Albertville Councilors,
On January 22 you are conducting a Public Hearing on the matter of connection of
Main Avenue in Albertville and Edgewood Drive in St. Michael. We have written
this to formally communicate our position on the Main A venue/Edgewood
connection. That way, ifresidents have questions about our reasons, you will be
able to accurately communicate them. Enclosed is a Resolution Supporting
Connection of Main Avenue in Albertville and Edgewood Drive in St. Michael.
Additionally, Albertville is requesting St. Michael's approval of a storm water
pond in St. Michael, to correct a flooding matter in your City. The City of St.
Michael is supportive of this effort and is willing to assist in a full correction. It
makes sense from an efficiency standpoint and the land in St. Michael appears in
many ways to be the best alternative. However, from St. Michael's point of view
there are some drawbacks:
· This will take approximately 15 acres of prime development land, directly
adjacent to two schools, and puts it in tax exempt classification.
. There will also be a loss of development (park dedication, utility and
infrastructure) fees in excess of $200,000.
St Michael has taken the position that we will support the City of Albertville's
request to grade the land and create a storm water pond, if the City of Albertville
is willing to facilitate a connection of Main A venue in Albertville to Edgewood
Drive in St. Michael. It seems a suitable compromise and one that benefits both
Cities.
We hope this information helps. Please let us know if you have any questions or
comments.

A Resolution Supporting the Albertville Main Avenue Connection to
Edgewood Drive in St. Michael
WHEREAS, the City of Albertville is conducting a public hearing on January 22 to consider
connecting Main Avenue in Albertville and Edgewood Drive in St. Michael; and
WHEREAS, the City of St. Michael has requested this connection; and
WHEREAS, the City of St. Michael has secured the right-of-way for Edgewood Drive to the
Albertville border; and
WHEREAS, the City Council of St. Michael wanted to be on record as supporting the
connection.
NOW THEREFORE, BE IT RESOLVED that the City Council of St. Michael, Minnesota,
hereby supports the Albertville Main Avenue connection to Edgewood Drive in St. Michael,
for the following reasons:
1. Albertville's 1996 Comprehensive Plan (attached as exhibit A) showed an extension
of Main Avenue south to St. Michael.
2. Traffic Engineers encourage collector road connections at approximately 1/2 mile
spacing, which is the spacing between County Road 19, Main Avenue (Edgewood),
and Barthel Industrial Drive (MacIver).
3. Main Avenue is a wide street with sidewalks on either side of the street.
4. It is a good connection for pedestrian access between the communities.
5. Alternative connections are important to relieve County Road 19 congestion.
6. This connection would primarily serve residents and students of the two communities,
by providing a convenient alternate to County Road 19.
7. It is good for the schools and for busing; the SThIA School Superintendent supports
the connection and has asked the Albertville City Council to consider it. _
8. It provides improved access to Albertville and St. Michael businesses along and
adjacent to the route.
9. Traffic safety concerns can be addressed with traffic calming, and other engineering
measures.
10. It is a logical connection for St. Michael to the 37/19 Collector-Distributor plan, for
which Albertville has requested St. Michael's support

Dear City Council Member of Albertville and Larry Kruse:
The St. Michael-Albertville School Board and myself feel that the extension of Main Street
would be valuable in terms of transportation and traffic flow for our schools. We could change
some of the bus routing with the extension. Also the flow of traffic after large events at the
present high school would be helpful. We feel with the school zone in front of Albertville
Primary that building will not be effected negatively.

EDGEWOOD DRIVE EXTENSION
As you requested, we have completed a review of the potential extension of Edgewood Drive in the
City of St. Michael between TH 241 and 50th Street, to connect with Main Avenue in the City of
Albertville. This memo provides an overall summary of the impacts that this roadway connection
would have on the adjacent roadway system. Based on our review, the following comments and
recommendations are offered for your consideration.
· Edgewood Drive, in the City of St. Michael is a north-south, low-volume, residential
roadway that extends approximately 1/2 mile south ofTH 241. Main Avenue is a Municipal
State Aid street that runs north-south in the City of Albertville, between 50th Street and
County State Aid Highway (CSAH) 37. The connection of these two roadways would
provide a parallel north-south collector roadway to CSAH 19, which the current
transportation system is lacking. The connection of these two roadways would primarily
serve to connect neighborhoods and adjacent land uses in Albertville and St. Michael without
forcing these trips to CSAH 19.
· As stated, Main Avenue is designed as a collector roadway. The function of a collector
roadway is to connect neighborhoods and minor business concentrations. The recommended
spacing for these types of roadways range from 1/4 to 3/4 mile for fully developed areas, and
1/2 to 1 mile for developing areas. Currently, the spacing between CSAH 19 and MacIver
Avenue, a parallel north/south roadway to the east, is approximately one mile. As this area
continues to develop, the extension of Edgewood Drive is recommended to provide 1/2-mile
spacing for these collector roadways.

· Other general considerations for collector roadways include factors such. as daily traffic
volumes, traffic control at intersections and land access/driveway spacing. Currently, traffic
volumes on Main Avenue average 4,850 vehicles per day. A preliminary analysis using the
regional model was completed to estimate future traffic volumes on the extension of
Edgewood Drive. It assumes the existing 1-94 interchange configurations and full
development of the Town Center area. The results indicate that the extension of Edgewood
Drive would likely increase traffic volumes on Main Avenue north of 50th Street by
approximately 1,000 to 2,000 vehicles per day, which would be equally distributed in the
north/south direction. The design capacity of a two-lane collector roadway is typically 8,000
to 9,000 vehicles per day. Therefore, with the extension of Edgewood Drive, Main Avenue
would not exceed its design capacity.
· A review of the regional model and daily traffic volumes indicate that with the Edgewood
extension, only a small percentage of trips north of TH 241 and east of CSAH 19 would use
Edgewood DriveIMain Avenue/CSAH 37 to 1-94. A majority of the traffic to 1-94 from St.
Michael would continue to use TH 241 to the Twin Cities or CSAH 19 to St. Cloud.
Therefore, the extension of Edgewood Drive would not significantly increase the traffic
volumes through the intersection of Main Avenue/CSAH 37 to 1-94.
· Currently, the intersection of Main Avenue/50th Street is aT-intersection with all-way stop
control. With the connection of Edgewood Drive to Main Avenue, the intersection may
remain as all-way stop control or may be signalized, depending on the timeframe and
coinciding traffic volumes. Based on historic crash data, there is not a significant difference
in crash rates between a three-way stop and a four-way stop controlled intersection, since
both are operating with all-way stop control and fairly low volumes. While conflicting
movements are likely to increase with a four-way stop, which generally does lead to
increased crash potential, adding the collector connection will reduce the circuitous pattern of
trips in the area and will result in fewer crashes overall.
· Driveway access spacing is also a consideration with various types of roadways. Collector
roadways are designed to balance the movement of through traffic on a roadway and the use
of the street for access, parking, etc. While we haven't seen specific layouts for this
connection, the current and future access of this route would not be inconsistent with the
intended function of the roadway.
· There is currently a primary school located on Main Avenue, north of 50th Street. Based on
information from the City of St. Michael, we understand that the students are predominately
bussed to this school. However, school zone and traffic calming techniques could be
implemented to address any potential safety issues. Traffic calming measures (i.e. bump-
outs, etc,) could be used at other locations along Main Avenue as well to improve the
walkability and increase safety along this roadway.

Based on the above findings, it is strongly recommended that Edgewood Drive be connected to Main
A venue in the future. This would provide connectivity of neighborhoods between the Cities of
Albertville and St. Michael and good spacing for north-south collector roadways, which would meet
the overall transportation system needs in the area. The increase in daily traffic on Main A venue due
to the connection would not be significant and the traffic volumes would remain in the acceptable
range for a collector roadway. Any potential safety issues could be mitigated with roadway design
features and traffic-calming measures. In addition, the extension of Edgewood Drive would have a
minimal impact on traffic volumes through the intersection of Main Avenue/CSAH 37 to 1-94.

Pavement Markinl!s : Using paint to narrow the travel lanes can have a calming effect and
provide extra room for bicycles and parked cars. Some communities feel that this type of
treatment gives the road a more urban look and is less appealing.

Our family owns the properties at 5476 & 5494 Main Ave. Albertville, in
CBCF LLC partnership, we feel very strongly that for the safety of our tenants, two of
whom are our Grandchildren, and for the overall good ofthe community the decision to
create another connecting road between Albertville and St Michael is a must. I know it
will be a difficult and possibly unpopular decision, but one that is good long range
planning. To have only one road that connects these fme communities is short sighted,
and very inconvenient, for students, teachers, parents and local citizens, on both sides of
the present barrier.
We need strong leadership to make this work. Because when an accident
happens that could have been prevented by having an alternate access to the accident,
which could be an incident at the school, a fire, a car accident, or a serious medical
problem, then it is too late. Best of luck with this big decision.

Dear Planning Commission Members
City Council Members,
Citizens of Albertville
We are voicing Qur concern via written document about the Main Avenue Connection.
Weare a community thatis growing by leaps and bounds. We have so many new young,
families that we must add on and construct new schools.
Let's now STOP and consider their safety.
We require our younger and older children to walk to school if they live within a specific
radius of the primary or high school. If we connect the two cities we can hazard a pretty
healthy guess of seeing more than 700 to 1000 vehicles or more driving by our schools
each day,
We can also hazard a guess that approximately 100 to 150 vehicles would use the new
connection to actually visit one of the schools. That leaves a vast majority that wm
simply be using this connection as a short cut to the freeway,
We should have all seen what an increased traffic flow would do while the 24]
construction was in process. We had non-stop, speeding, loud traffic through our
normally quiet community. Did anyone else notice the increased, traffic, noise, garbage
pollution?
It would be a matter of time before the wear and tear of the increased traffic flow would
require major repairs and right hand turn lanes, as well as increased traffic delays in
traffic signs and lights.
Our suggestion is to continue with the county road] 9 planning and add lanes to
accommodate a rising population.
Please do not use this connection as a tool to barter with. This connection would have
absolutely no value to us as a community. It would be constructed for the sole use of the
St MichaeJ'community to access the freeway. We were under the impression that was
why highway 24] was put under a multi million dollar construction project.

To the Editor:
Main Ave. and 50th Street 3-way stop is already a busy intersection. Why is St. Michael
persisting in trying to force an extension of Main Ave. into St. Michael.
Here are a few reasons why the extension of Main Ave. should NOT take place:
1. This connection would increase traffic past the Albertville Primary School filled
with Kindergartners. Thus making it dangerous for the children of both
Albertville and St. Michael families. Many of the Kindergartners walk to school
and many are driven which already causes a traffic jam in front of the school at
certain hours of the day during the school year. Why set up an accident waiting to
happen?
2. This connection is right through a residential area. Drivers have to slow to 30
miles per hour. There are better ways to get to 194. Why setup an accident
waiting to happen?
3. Trails/paths have been built for walkingljogginglbiking along 50th Street. The
Trail-Xing is at the comer of Main Ave. and 50th Street. Many people use the
Trail all year round. Many high school kids use the Trail to walk to school.
When the high school becomes a middle school it will be younger school kids
walking to school. In the winter the kids are walking when it is dark or early
morning light. Increase in traffic will increase the un-safe conditions for adults
and children at the crossing. Thanks to the Wright County Sheriff's patrol
nearby, most rolling stops have been prevented, but not all. Why set up an
accident waiting to happen?
4. Building a road to extend Main Ave. to St. Michael would mean cutting down
trees older than anyone living in this area. This is virgin land, never cleared for
farming. It has been trees since time began. In Albertville, it is now the only

We are opposed to the extension of Main Street for the following reasons:
1) We live at 5544 Main Avenue NE and it already is difficult during

children who walk to Albertville Primary.
Many of the people who currently travel on Main Street are traveling at

The Albertville City Council has set Monday, January 22 at 7:00 p.m. to hold a joint meeting
of the City Council and Planning Commission that will be held in the Albertville City Council
Chamber. This will be a public hearing, which public comments will be heard pertaining to
amending the City Comp Plan to include the extension of Main Street (Main Ave. NE) south
of 50th Street NE into St. Michael. Typically, at public hearings like this, staff gives an
overview of what is being proposed and the public is asked to comment. The purpose of the
public hearing is both to share information on what is being considered and gather public input
on the matter. This interchange of information assists the City Council and Planning
Commission in making their decisions.

WHEREAS, the Albertville City Council believes that changes may be warranted in the height of
signage, including proposed property located along the Interstate-94 corridor; and
WHEREAS, the Albertville City Council has determined that in order to protect the planning
process and insure the health, safety, and welfare of the citizens of Albertville that the presently
existing ordinances and controls need to be reevaluated to determine what, ifany, changes should be
made to the height of signage permitted for property located along the Interstate-94 corridor; and
WHEREAS, the City Council desires that the City Planning and Zoning Commission and City
Council study the City's current permissible signage height and potential property along the
mterstate-94 and report to the City Council regarding any proposals for change in local controls that
the Planning and Zoning Commission might arrive at with regard to the land located along the
Interstate-94 corridor that runs east and west through the Albertville city limits; and
WHEREAS, the City needs a period of time within which to conduct these studies and to
implement any needed changes;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

1. The attached Interim Ordinance Establishing a Moratorium on the Height of Signage on

Dear Honorable Mayor Klecker and Albertville Councilors,
On January 22 you are conducting a Public Hearing on the matter of connection of
. Main Avenue in Albertville and Edgewood Drive in St. Michael. We have written
this to formally communicate our position on the Main A venue/Edgewood
connection. That way, if residents have questions about our reasons, you will be
able to accurately communicate them. Enclosed is a Resolution Supporting
Connection of Main A venue in Albertville and Edgewood Drive in St. Michael.
Additionally, Albertville is requesting St. Michael's approval of a storm water
pond in St. Michael, to correct a flooding matter in your City. The City of St.
Michael is supportive of this effort and is willing to assist in a full correction. It
makes sense from an efficiency standpoint and the land in St. Michael appears in
many ways to be the best alternative. However, from St. Michael's point of view
there are some drawbacks:
· This will take approximately 15 acres of prime development land, directly
adjacent to two schools, and puts it in tax exempt classification.
· There will also be a loss of development (park dedication, utility and
infrastructure) fees in excess of $200,000.
St Michael has taken the position that we will support the City of Albertville's
request to grade the land and create a storm water pond, if the City of Albertville
is willing to facilitate a connection of Main A venue in Albertville to Edgewood
Drive in St. Michael. It seems a suitable compromise and one that benefits both
Cities.

A Resolution Supporting the Albertville Main A venue Connection to
Edgewood Drive in St. Michael
WHEREAS, the City of Albertville is conducting a public hearing on January 22 to consider
connecting Main A venue in Albertville and Edgewood Drive in St. Michael; and
WHEREAS, the City of St. Michael has requested this connection; and
WHEREAS, the City of St. Michael has secured the right-of-way for Edgewood Drive to the
Albertville border; and
WHEREAS, the City Council of St. Michael wanted to be on record as supporting the
connection.
NOW THEREFORE, BE IT RESOLVED that the City Council of St. Michael, Minnesota,
hereby supports the Albertville Main Avenue connection to Edgewood Drive in St. Michael,
for the following reasons:
1. Albertville's 1996 Comprehensive Plan (attached as exhibit A) showed an extension
of Main A venue south to St. Michael.
2. Traffic Engineers encourage collector road connections at approximately 1/2 mile
spacing, which is the spacing between County Road 19, Main Avenue (Edgewood),
and Barthel Industrial Drive (MacIver).
3. Main A venue is a wide street with sidewalks on either side of the street.
4. It is a good connection for pedestrian access between the communities.
5. Alternative connections are important to relieve County Road 19 congestion.
6. This connection would primarily serve residents and students of the two communities,
by providing a convenient alternate to County Road 19.
7. It is good for the schools and for busing; the STMA School Superintendent supports
the connection and has asked the Albertville City Council to consider it.
8. It provides improved access to Albertville and St. Michael businesses along and
adjacent to the route.
9. Traffic safety concerns can be addressed with traffic calming, and other engineering
measures.
10. It is a logical connection for St Michaelto the 37/19 Collector-Distributor plan, for
which Albertville has requested St. Michael's support

EDGEWOOD DRIVE EXTENSION
As you requested, we have completed a review of the potential extension of Edgewood Drive in the
City of St. Michael between TH 241 and 50th Street, to connect with Main Avenue in the City of
Albertville. This memo provides an overall summary of the impacts that this roadway connection
would have on the adjacent roadway system. Based on our review, the following comments and
recommendations are offered for your consideration.
· Edgewood Drive, in the City of St. Michael is a north-south, low-volume, residential
roadway that extends approximately 112 mile south of TH 241. Main Avenue is a Municipal
State Aid street that runs north-south in the City of Albertville, between 50th Street and
County State Aid Highway (CSAR) 37. The connection of these two roadways would
provide a parallel north-south collector roadway to CSAR 19, which the current
transportation system is lacking. The connection of these two roadways would primarily
serve to connect neighborhoods and adjacent land uses in Albertville and St. Michael without
forcing these trips to CSAH 19.
· As stated, Main Avenue is designed as a collector roadway. The function of a collector
roadway is to connect neighborhoods and minor business concentrations. The recommended
spacing for these types of roadways range from 1/4 to 3/4 mile for fully developed areas, and
1/2 to 1 mile for developing areas. Currently, the spacing between CSAR 19 and MacIver
Avenue, a parallel north/south roadway to the east, is approximately one mile. As this area
continues to develop, the extension of Edgewood Drive is recommended to provide I12-mile
spacingJor these collector roadways.

· Other general considerations for collector roadways include factors such as daily traffic
volumes, traffic control at intersections and land access/driveway spacing. Currently, traffic
volumes on Main Avenue average 4,850 vehicles per day. A preliminary analysis using the
regional model was completed to estimate future traffic volumes on the extension of
Edgewood Drive. It assumes the existing 1-94 interchange configurations and full
development of the Town Center area. The results indicate that the extension of Edgewood
Drive would likely increase traffic volumes on Main Avenue north of 50th Street by
approximately 1,000 to 2,000 vehicles per day, which would be equally distributed in the
north/south direction. The design capacity of a two-lane collector roadway is typically 8,000
to 9,000 vehicles per day. Therefore, with the extension of Edgewood Drive, Main Avenue
would not exceed its design capacity.
· A review of the. regional model and daily traffic volumes indicate that with the Edgewood
extension, only a small percentage of trips north of TH 241 and east of CSAH 19 would use
Edgewood Drive/Main Avenue/CSAH 37 to 1-94. A majority of the traffic to 1-94 from St.
Michael would continue to use TH 241 to the Twin Cities or CSAH 19 to St. Cloud.
Therefore, the extension of Edgewood Drive would not significantly increase the traffic
volumes through the intersection of Main Avenue/CSAH 37 to 1-94.
· Currently, the intersection of Main Avenue/50th Street is a T-intersection with all-way stop
control. With the connection of Edgewood Drive to Main A venue, the intersection may
remain as all-way stop control or may be signalized, depending on the timefrarne and
coinciding traffic volumes. Based on historic crash data, there is not a significant difference
in crash rates between a three-way stop and a four-way stop controlled intersection, since
both are operating with all-way stop control and fairly low volumes. While conflicting
movements are likely to increase with a four-way stop, which generally does lead to
increased crash potential, adding the collector connection will reduce the circuitous pattern of
trips in the area and will result in fewer crashes overall.
· Driveway access spacing is also a consideration with various types of roadways. Collector
roadways are designed to balance the movement of through traffic on a roadway and the use
of the street for access, parking, etc, While we haven't seen specific layouts for this
connection, the current and future access of this route would not be inconsistent with the
intended function of the roadway.
· There is currently a primary school located on Main Avenue, north of 50th Street. Based on
information from the City of St. Michael, we understand that the students are predominately
bussed to this school. However, school zone and traffic calming techniques could be
implemented to address any potential safety issues. Traffic calming measures (i.e. bump-
outs, etc.) could be used at other locations along Main Avenue as well to improve the
walkability and increase safety along this roadway.

A RESOLUTION MAKING APPOINTMENTS TO
CORPORATE AUTHORIZED SIGNERS FOR THE
CITY OF ALBERTVILLE FOR THE YEAR 2007
WHEREAS, it is the policy of the Albertville City Council to make annual appointments to
assign individuals as corporate authorized signers for the city government at the beginning of
each year.
WHEREAS, these individuals are authorized to invest for the city during the year in the best
interest of the city.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Albertville,
County of Wright, State of Minnesota, establishes the following:

Re: Golf Carts on City Streets
This memo is in response to the City's request for information on allowing
golf carts on public roads. State law gives cities the authority to regulate
motorized golf carts. Such regulations must be consistent with state law
requirements and must be enacted by ordinance.
Minn. Stat. S 169.045 gives cities the power to authorize the operation of
golf carts. Authorization to operate a golf cart is by permit only. A broad
ordinance authorizing golf cart use is not allowed.
A golf cart ordinance must contain the following provisions:
o Designate the roadways to be used.
o Prescribe the fonn of the application for the permit.
o Require evidence of insurance.
o Limit use to between sunrise and sunset.
o Require the display of the slow moving vehicle emblem.
o Prohibit operation in inclement weather or when visibility is
impaired.
o As well as any other conditions the City may wish to add.
Permits can only be valid for one year, and may be annually renewed. The
permit can be revoked at any time if there is evidence that the permittee
cannot safely operate the golf cart. The City may require the applicant

submit a certificate signed by a physician that the applicant is able to
safely operate a motorized golf cart on the roadways designated.
Although golf carts are required to follow applicable traffic laws, there
appears to be the possibility of safety concerns if they were to be allowed
throughout the City. I recommend that golf cart use be limited to areas
close to a golf course, for the purpose of travel to and from the golf course,
perhaps measured in a certain amount of feet from the golf course
property. I also recommend that permitted golf cart drivers be required to
have a state-issued driver's license.

169.045 SPECIAL VEHICLE USE ON ROADWAY.
Subdivision 1. Designation of roadway, permit. The governing body of any county, home
rule charter or statutory city, or town may by ordinance authorize the operation of motorized
golf carts, or four-wheel all-terrain vehicles, on designated roadways or portions thereof under
its jurisdiction. Authorization to operate a motorized golf cart or four-wheel all-terrain vehicle
is by permit only. For purposes of this section, a four-wheel all-terrain vehicle is a motorized
flotation-tired vehicle with four Jow-pressure tires that is limited in engine displacement of less
than 800 cubic centimeters and total dry weight Jess than 600 pounds,
Subd. 2. Ordinance. The ordinance shall designate the roadways, prescribe the form of the
application for the permit, require evidence of insurance complying with the provisions of section
65B.48. subdivision 5 and may prescribe conditions, not inconsistent with the provisions of this
section, under which a permit may be granted. Permits may be granted for a period of not to-
exceed one year, and may be annually renewed, A permit may be revoked at any time if there is
evidence that the permittee cannot safely operate the motorized golf cart or four-wheel all-terrain
vehicle on the designated roadways, The ordinance may require, as a condition to obtaining a
permit, that the applicant submit a certificate signed by a physician that the applicant is able to
safely operate a motorized golf cart or four-wheel all-terrain vehicle on the roadways designated.
Subd. 3. Times of operation. Motorized golf carts and four-wheel all-terrain vehicles may
only be operated on designated roadways from sunrise to sunset. They shall not be operated in
inclement weather or when visibility is impaired by weather, smoke, fog or other conditions, or at
any time when there is insufficient light to clearly see persons and vehicles on the roadway at a
distance of 500 feet.
Subd, 4, Slow-moving vehicle emblem. Motorized golf carts shall display the slow-moving
vehicle emblem provided for in section 169,522, when operated on designated roadways.
Subd. 5, Crossing intersecting highways. The operator, under permit, of a motorized golf
cart or four-wheel all-terrain vehicle may cross any street or highway intersecting a designated
roadway,
Subd, 6. Application oftraffic laws. Every person operating a motorized golf cart or
four-wheel all-terrain vehicle under permit on designated roadways has all the rights arid duties
applicable to the driver of any other vehicle under the provisions of this chapter, except when
those provisions cannot reasonably be applied to motorized golf carts or four-wheel all-terrain
vehicles and except as otherwise specifically provided in subdivision 7.
Subd. 7, Nonapplication of certain laws. The provisions of chapter 171, are not applicable
to persons operating motorized golf carts or four-wheel all-terrain vehicles under permit on
designated roadways pursuant to this section. Except for the requirements of section 169.70, the
provisions of this chapter relating to equipment on vehicles is not applicable to motorized golf
carts or four-wheel all-terrain vehicles operating, under permit, on designated roadways.
Subd, 8. Insurance. In the event persons operating a motorized golf cart or four-wheel,
all-terrain vehicle under this section cannot obtain liability insurance in the private market, that
person may purchase automobile insurance, including no-fault coverage, from the Minnesota
Automobile Assigned Risk Plan at a rate to be determined by the commissioner of commerce,

Subd, 5. Motorcycle coverage. (a) Every owner of a motorcycle registered or required to be
registered in this state or operated in this state by the owner or with the owner's permission shall
provide and maintain security for the payment of tort liabilities arising out of the maintenance or
use of the motorcycle in this state, Security may be provided by a contract of liability insurance
complying with section 65B.49. subdivision 3, or by qualifying as a self insurer in the manner
provided in subdivision 3.
(b) At the time an application for motorcycle insurance without personal injury protection
coverage is completed, there must be attached to the application a separate form containing a
written notice in at least lO-point bold type, if printed, or in capital letters, if typewritten that
states:
"Under Minnesota law, a policy of motorcycle coverage issued in the State of Minnesota
must provide liability coverage only, and there is no requirement that the policy provide
personal injury protection (PIP) coverage in the case of injury sustained by the insured.
No PIP coverage provided by an automobile insurance policy you may have in force will
extend to provide coverage in the event of a motorcycle accident."
169.70 REAR VIEW MIRROR.
" Every motor vehicle which is so constructed, loaded or connected with another vehicle as

AN ORDINANCE REGULATING THE USE OF MOTORIZED GOLF CARTS
AND ALL TERRAIN VEHICLES (ATV'S) ON CITY STREETS
The City Council of the City of Stewart, Minnesota approves the regulating of all
motorized golf carts and all terrain vehicles (ATVs) on City streets.
THE CITY COUNCIL OF THE CITY OF STEWART, MINNESOTA, ORDAINS:
SECTION 1: ELIGIBILITY FOR A PERMIT
To be eligible for a golf cart or ATV permit, the applicant must have a valid driver's
license or a physician's statement deeming the applicant capable of operating a golf cart
or ATV prior to issuance of a permit, No permit may be issued to an individual whose
driver's license at the time of application has been suspended or revoked, pursuant to the
provisions ofM,S. 169.
The City Council shall authorize the issuing of all permits by the City Clerk. The City
Council has determined that all city streets excluding Highway 212 or otherwise known
as South Street are permissible roadways for the operation of golf carts or A TV s. The
hours of operation shall be more restrictive than State Statute and deemed necessary for
public safety reasons and the City Council may recommend the denial of a permit if the
: applicant's driving status is revoked, suspended or cancelled for prior violations. The
City of Stewart's law enforcement agency may revoke a permit at any time upon finding
that the holder has violated any of the provisions of this Ordinance or Chapter 169 of MN
Statutes, or if there is any evidence that the permit holder cannot safely operate the
motorized golf cart or A TV.
SECTION 2: REQUIREMENTS
Every application for a permit shall be made on a form supplied by the City and shall
contain the information listed below. All permits shall be issued for a specific golf cart or
A TV and a specific owner, who must be 18 year of age or older. A permit sticker shall be
placed on the rear left fender of the vehicle, indicating the number and year for which
issued. The cost of each sticker is $15.00.
A. All motorized golf carts or A TV s owners must carry liability insurance at
all times when operating on a public street or roadway. A certificate of
insurance must be provided at the time of permit application.
B. Name and address of applicant, and current driver's license or reason for
not having a current license is required.
C, lfthe Applicant does not possess a valid Driver's License, as a condition
of obtaining a permit, the applicant may be required to submit a
physician's certificate stating the applicant is able to safely operate a
motorized golf cart or ATV on designated streets or roadways.
D. Annual permit fee shall be determined by the Stewart City Council and
must be paid prior to issuance of permit. The permit fee may be adjusted
upon anriual review by the Council.

We adopted a golf cart ordinance last year. We decided to allow everyone to drive a golf cart and to not
distinguish between medical necessity and merely traveling. MN law does address golf cart use; I am
not sure of that State Statute but you may want to look at the State regulations. We had a couple
residents claim that we could not legally allow golf carts to drive on City streets, which is incorrect. All
golf cait operators must have their golf cart insured and have to agree to certain policies that are outlined
in the application. Golf carts are licensed annually; our permit fee is $15.00. They are given a sticker to
place on their golf cart as proof of purchase.
