PRESENT: Mayor John Olson, Councilmembers LeRoy Berning, Keith Franklin, Scott
Wallace, and John Vetsch, City Engineer Peter Carlson, City Attorney Mike Couri, and
City Administrator Linda Goeb
Mayor Olson called the regular meeting of the Albertville City Council to order.
The agenda was amended by adding the following:

Workshop Schedule
Wallace made a motion to adopt the agenda as amended. Berning seconded the motion.
All voted aye.
Franklin made a motion to approve the minutes of the August 20, 2001, meeting as
amended. Wallace seconded the motion. All voted aye.
Mayor Olson asked if anyone wished to address the Council under Citizen Forum.
Paul Schumacher with the Albertville Villians was present to talk about the Albertville ball
fields. He talked about the sod and fencing. The Villians would be willing to help out
with laying the sod or installing the fence.
Vetsch made a motion to purchase sod not to exceed the cost of $700 and the Albertville
Villians will provide the labor. Franklin seconded the motion. All voted aye.
It was brought up at the meeting about placing advertising signs on the ballfield fences.
City Administrator will check the Ordinance regarding advertising signs.
The City will hold off until Spring 2002 to install fencing. It will be discussed at the next
City Council meeting.
Lee and Marlene Kasper asked the Council if they would consider berming or a tree line
between the Barthel property and the Kasper's. They want a 100' of screening.

The Council directed Tim Guimont to get prices on 8' trees, privacy fencing or any other
options.
John Olson brought before the Council the Karston Cove Addition. There are twelve (12)
owners in the Karston Cove Addition where Eagle Crest has not responded to problems.
The City Attorney will check the Developer's Agreement regarding the issues.
The administrator was directed to send a letter to the Department of Commerce including
copies of letters from the Karston Cove property owners. She will also check if the builder
is required to be bonded and, if so, to determine if there is means to make a claim on the
bond for the cost of the repairs.
Berning made a motion to remove check numbers 15029, 15034, 15040, and 15054 from
the Consent Agenda.
Franklin made a motion to approve the remaining portion of the Consent Agenda. Berning
seconded the motion. All voted aye.
City Engineer updated the Council regarding the drainage issue on 53rd Street NE. The
cost involved would be $700 with in-house drainage. The depths are sufficient so City
employees could do the work. The property owner was present and agreed to restore the
lawn himself.
Berning made a motion to approve the having the Public Works Department install the tile
at a cost not to exceed $700 with the property owner completing the restoration of the
lawn. Wallace seconded the motion. All voted aye.
Franklin made a motion to use an intra fund loan from SAC fund to purchase the Fire
Truck, contingent KDV review of health of fund. Berning seconded the motion. All voted
aye. City Administrator will report on the Intra Fund Loan at the next meeting.
Public Works Supervisor Guimont has been getting prices on sidewalks between 53rd and
54th Street.
Wallace made a motion to approve the installation of additional streetlights at 10780-
10760 57th Street, 10208-10202 Karston Avenue, 6026-6040 Kalland Circle, 11548-11564
53rd Street, 10670-10662 Karston Avenue, and 10628-10610 56th Street. Vetsch seconded
the motion. All voted aye.
Franklin made a motion for the City Attorney to send a certified letter regarding vehicles
on property - state they will be towed at $45 charge per vehicle if they don't take care of
the situation by October 1 st. Wallace seconded the motion. All voted aye.

Franklin made a motion to accept the Public Works Report as presented. Berning
seconded the motion. All voted aye.
Berning made a motion to accept the WWTF Report as presented. Vetsch seconded the
motion. All voted aye.
Vetsch made a motion to approve the contract for the sludge removal at a total cost
between $2,000-$2,800 and in December 2002 - PCA will require a follow-up report by
operation at a cost of $800. Wallace seconded the motion. All voted aye.
Vetsch made a motion to approve the 30-day extension on the WWTF Plant. Wallace
seconded the motion. All voted aye.
Berning made a motion to authorize obtaining bids for Savitski Lift Station for a control
panel with a delivery date of February 15, 2002. Wallace seconded the motion. All voted
aye.
City Engineer Carlson reported that he had some traffic count numbers, but he would have
more information for discussion at the next meeting.
Vetsch made a motion to have the engineer send a letter to the property owner along
County Road 37 requiring him to correct the drainage problems on the property within two
weeks. Franklin seconded the motion. All voted aye.
Berning made a motion to adopt a policy requiring that streetlights be placed on both sides
of major intersections. Franklin seconded the motion. All voted aye.
Vetsch made a motion to approve the Vernon Style street lighting for the Towne Lakes
development, as requested by the developer. Wallace seconded the motion. All voted aye.
The Council set a Workshop Meeting for Tuesday, September 25th at 7:00 p.m. Items for
the agenda are: Ramp on I-94; Zoning on County Road 19; County Road 37 upgrade;
Auditor delegating authority.
Berning made a motion to approve check number 15029, 15034, 15040, and 15054.
Franklin seconded the motion. All voted aye.
The Council discussed the preliminary levy. City Administrator recommended that the
preliminary be set increased to a level closer to the levy limit level. The final levy can be
reduced in December should the Council wish, but it can not be adjusted upward. Since
this is the first year to experience the effects of the new property tax laws, no one exactly

yet understands the entire effect of the changes. The additional funds preliminarily levied
could be used for additional capital projects.
Franklin made a motion to set the preliminary levy at for the General Fund at $1,168,822
and the Debt Service levy at $174,606. Wallace seconded the motion. Franklin, Wallace,
Berning, and Vetsch voted aye. Olson voted no. The motion carried.
Wallace made a motion to adjourn at 9:35 PM. Berning seconded the motion. All voted
aye.

RETIREMENT BENEFIT FOR THE ALBERTVILLE
VOLUNTEER FIRE DEPARTMENT
EFFECTIVE JANUARY 1, 2002
WHEREAS, the City Council of the City of Albertville is desirous of
increasing the annual rent benefit for the Albertville Fire Department
effective January 1, 2002; and
WHEREAS, the City Council is committed to contribute $900 as the 2002
municipal contribution to the Albertville Fire Relief Association.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City
of Albertville hereby establishes the retirement benefit of the Albertville Fire
Relief Association at $900 per year of service for all members based on their years
of service as active Fire Department members

SUBJECT: Public Works/Parks Maintenance Report
PUBLIC WORKS BUILDING — We need to purchase a few items for the shop to comply with
OSHA Regulations.
• Fire Proof container to hold such items as spray paint, paint thinners, solvents, oil
base paints and gas cans. The cost for a small 43" x 44" container would cost
$460.88.
• An emergency eye wash station. We can buy a portable one, which is the size we
need for $228.50.
• Oily waste can to put our used rags in to prevent self -combustion. The price for a
six-gallon can is $49.55.
The total price of these items is $738.85 plus tax. I checked other catalogs and Direct
Safety had the best price. The funds could come from Public Works Building Maintenance
Dept.
These fixtures are not permanent, but are portable. If we were to move to a new building
we could move them.
Main Avenue/Street sidewalk from 541h Street to 53rd Street. I solicited quotes for this
project. Two called back and said they didn't want to bid.
I received a bid from French Lake Curb Company for $5,656 and one from Dan Dun
Combe Concrete for $6,588.
I talked to Dave from French Lake Curb Company he thinks he can get the project this fall.
To save money — the City will be taking care of the cleanup for the project.

PAS - Two benches have bee placed in the playground at Four Season's Park.
The Lion's Club has donated funds to paint the City and Lion's Park Shelters. We hope to
complete this by fall 2001.
STREET - A `STOP' sign has been placed at the intersection of Lambert Avenue and 57`'
Street. One has also been placed at the intersection of Lachman Avenue and 57`h Street.
We have been painting crosswalks and curbs throughout Albertville. Also have been marking
catch basins.
53"d Street, weather permitting, we will have finished the drain tile at 11047 53rd Street by the
week of September 24, 2001.
BAELML PRAO RRTY - I estimated the amount we wish to cover for screening purposes is
about 100'. This area would be best cover by two (2) rows of trees 10' apart. That would take
approximately 20 trees.
Midwest Landscaping in Otsego gave me prices as follows for scotch pines. Five-foot trees for
$78.50 and six-foot trees for $92.00. The city would have to pick up the trees and plant them.
I found some six — eight foot scotch and norway pines that we can purchase from a field in
Otsego for $15.00 plus a moving cost of $60.00 per tree. This would bring the cost of $75.00 per
tree which includes delivery and planting. The final cost for twenty (20) trees would be $1,500.
The price for a six foot high green treated privacy fence to cover the 100' distance is about $423
without installation. The city would doing the installing.

SUBJECT: Wastewater Treatment Facility Report
Minnesota Pollution Control Agency was out on the 7th of September. I gave them a tour
and they had no negative comments.
On September 1 Oth we put the new Lift Station at the plant on line. On September 12th
the controls system for the entire plant failed, this includes the Lift Station. We had a
backup, we didn't get any basement wet, but we overflowed a manhole on 62°d Street
near Towne Lakes. I took all appropriate actions by calling MPCA. Since then we have
fixed the controller and put two alarm fail safes on it.
We have started running the new Treatment Plant on the 14th of September. It seems to
be working very well; the water leaving the plant looks very good, better than usual. We
are continuing to work several bugs out of the system. We have had a lot of pump
problems.
The monthly report for August 2001 is completed and is available for reviewing. There
were no problems with the samples: They met the requirements. The letter sent to MPCA
on the notice of violation a copy of the letter is attached.

On behalf of the City of Albertville we submit the following response to the Notice of Violation
included with your letter dated August 17, 2001. The current WWTP operator of record began
working with the City of Albertville in January 2000 shortly before the City began construction of
the WWTP upgrade that is currently being completed. In general the upgraded facility is expected
to alleviate the problems contributing to the violations noted by the MPCA staff. One issue is the
plant flows exceed the design capacity following rainfall events. Another problem is that the
chemical feed system is not flow -paced and must be manually adjusted in response to changes in
flow rate. As described below, the flow to the chemical feed system will be much more consistent
following the startup of the new treatment system.
Reviewing the periods when the violations occurred, it is evident that high flows directly affected
the plant performance and the chemical phosphorus removal system during the violations noted for
April 2001. The April 2001 monthly average influent flow was 25% over the design capacity and
the monthly average effluent flow was 38% over the design capacity. The effluent flow rate on the
day the noted violations occurred was 2.1 times the design capacity. Likewise the violations noted
in May 1999 occurred during a 15-day period when the effluent flow rate ranged from 0.321 mgd to
0.437 mgd.
Most of the violations noted were marginally over the permit limits with the violation noted in
January 2001 being basically compliant considering testing accuracy. In addition the violations in
October 2000 and January 2001 were in compliance with the weekly and the monthly pollutant
loading limits of 1.8 kg/d and 1.2 kg/d, respectively.
The new treatment system is an extended aeration activated sludge system that includes an
oxidation ditch with a hydraulic detention time of 24 hours at design flow. The oxidation ditch
system has been proven to be able to absorb flow surges while maintaining proper treatment. With
the addition of the activated sludge system, the flow and loading to the pond system will be reduced
which will free up capacity to absorb wet weather flows. This will create a much more consistent
flow from the ponds to the chemical feed system.

The new treatment system also includes biological phosphorus removal facilities that should reduce
the load on the chemical treatment system. The chemical treatment facilities will remain in
operation to treat the pond effluent and to provide backup for the biological phosphorus treatment
system. The new treatment system will be put into operation by September 17.
The City recognized that the existing treatment system was inadequate for the City's wastewater
needs and implemented the design and construction of a treatment plant upgrade. This upgrade will
be put into operation this month and will be totally completed by December 2001. The upgrade is
expected to alleviate the problems contributing to the violations.

At the staff meeting this week we received the attached sketch xlans for the
property located on the northeast comer of County Road 19 and 50 Street. The
plans include a mix of commercial development along the County Road 19
frontage and then three options for attached residential development on the east
side of the plan.
The property is currently zoned B-2 and R-1. Any of the three options would
require rezoning of a portion of the site for the type of residential development
proposed.
The first plan indicates 100 townhouse units that are constructed in blocks with
front loaded tuck -under garages, one single family lot fronting on 500' Street and
the multi use commercial area.
The second plan is the same as the first except it proposes 68 townhouses in 4
unit buildings that are identified as senior rental units.
The third plan is the same as the other two except it identifies a 100-unit senior
rental building that is three stories of_housing over one level of garage.
Staff suggested that the developer review the concepts with the City Council prior
to proceeding with a submittal in order to determine which option, if any, may be
acceptable based on the rezoning.

Currently the City does not have a generator to run any of the existing lift stations in case of a
power outage. A generator was part of the bid package prepared for the Savitski and Towne
Lakes Lift Stations. Since the bid process was delayed for the lift station project, bids were
obtained for just the emergency generator. Three bids were received from the following:
1. Interstate Power Systems $35,932.00
2. Ziegler Power Systems $36,663.00
3. Cummins North Central $45,249.00
These bids do not include sales tax. I have reviewed the bids and our electrical engineer has also
reviewed equipment specifications submitted with each bid. All the bidders equipment complied
with the city specifications. Therefore, I recommend the City award the bid to Interstate Power
Systems.

The prices are in US Dollars and are valid for 30 days. Any applicable taxes are not included. Standard freight costs are
included, FOB job -site on the truck. Unloading and placement are the responsibility of the installing contractor and/or
buyer.
This quotation does not include any engineering, installation materials or labor. Activities or items such as
interconnection wiring, fuel for testing, concrete pads, or hard piping of any kind, etc. are the responsibility of the
installing contractor, unless they are listed in the Bill of material.
Delivery is approximately 90 days after receipt of approved submittal drawings.
Payment terms are net 30 days on approved credit. All payments to be made in cash or approved check. If credit card
payment is preferred, add 3% to the quote price.
All CUMMINS/ONAN products are covered by a Limited Warranty that has a coverage period for one year from the date
of start-up, unless otherwise noted in the quotation. If required, extended warranty can be purchased at a nominal
charge. All non-CUMMINS/ONAN products are covered by their respective Manufactures Limited Warranties.
We include One (1) set of O & M manuals for this project unless otherwise noted.
In no event is CUMMINS NORTH CENTRAL INC. liable for incidental or consequential damages caused by products

Wright County
We have completed an engineering and traffic investigation to determine a reasonable and safe speed limit fir County
State Aid Highway (C.S.A.H.) 19 between C.S.A.H. 20 in the City of Hanovcr and C.S.A.H. 39. This study was
conducted as requested in a resolution passed by Wright County Board of Commissioners, dated May 9, 2000. The
county initiated this study, due to the reconstruction of C.S.A.H. 19 in Albertville and the opening of an outlet mail
near Albertville. If you agree with our recommendation, please forward a speed limit authorization to Wright County.
Based on investigation results, we recommend the following change to the speed limits for C.S.A.H. 19,
30 MPH between the county tine (City of Hanover) and a point approximately 750 feet /
south of County Road 34.
Statutory between a point approximately 750 feet south of County Road 34' and a point approximately
350 feet north of 32nd Street N.E. in St. Michael,
30 MPH between a point approximately 350 feet north of 32nd Street in St. Michael and a point
approximately 950 feet north of Trunk Highway 241 in St. Michael.
40 MPH between a point approximately 950 feet north of Trunk Highway 241 in St. Michael
and C.S.A.H. 35.
Statutory between C_S.A.H. 35 and a point approximately 600 feet south of C.S.A.H. 37.
40 MPH between a point approximately 600 feet south of C.S.A.H. 37 and a point approximately 1475 feet
north of the westbound 1-94 on ramp.
Statutory between a point approximately 1475 feet north of westbound I-94 on ramp and C_S.A.H_ 39.
This county road was last studied in May of 1998. Since that time an outlet mall north of 194 and a signal system just
south of I-94 at C.S.A.H. 37 have been constructed. Access to the outlet mall is via C.S.A.H. 19. This additional
vehicle traffic and corresponding signal instailationwith raised concrete median have slowed speeds in this area near
I-94. A speed check taken in the reconstructed area near 1-94 shows 85th percentile speeds of 43 mph with a high
percentage of vehicles in the 10 mph pace. Due to the good distribution of vehicles in the 10 mph pace and the test
runs we feel confident that a 40 mph zone is proper for the reconstructed area.
A speed check taken in the statutory zone north of C.S.A.H. 35 shows 85th percentile speeds of 57 mph and 55 mph
for NB and SB movements_ The remaining sections of the entire roadway were reviewed and determined to be
properly zoned in accordznce with the previous authorization.

As requested by County Resolution Number 00-19, dated May 9, 2000, attached is
authorization to erect the appropriate signs designating the reasonable and safe speeds
on County State Aid Highway 19.
Please keep this authorization in your permanent files, we have our necessary copies.
Erection of signs shall be in conformance with the 1991 Minnesota Manual on Uniform
Traffic Control Devices. Note the contingency on the authorizations. This must be met
before the regulatory speed limit signs are erected or changed.
After reviewing the traffic study report, I concur with the District's recommendation to
• rely on the statutory speeds described in MS 169.14 for those 3 sections of County State
Aid Highway 19 between a point approximately 750' South of the intersection with
County Road 34 and a point approximately 350 feet North of the intersection with 321
Street Northeast, between the intersection with County State Aid Highway 35 and a
point approximately 600 feet South of the intersection with County State Aid Highway
37, and between a point approximately 1475 feet North of the intersection with the I-94
Westbound on ramp and the intersection with County State Aid Highway 39.

Thank you for this most challenging assignment to determine the value of the above
referenced parcel. I have researched recent lot parcel sales in the Albertville/Saint
Michael market area. I have discussed the subject and market influences with various
governmental officials and various knowledgeable persons in order to obtain my findings.
I have analyzed the subject and analyzed the comparable sales to arrive at the conclusions
that I herewith suggest in this report.
First of all, the County Assessor's Office appears to have some incorrect information in
its records indicating that the parcel contains some 0.90 acres. Officials from that office
maintain that the parcel is 160' x 21 F = 33,760 sf which is only 0.775 acre. In
reviewing a survey of the adjacent land to the west done by Meyer-Rohlin, Inc. of
Buffalo and consulting with the owner, Donatus Vetsch, it quite likely appears that the
subject's dimensions are 151 W&E x 135N&S. This yields an area of 20385sf or say
0.47 acre. This seems logical from the plat supplied by the City. It does appear;
however, that it may be a good idea for the city to have the lot surveyed if it has not been
done previously.
It is my understanding that the city requires lots to be 15,000 sf in size with at least 100
feet of street frontage to be considered as legal building sites. Based on current market
data, it appears that average home building sites in Albertville cost in the ranges of
$40,000 in the Albertville area at the present time. The subject lot is larger than an
average city lot, is located in a generally average valued neighborhood and does suffer
from a negative value influence of a railroad ROW at its rear. It is my understanding
that trains travel here about once per week and then only to supply materials to a couple
companies in Albertville and Monticello. There does appear to be some consideration
being given to establishing commuter train transportation between Metro Twin Cities and
St. Cloud at some unknown eventual time. Due to the growing gridlock on the Freeway,
this plan appears inevitable sometime in the future to some. At an rate it, seems fitting
that most "would be" Purchasers of the subject lot would consider the train influence on
the value of the subject parcel. In seems to me that the subject's large size is countered
by the railroad influence and the average valued neighborhood.
I have researched sales of parcels in the Albertville/St. Michael and have made
adjustments in the grid analysis attached for differences. I have attached various
pertinent material to this report. Based on my research, findings and analysis, I am
inclined to ascribe a derived value of the subject at $ 39,900.
