PRESENT: Mayor John Olson, Councilmembers LeRoy Berning, Scott Wallace,
and John Vetsch, City Engineer Peter Carlson and City Administrator -Clerk Linda Goeb
Mayor Olson called the regular meeting of the Albertville City Council to order.
The agenda was amended as follows:
• Add Item 6e(4) — Fencing along 57th
Berning made a motion to approve the agenda as amended. Vetsch seconded the motion. All
voted aye.
Vetsch made a motion to approve the minutes of the January 16, 2001, regular
meeting as presented. Berning seconded the motion. All voted aye.
Mayor Olsen asked if anyone present wished to address the Council under the Citizen
Forum portion of the agenda. No one addressed the Council.
Check #'s 14059, 14064, 10466, 10470, 14272, 14078, 14082, 14087, 14088, 14096,
10498 and 14103 were pulled from the Consent Agenda.
Vetsch made a motion to approve payment of the checks with the above exceptions.
Wallace seconded the motion. All voted aye.
Vetsch made a motion to approve the 2001 contract for building inspection services
with Diversified Inspection Services. Wallace seconded the motion. All voted aye.
Vetsch made a motion to approve the 2001 contract for curbside recycling with Wright
Recycling. Wallace seconded the motion. All voted aye.
Scott Potter, representing Nextel, made a presentation on the Motorola two-way
radio/cell phone that other businesses are using for quicker and easier communication
between employees. The proposal that staff recommends includes ten phones —seven for
employees, one for the building inspector, one for the engineering inspector, and one for the
mayor. Potter explained that he will credit the City's service account for the cost of the
phones. The calling plan the staff recommends allows for both two-way radio communication
and cell phone service for $40 per month.
The Council directed staff to determine if the two-way radios the City owns could be
sold back to the company they were purchased from and to determine the cost difference
between the Nextel phones and what the City is currently paying.
Bob Thistle, representing Springsted, Inc., introduced Paul Steinman, Springsted's
Economic Development and Housing specialist. Thistle is concerned that the Council has

appointed two financial advisors and feels his firm has performed well for the City over the
years and should be the only financial advisor the City needs.
Vetsch made a motion to approve the Public Works/Parks report. Wallace seconded
the motion. All voted aye.

Berning nominated Keith Franklin to fill the vacant Council seat. There were no other
nominations.
Olson and Berning voted to appoint Franklin. Wallace voted no, stating he would
rather meet with each of the other interested candidates before making an appointment.
Vetsch abstained.
Berning again nominated Franklin to fill the vacant Council seat. There were no other
nominations. Olson, Berning and Vetsch voted to adopt RESOLUTION #2001-3 titled A
RESOLUTION APPOINTING KEITH FRANKLIN TO THE CITY COUNCIL.
Wallace abstained. The motion carried.
Wallace and Franklin were appointed to the Finance Committee. Vetsch and Franklin
were appointed to the Public Works Committee. Franklin was appointed as alternate to the
Planning Commission and Wallace was appointed as alternate to the Joint Powers Water
Board. Olson and Franklin were appointed to the committee working with the owners of the
properties adjacent to the City's property located north of the freeway.
The fencing along 57`" Street by the Cottages of Albertville is still up. Linda was
directed to contact the Townhouse Association to have the fence taken down.
After reviewing the claims, Berning made a motion to approve payment of the checks
pulled from the Consent Agenda. Franklin seconded the motion. All voted aye.
Franklin made a motion to adjourn at 8:30 PM. Berning seconded the motion. All
voted aye.

SUBJECT: Public Works/Parks Maintenance Report
Buiiding — The garage doors at the public Works Building have been installed. We blew
12' of insulation in the shop attic. Most of the building has been painted..
The roof and sofit has been repaired on the Barthel's garage.
Streets — I have ordered and received the signage for 50* Street and 57`" Street. They
should go up this week.
Would like to purchase a 2001 Chev %z 2WD pickup at a cost of $13,255 plus tax. This
would be from Hinckley Chev and the state bid contract.

The City now has three pagers and two cell phones for the maintenance
• department. (We have not yet purchased a pager or a cell phone for the newest Public
Works employee, pending the decision on the purchase of the Nextel system.) Monthly
service cost for the cell phones and the pagers is $81, or $27 per employee.
All the maintenance vehicles have a two way radios installed with the exception
of the new loader. Tim has gotten a quote for $770 to install a radio in that unit. The
disadvantage of those radios is they are usable only when someone is inside the vehicle.
Tim contacted the company the two-way radios were purchased from and they
will buy five radios back from the City for $150 each, for a total of $750.
Both the building inspector and the engineering inspector will pay the City for the
monthly service on their phones.
Each employee's department has ample funds in the 2001 budget in the Furniture
and Equipment line items to cover the costs of the monthly services.

BACKGROUND
Dynamic Designs Land Co. (Dynamics) has submitted a concept plan for property they
rown at the southwest intersection of 57th Street and Lambert Street.
The property is currently zoned R-1 and could accommodate approximately four single-
family homes that meet all zoning regulations such as lot size and setbacks.

Dynamics is proposing to request a rezoning of the site to R-4, PUD to allow construction
of 14 townhome units. They have submitted a sketch plan to determine the acceptability
of such a rezoning.
The development would include construction of single level townhomes for seniors 55 and
older.
A summary of the major points of the project prepared by Dynamics is attached.

A brief review of the site raised the following concerns:
• Perimeter setbacks for structures shall be met and they are:
30' rear yard
35' front yard
20' side yard/corner
As it is designed the setbacks are met and construction of porches on the units
would meet setbacks if property located.
No parking is permitted within the front yard area, which is 35 feet adjacent to 57th
Street.
Required parking is two enclosed spaces per unit with a minimum garage size of
480 square feet. The site currently depicts each unit with an attached garage,
although they scale at less than 480 square feet, plus parking spaces behind the
garages. In addition, 14 guest stalls are shown on the plan, although some would
need to be removed to meet setbacks.
Screening of the site would be required in the area behind Lots 5-8, which abut a
single-family residence. In addition, parking areas containing more than five stalls
require screening from a public road.
These comments are based on very general information. More detailed plans may reveal
other issues not addressed herein.
RECOMMENDATION
Rezoning of the site is a policy decision to be made by the City Council. As part of a
rezoning action, a site plan should be submitted that addresses the ordinance, including
comments contained herein.
Staff believes the concept of senior housing would work well in this location. The Planning
Commission discussed the concept plan and felt that it was too many units on a two acre
site. They also discussed the unit size and the amount of pavement proposed. They
generally favored the idea of some type of senior housing in this location.

uses such as, commercial, residential, and a church. The total acreage of the site is
approximately 2 acres. Based on researching various senior use facilities, the most
feasible senior use would be owner occupied single level town -homes. Other care
facilities would require higher density and more land.
Albertville's Comprehensive Land Use Plan discusses the need for senior housing in order
to create opportunities for residents who want to continue to live in town during their
golden years. After speaking with community members and staff, it sounds as if this is still
a community priority.
Enclosed please find a concept plan for single level senior town -homes that would be
owner occupied by Seniors 55 & Older. The layout has a generous amount of green
space and off street parking to accommodate the site that will help provide an excellent
location for senior living. Furthermore, a Homeowner's Association will be created that
will ensure the continued care of the grounds and building exteriors making it an
attractive amenity to the central city.
Upon favorable concept review by the city, Dynamics Design & Land Company would
prepare the necessary subdivision application and legal documents for this project.
Christian Builders would then construct the senior town -homes for sale.
We have presented this concept to the Planning Commission on January 9th and made
several changes per their input. We would appreciate the Council's input toward this
proposal as well.

Conditional Use Permit for Gas Sales

BACKGROUND
• Casey's General Store has submitted as application for Conditional Use Permit and Site
Plan review to allow the construction of a convenience and gas facility to be located on
the northwest corner of County Road 19 and 57"' Street NE.
The site is zoned B-3, Highway Commercial and is approximately 1.2 acres in size. The
proposed use is subject to a Conditional Use Permit in the B-3 zone. The
Comprehensive Plan guides this area for Commercial Development.
The Final Plat creating this site has previously been approved by the City and has been
recorded.
As part of the public hearing an adjacent neighbor asked if fencing was to be installed
along the eastern property line. The files do not indicate that a fence was required.
However, a condition of approval was attached to the plat that the existing trees and
berming on the lot adjacent to the residential land would remain. This plan does not
affect the berm.

EXECUTIVE SUMMARY
Issues Analysis
Zoning. The property is zoned B-3, Highway Commercial which allows convenience
stores as a permitted use. However, Motor vehicle fuel sales is a conditional use (CUP)
with the B-3 District. A CUP for vehicle fuel sales maybe approved provided that:
1.
The architectural appearance and functional plan of the building and site shall
not be so dissimilar to the existing buildings or area as to cause impairment in
property values or constitute a blighting influence within a reasonable
distance of the lot. Staff is recommending that the building be finished
on all four sides and revised plans have been submitted to address this.
2.
The entire site other than that taken up by a building, structure or plantings
shall be surfaced with blacktop or concrete to control dust and drainage,
which is subject to the approval of the City Engineer. This provision is met.
3.
A minimum lot area of 20,000 square feet and minimum lot width of 150 feet.
The lot is 53,814 square feet in size with a width of 225.7 feet.
4.
A drainage system subject to the approval of the City Engineer shall be
installed. System is subject to the City Engineer review and comment.
5.
The lighting shall be accomplished in such a way as to have no direct source
of light visible from adjacent land in residential use or from the public right-of-
way and shall be in compliance with Section 1000.10 of this chapter. The
lighting plan indicates that this provision is met
6.
Wherever fuel pumps are to be installed, pump islands shall be installed.

7.
At the boundaries of a residential district, a strip of not less than five feet shall
be landscaped and screened in compliance with Section 1000.7 of this
Chapter. Not Applicable.
8.
Each light standard landscaped. Lighting is proposed within the yard
areas and will be landscaped.
9.
Parking or car stacking space shall be screened from view of abutting
residential. Screening shall be required adjacent to 57' Street.
In addition, the general criteria for CUP apply and include:
1. The proposed action has been considered in relation to the specific policies
and provisions of and has been found to be consistent with the official City
Comprehensive Plan.
2. The proposed use is or will be compatible with present and future land uses
of the area.
3. The proposed use conforms with all Zoning Ordinance performance
standards contained herein.
4. The proposed use will not tend to or actually depreciate the area in which it is
proposed.

5. The proposed use can be accommodated with existing public services and
is
will not overburden the City's service capacity.
6. Traffic generated by the proposed use is within capabilities of streets serving
the property.

The proposed project is generally consistent with all of the criteria. The hours of
operation are proposed to be from 6 am to 11 pm. And the Commission requested that
the restrictions apply to all services. A condition to limit the hours as proposed is
included in the findings of fact. The City Engineer will work to resolve any outstanding
issues regarding access to the site prior to the issuance of a building permit.

The proposed improvements are in compliance with all lot area, width, setback height,
and lot coverage requirements.
Site Access: There are two accesses shown onto the property, both are off of 57t"
Street. Because of the proximity to the intersection, the most easterly access is to be a
right -in, right -out only. The design of the access shall be subject to the review and
approval of the City Engineer. The most westerly access is designed to be shared with
the adjacent parcel and was required through the platting process.

The parking as proposed should be adequate for the use proposed. All areas will be
bounded with concrete curb and gutter and a combination of bituminous pavement and
concrete will be used for surfacing.
Building type and construction: The proposed building will have an exterior
appearance consisting of predominately brick with corner stone accents on all four
sides. The design also incorporates a sign band on the front and sides of the building
that matches the canopy and is red. The building itself is proposed to be dark brown in
color.
Signage: A sign plan has been submitted for the property. The plan consists of wall
signs, canopy signs and a ground sign as outlined below.

The sign plan is within the area allowed by ordinance for service stations. The sign
areas do not include the red sign band area that is illuminated.
Exterior Storage: No exterior storage is proposed as part of the application. The trash
area shall be enclosed and is to be constructed of materials to match the building.
Grading/Drainage/Utilities:
The final plans are subject to the review and approval of the City Engineer.
Landscaping Plan: A landscaping plan has been submitted that concentrates plantings
in one location on the site. The ordinance requires that a minimum of 16 ornamental
trees or shrubs be provided per street frontage and that an emphasis be placed upon
the perimeter of the site. Since Planning Commission review a revised landscaping
plan has been submitted. However, it still does not meet the ordinance regarding the
number of plantings required. A revised landscape plan that meets the ordinance shall
be submitted subject to the review and approval of the City Planner.
The applicant shall post the appropriate landscape guarantee as required by the Zoning
Ordinance.
Lighting: A lighting plan has been provided that shows two light poles with two fixtures
each in the parking area and lighting under the canopy. The foot-candle measurements
as provided meet the ordinance regulations. The freestanding fixtures are shoebox style
and should have a recessed lens. Staff is concerned that the light under the canopy will
cause a glare problem and therefore the fixtures should be recessed into the canopy or
shielded from view. Additional information shall be required to address this concern
prior to issuance of a building permit.

RECOMMENDATION
The Planning Commission reviewed this request and voted 2-2 to approve the CUP for
gas services. They voted 4-0 to approve the site plan with the following conditions:
1. The building shall be"finished" on all four sides with masonry materials.
2. The Landscaping Plan shall be enhanced to meet the zoning ordinance
requirements for landscaping and buffering.
3. The Site Plan and related grading, utility and access issues are subject to the review
and approval of the City Engineer.
4. Details on the canopy lighting shall be submitted for staff review and subject to staff
approval to address glare.
5. The business shall only be open from 6 am to 11 pm daily and all signage shall be
turned off and lighting dimmed to security only levels when the business is not open.
6. The final plat shall be recorded prior to issuance of a building permit.
7. The site shall be monitored for odor, noise, traffic and lighting and that the owners
will address these items if they should become an issue.
The application as proposed requires that the City Council consider the application in
relation to .established zoning ordinance review criteria and Comprehensive Plan
policies. Should the Council find that the application meets the criteria established then
a recommendation to approve would be in order subject to the conditions outlined in the
findings of fact that are attached as Exhibit E.

Findings of Fact: Based on review of the application and evidence received, the City
Council now makes the following finding of fact and decision:

B. The Planning Report dated January 29, 2001 from Northwest Associated Consultants is
incorporated herein.
C. The City Council finds the requested CUP/Site Plan in conformance with the criteria
contained in the City's Zoning Ordinance.
D. The proposed use can be accommodated with existing public services and will not
overburden the City's service capacity.
E. Traffic generated by the proposed use is within capabilities of streets serving the property
with phasing as proposed and with an access to Highway 18.
F. The requirements of Sections 400, 1200, 1500 and 4400 of the Albertville Zoning
Ordinance have been reviewed in relation to proposed plans.
G. The proposed actions have been considered in relation to the specific policies and
provisions of and have been found to be consistent with the Comprehensive Plan.
H. The proposed development will be compatible with present and future land uses of the
area.

Casey's General Stores, Inc. is requesting the City of Albertville grant a Conditional Use
Permit and Site Plan approval to allow construction of a new convenience store with gasoline
pumps in a B-3 District zoning.
The granting of a Conditional Use Permit would allow construction of a new commercial
business which is compatible with the surrounding area and would not have a negative impact on
the adjacent property owners in regards to aesthetics or property values. The proposed store is
visually pleasing with a three -sided brick construction. There will also be extensive landscaping
on the site to visually soften and tie in the commercial structure.
The proposed use of this property is consistent with surrounding commercial properties
and makes the highest and best use of the property. The proposed convenience store with
gasoline service and prepared food items will provide a necessary service to the neighborhood
and will be built in harmony with the character of the surrounding properties.
In addition to the gasoline service and convenience items, the store will carry made -from -
scratch food items just as pizza, sandwiches and baked goods. Casey's hours of operation will be
from 6am to 1 1pm. Casey's does not operate on a 24-hour basis as one of its goals is to maintain
more of a hometown family atmosphere to the business. The average number of full-time and
part-time employees will be ten to twelve.
Regarding store lighting, it is intentionally designed to focus illumination on the gasoline
pump area. This ensures the safety and security of our patrons, without creating a nuisance for
homeowners or other businesses located near our stores. Moreover, all exterior lights are set to
the minimum security level each evening at 1 1pm when our stores close.

Albertville Plaza LLC has acquired the property located at the south and west
intersection of County Roads 37 and 19.
The site is zoned PUD and was approved for unrestricted commercial development as
part of the Westwind PUD. The existing PUD also allowed pylon signs consistent with
the Sign Ordinance allowance for lots abutting the freeway. The current application is to
amend the PUD and implement a development plan with specific uses with an internal
system of shared access. The application also includes platting the property.

PRELIMINARY PLAT/DEVELOPMENT PLAN
The preliminary plat consists of three lots and one large outlot:
Lots 1 and 3 currently have development proposed that are subject to site plan review
later in the agenda. Lot 2 will be subject to site plan review in the future. Outlot A may
• become more than one lot and will be subject to platting and site plan review in the
future. The uses on the parcels under the amended PUD are proposed to be restricted
to restaurant, automobile service, professional office, bank, motel, daycare and retail
sales. The uses proposed are subject to the ability to provide a site plan with
reasonable setbacks, lot coverage and parking ratios. All perimeter setbacks shall be
consistent with the ordinance for B-3 zoning and parking.
Following the public hearing the Planning Commission recommended that no
restaurants or auto service be permitted on lots 1, 2 or on Outlot A.
Stormwater Management/Utilities. An overall design has been submitted regarding
stormwater management and utilities on the site. The City Engineer is reviewing the
information and will provide comments prior to the Commission meeting.
Access. The entire development will be served via two accesses, one to County
Road 37 and one to County Road 19. The access points, designs and any additional
improvements are subject to the review and approval of Wright County.
The internal system will be a private road through the site with individual accesses and
parking for each use. Cross easements for access and parking will be recorded for the
entire PUD.
Landscaping. Some berming and landscaping was installed with the residential
portion of the PUD. Additional plantings will be required on the commercial side but this
will be addressed with the individual site plans.
RECOMMENDATION
The Planning Commission held a public hearing on this matter and they recommend
approval of the amended PUD to be known as Albertville Plaza with the following
conditions:
1. The PUD shall be limited to two multi -tenant ground signs at 75 feet in height and
125 feet in area.
2. Each lot may have one ground sign not to exceed 10 feet in height and 40
square feet in area.
3. No wall signs shall be allowed on the rear of buildings facing residentially zoned
areas.
4. Wall signs shall be consistent with the City sign regulations.
5. Uses on the site shall be restricted as follows:

B. The Planning Report dated January 31, 2001 from Northwest Associated Consultants is
incorporated herein.
C. The City Council finds the requested Development Plan in conformance with City's Zoning

overburden the City's service capacity.

• RJ Marco Construction Inc. has submitted as application for Site Plan review to allow
the construction of a restaurant with drive -through facilities to be located on the
southwest corner of County Roads 19 and 37.
The site is zoned PUD and a restaurant use is permitted under the PUD. The site is
approximately 1.5 acres in size and the Comprehensive Plan guides this area for
Commercial Development.

• Building type and construction: The proposed building will have an exterior
consisting of blue and cream colored brick with brick soldier course accenting. The roof
will be blue standing seam metal.
Signage: There are two small signs shown on the building. There is a menu board
proposed for drive -through service, no detail has been provided. No detail has been
provided for a ground sign. If a ground sign is proposed it shall meet the requirements
of the PUD agreement and is subject to a sign permit.
Exterior Storage/Screening: No exterior storage is proposed as part of the application.
The trash area shall be enclosed and is to be constructed of materials to match the
building. Any roof top equipment shall be screened.
Grading/Drainage/Utilities:
The final plans are subject to the review and approval of the City Engineer.
Landscaping Plan: A landscaping plan has been submitted that is marked preliminary.
The planting key does not match what is depicted on the plan. A revised plan shall be
submitted subject to the review and approval of the City Planner.
The applicant shall post the appropriate landscape guarantee as required by the Zoning
Ordinance.
• Lighting: A lighting plan has not been submitted. This shall be submitted prior to
issuance of a building permit and is subject to the review and approval of the City
Planner.

BACKGROUND
RJ Marco Construction Inc. has submitted as application for Site Plan review to allow
the construction of an 11,800 sq. ft. Multi -tenant building to include, among other uses,
retail sales and a liquor store to be located on the west side of County Road 37.
The site is zoned PUD and the uses are permitted under the PUD. The site is
approximately 2.41 acres in size and the Comprehensive Plan guides this area for
Commercial Development.

Structures
The proposed improvements are in compliance with the PUD.
Site Access/Circulation: Access into the site will be from the internal private road.
Circulation will be provided around the entire building. The proposed fast food site
• includes a drive -through lane separate from the rest of the on -site circulation. The drive
aisle areas and parking on the west side of the site is adjacent to residential uses. Staff
would like to see the maximum separation that can be accommodated in order to
provide a meaningful buffer.
Parking: The ratio for shopping center was used to calculate parking space. This
requires 5.5 spaces per 1000 square feet- of space which works out to be 65 spaces
required, 69 spaces are provided. The parking as proposed .should. be adequate for the
uses proposed. Shared parking will be available under the PUD agreement. All areas
will be bounded with concrete curb and gutter with bituminous surfacing. All spaces
shall be at least 8 Y2' x 20' with 24' drive aisles. Parking shall also be provided to meet
ADA regulations.
Building type and construction: The proposed building will have an exterior
consisting of rockface block and burnished block with an accent band. The front of the
building utilizes glass storefronts with colored awnings proposed over the individual
tenant spaces. The south elevation is very plain and some additional banding or mix of
materials should be provided to create a nicer view from the public road and the main
entrance into the site. The roof is flat with a parapet wall along the front.

Signage: A monument sign is shown on the site plan but no detail has been provided.
There is a sign band shown on the front of the building that will allow wall signs up to
5% of the total wall area, the sign ordinance allows up to 15%. Wall signage shall be
limited to the areas identified on the exterior elevation plan submitted and a date of
approval will be provided following City action.
Exterior Storage/Screening: No exterior storage is proposed as part of the application.
The trash area shall be enclosed and is to be constructed of materials to match the
building. Because of the proximity to the residential use west of the site staff
recommends that the trash enclosure be moved to a different location on the site. Any
roof top equipment shall be screened as appropriate.
Grading/Drainage/Utilities:
The final plans are subject to the review and approval of the City Engineer.
Landscaping Plan: A landscaping plan has been submitted that shows a number of
plantings but there are no labels on the plan. A buffer a minimum of 6 feet in height as
required by the ordinance shall be included in the revised landscape plan. Special
attention should be given to screening headlights since the circulation pattern directs
traffic so that it may create headlight issues. A revised plan shall be submitted subject
to the review and approval of the City Planner.
The applicant shall post the appropriate landscape guarantee as required by the Zoning
. Ordinance.
Lighting: A lighting plan has not been submitted. This shall be submitted prior to
issuance of a building permit and is subject to the review and approval of the City
Planner.
RECOMMENDATION
The application is proposed under a Planned Unit Development. The Planning
Commission reviewed this request and they recommend approval with the conditions
outlined below.
1. The site shall be modified to provide the maximum setback possible to the west
property line adjacent to residential uses.
2. The south wall of the building shall include additional decorative banding or
architectural features to enhance the appearance. The change shall be subject to
the review and approval of the City Planner.
3. A sign plan shall be submitted for the monument sign. Wall signage shall be limited
to the sign band as identified on the building elevations presented to the Planning
Commission January 9, 2001.
4. A Landscaping Plan shall be submitted prior to the issuance of the building permit
subject to the review and approval of the City Planner. Security guaranteeing the
installation of the landscaping shall be provided as required by ordinance.

5. A lighting plan shall be submitted that meets the ordinance and is subject to the
review and approval of the City Planner prior to issuance of the building permit.
6. Final plans are subject to the review and approval of the City Engineer.
7. The trash enclosure shall be relocated on the site subject to the review and approval
of the City Planner.
Should the Council find the application consistent with the PUD then a recommendation
for approval should be subject to the conditions as outlined in the findings of fact.

Request:
RJ Marco Construction has submitted as application for Site Plan review to allow the
construction of a multi — tenant building to be located in the Albertville Plaza PUD which is
located just south of County Road 37 and west of County Road 19.
Planning Commission Meeting Dates: January 9, 2001
City Council Meeting Date: February 5, 2001
Findings of Fact: Based on review of the application and evidence received, the City
Council now makes the following finding of fact and decision:
A. The legal description of the subject property will be Lot 1, Block 1 Albertville Plaza, Wright
County, Minnesota.
• B. The Planning Report dated January 31, 2001 from Northwest Associated Consultants is
incorporated herein.
C. The City Council finds the requested Site Plan in conformance with City's Zoning
Ordinance and provisions of the PUD.
D. The proposed use can be accommodated with existing public services and will not
overburden the City's service capacity.
E. The requirements of Section 1500 of the Albertville Zoning Ordinance have been reviewed
in relation to proposed plans.
F. The proposed actions have been considered in relation to the specific policies and
provisions of and have been found to be consistent with the Comprehensive Plan.
G. The proposed development will be compatible with present and future land uses of the
area.
H. The proposed use conforms to all applicable Zoning Ordinance performance standards.

Decision: Based on the foregoing information and applicable ordinances, the City Council
• APPROVES the Site Plan based on the most current plans and information received to date
subject to the following conditions:

A RESOLUTION APPOINTING MEMBERS TO THE
ALBERTVILLE ECONOMIC DEVELOPMENT
AUTHORITY
WHEREAS, the City Council of the City of Albertville is desirous of
appointing members to the Albertville Economic Development Authority, effective
January 1, 2001; and
WHEREAS, the City Council is interested in determining that the positions
are in accordance with Minnesota Statutes and the City of Albertville's Economic
Development Policies with membership established in Resolution #1999-31 (five
members, two of whom are members of the City Council).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Albertville, Wright County, Minnesota, appoints the following five
individuals to the position of Economic Development Commission Member:

RESOLUTION # 1999-31
RESOLUTION RATIFYING APPOINTMENT OF
ECONOMIC DEVELOPMENT MEMBERS
WHEREAS, the Albertville City Council on April 1, 1997, appointed the sitting City
Council members to the Albertville Economic Development Authority ("AEDA") as
commissioners via Resolution No. 1997-2 1; and
WHEREAS, since the April 1, 1997 appointments, a new Mayor has been elected
and duly sworn into office; and
WHEREAS, the AEDA terms of some of the commissioners have expired January 1,
1999; and
WHEREAS, the Albertville City Council now desires to renew the AEDA terms of
the sitting City Council members and appoint the current mayor to the AEDA; and
• WHEREAS the Albertville CityCouncil intends in the near future to modify the
AEDA Enabling resolution to reduce the AEDA to five members, all of whom will consist
of the sitting Albertville City Council members, and whose AEDA terms will expire at such
time as such member no longer hold office as a City Council member.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ALBERTVILLE, WRIGHT COUNTY, MINNESOTA:
1. Resolution No. 1997-21 is hereby rescinded and superceded by this resolution.
2. The Albertville City Council Hereby appoints the following individuals to the position
of Economic Development Commission Member, said individuals to serve in
accordance with the terms contained in this resolution and until a qualified replacement
is appointed:
