Cocking asked the motion to hire Mr. LeDuc be corrected to show the motion and second. Hudson
asked the roll call to be amended.
Motioned by Cocking, seconded by Olson, to approve the Consent Agenda with minor changes to
the October 1, 2018 City Council meeting minutes. Ayes: Hendrickson, Cocking, Hudson and

8. DEPARTMENT BUSINESS
A. City Council
1). Committee Updates (STMA Ice Arena, Planning, JPWB, Parks, Fire Board, FYCC,
etc.)
Hudson reported there was no Planning Commission meeting and routine business at the STMA
Arena Board meeting.
B. Fire
1). Fire Update
Bullen reported that there were minor revisions to the Otsego fire study, most specifically keeping
neighborhoods served by one service district rather than multiple. He presented a visual showing the
proposed changes with minor amendments. Albertville gained the most area in the study and would
cover Otsego City Hall and Prairie Center. Otsego would be approximately 46% of the Albertville
Fire Department’s fire district. Hendrickson inquired about undeveloped land and if apartments
would be developed and Bullen replied not at this time. Nafstad stated that it would be a $25,000
increase to the service contract for Otsego. Olson inquired how this would affect the number of
service calls and Bullen estimated perhaps a dozen or two more calls
Bullen gave an update on the hiring process and they have pending offers for three reserve
firefighters contingent upon background checks and testing. The Lieutenant promotional process is
now underway as well and they have five candidates for three positions.
Bullen reported the fire capital purchase contract has been signed and a pre-build meeting will occur
in December. He suggested a possible Facebook page describing the reason and need for new
capital. Cocking felt that a video showing the difference in ladder height for the trucks would be
beneficial. He also reported the department has several grant requests submitted for turnout gear
dryer and portable radios.
C. Finance
1). 3rd Quarter Budget to Actual
Nafstad reported there are higher than anticipated revenues due to building permits, rental fees, and
charges for first responder services. Cocking inquired about the charges for service billings and
Nafstad replied they are charges for emergency response to interstate accidents. Bullen stated the
first billing of the new ordinance was processed and successful; the process seems to work well.

2). 3rd Quarter Accounts Receivable Report
Nafstad reported that most of the larger outstanding receivables are outstanding rental license
noncompliance fees and will be waived once the rental issues are corrected.

1). Set Canvass Board Meeting
Motioned by Hudson, seconded by Olson, to set the Canvass Board meeting to certify the results
of the November 6, 2018 General Election for 6:45 p.m. on Tuesday, Novrmber13, 2018 in the
Council Chambers. Ayes: Hendrickson, Cocking, Hudson, and Olson. Nays: None. Absent:
Vetsch. MOTION DECLARED CARRIED.

I. Administration
1). Ice Arena Maintenance and Shift Supervisor
Nafstad presented the hiring recommendation and stated Mr. Verness is well qualified for the
position and will be starting fulltime around November 1, 2018.
Motioned by Olson, seconded by Hudson, to appoint Scott Verness to the full-time position of Ice
Arena Supervisor. Ayes: Hendrickson, Cocking, Hudson, and Olson. Nays: None. Absent:
Vetsch. MOTION DECLARED CARRIED.
2). City Administrator’s Update
Nafstad provided an update on upcoming road projects including I94, CSAH 19, CSAH 38c and
CSAH 37. Nafstad reported that MnDOT informed the city and county that work on the interstate
and CSAH 19 will likely begin in 2019.
Nafstad noted he was in discussion with the county about delaying CSAH 37 as there will be so
many major road improvement projects occurring in Albertville in 2019. Hendrickson inquired
about what the city’s portion of the improvements would be and Nafstad replied it would include
trail and curb/gutter.
Nafstad reported that the I-94 groundbreaking was extremely successful with approximately 90
people in attendance.
He reported a Joint Governance Meeting is scheduled for October 29 with the STMA School Board
and City of St. Michael to tour the ice arena addition.

BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved
through their respective departments and administration and passed onto the City Council for
approval.
KEY ISSUES:
• Account codes starting with 810 are STMA Arena Expenses/Vendors (bolded) and
key issues will be presented in the claims listing document.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
payables on a semi-monthly basis.
FINANCIAL CONSIDERATIONS: City staff has reviewed and recommends approval of
payments presented.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve all bills
pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,
generally within 30 days unless one party determines to dispute the billing.

WRIGHT COUNTY AND THE CITY OF ALBERTVILLE TO PURCHASE SALT FOR THE
2018-2019 SNOW AND ICE REMOVAL SEASON
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider the
following:
MOTION TO: Approve the Memorandum of Understanding between Wright County and the City
of Albertville for the Purchase of Salt for the 2018-2019 Snow and Ice Removal Season at a cost of
$76.52 per ton.
BACKGROUND: Since 2006, the City of Albertville has purchased salt from Wright County.
Public Works loads the salt at the Wright County Maintenance Facility in Otsego on an as-needed
basis. Reimbursement for the salt is based on the predetermined price per ton and the quantity
hauled.
KEY ISSUES:
• The County facility is nearby and convenient.
• Bulk purchasing allows for reduced material and shipping costs.
• The City has limited salt storage capabilities/facilities.
POLICY CONSIDERATIONS: It is City policy for Council to review and approve all service
and purchasing agreements.
FINANCIAL CONSIDERATIONS: The City annually budgets for ice control. The annual cost
of snow and ice removal is weather dependant and varies with each season. The unit price for salt
for the 2017-2018 season was $64.29 per ton and this year’s price is a $12.23 increase per ton.
Total annual cost is based on quantity of salt used.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve purchasing
agreements for the City.

Scope of Work
Task 1 – Project Management
This task will consist of ongoing management, administration, coordination, and
communication for the duration of the project with the City of Albertville. Project
management also includes billing preparation, monthly invoicing, and other non-
technical work associated with the project.
Task 2 - Meetings
WSB anticipates up to three meetings with the staff of the City of Albertville, as
necessary, to coordinate the design and construction plan approvals.
WSB will participate in one meeting with the city council to review concept(s).
Task 3: Preliminary Landscape Design
Preliminary design will respect the corridor topographic, property, utility and traffic
information, as well as provide a unique aesthetic to the roundabout locations. Site
amenities and lighting options will also be explored for the corridor.
WSB will submit the Preliminary Layout to the City for review and will work closely with
Albertville staff to incorporate the comments into the Final Landscape Design plans.
Task 4 - Final Landscape Design Plans

will be written and included as necessary.
Task 6 - Construction Cost Opinion
An Engineer’s Opinion of Probable Construction Costs will be prepared based on the
quantities generated as part of the preparation of the construction plans.
Task 7 – Landscape Installation Review
WSB will perform up to 2 site visits during construction to review the plantings.

City Administrator’s Update

GENERAL ADMINISTRATION
Absentee Voting: Absentee voting will be available through November 5. Voting is during City
Hall hours and City Hall will also be open on Saturday, November 3, from 10:00 a.m. to 3:00
p.m. There is no excuse needed to vote by absentee ballot. To date, more than 12.5% of total
registered voters in Albertville have voted by absentee ballot and is in trend statewide with
increased voter turnout.
I-94 Funding: Federal BUILD Grant candidates have yet to be announced. If selected, this would
provide additional funds to complete the added lanes between CR 19 and CR 37, as well as
replacement of the CR 19 bridge.
Enterprise Budgets: We are currently reviewing water, sewer, storm and recycling budgets for
2019 and will present the budgets for Council review at the November 19 meeting.
Centennial Planning: The Parks Committee met on October 22 to continue discussion on
planning for the September 21, 2019 centennial event. Community organizations were invited
and the group is working find organizations and individuals who would like to help plan the 100-
yr event. The next meeting is November 26 and all are welcome.
Park Property Purchase: The purchase agreement for the Barthel property has been signed
and we are working to schedule a closing date. Also, we are working to finalize a purchase
agreement for road easement from the Dance Studio.
ENGINEERING/PUBLIC WORKS
Barthel Industrial Drive Railroad Crossing: BNSF will be closing the crossing on Barthel
Industrial Drive for repair for two days beginning on 11/5. The railroad will have a signed
detour in place.
CSAH 19 and CSAH 38 Project: The project design is progressing well and the County is on
schedule to bid the project this winter to allow for spring construction. I anticipate having a
cost share agreement for Council to review at the next meeting. Also, we are working with the
Mall to improve its access as part of the project. Included on the agenda is a proposal to
incorporate landscaping plans and specs into the project. This item and landscaping concepts
will be discusses at the meeting.
70th Street (West of CSAH19): Staff from Albertville and Otsego are working with MnRoad to
see if there is a possibility to partner on a project to improve the 1 mile segment of 70th
between Kadler and CSAH 19. The concept includes the two cities building a half mile segment
as an urban three lane road and MnRoad building a half mile segment as a rural two lane road
using modern-day recycling processes and monitoring the performance of the segment.

CSAH 37 (West of CR 19): The County is well underway with preliminary design of the CSAH 37
improvements between CSAH 19 and CSAH 18. As we learn more about the timing of the I94
improvement we will evaluate whether or not this project should be pushed back.
