2025-07-21 Council Workshop MinutesALBERTVILLE CITY COUNCIL WORKSHOP MINUTES July 21, 2025 – 6:15 pm Council Chambers Albertville City Hall 1. Call to Order Acting Mayor Olson called the workshop to order at 6:15 pm. Present: Acting Mayor Olson, Councilmembers Cocking, Hayden and Zagorski. Mayor Hendrickson arrived at 6:18 pm. Staff Present: City Administrator Nafstad, Fire Chief Bullen, Finance Director Lannes and City Clerk Luedke. Others Present: Mr. Tyler See, Audit Manager, Abdo Eick & Meyers LLP 2. Long Range Plan Presentation by Abdo Eick & Meyers LLP Mr. See introduced the item and explained the process used in developing the City’s long-range financial plan. He presented the estimated property taxes through the year 2030 and went through the assumptions that ABDO and City staff reviewed for the projected numbers which included the tax levy information, tax rate comparison, cash balances and the debt balances. Mr. See also reviewed the capital outlay through 2026 which included the Main Ave and Central Park projects. He answered questions from Council. Finance Director Lannes provided information on the fund balances and addressed questions on the Recycling Fund. She reported that the current recycling contract was set to expire in 2026. City Administrator Nafstad provided additional information on the Recycling Fund balance and noted that the City would likely go out to bid for a new recycling contract this fall. There was Council discussion regarding the proposed budget, capital fund and the proposed levy amount. The Council thanked Mr. See for the Long-Range Plan presentation. 3. 2026 Preliminary Budget Presentation City Administrator Nafstad introduced the item and noted that the priority for tonight was to focus on the Fire Budget, with the goal of sharing the preliminary Fire Department Budget with the City of Otsego by the end of the month. Fire Chief Bullen reviewed the preliminary 2026 Fire Department Budget, outlining proposed changes. He addressed questions from Council regarding increases in specific budget line items. The Council discussed the preliminary 2026 Fire Department Budget, including specific line items. Ayes: Cocking, Hayden, Hendrickson, Olson and Zagorski. Nays: None. The motion carried. Mayor Hendrickson reopened the Council Workshop at 7:57 pm. The Council further discussed the preliminary 2026 Fire Department Budget. Consensus was to provide the City of Otsego with the preliminary Fire Budget. MOTION made by Councilmember Cocking, second by Councilmember Olson to adjourn the meeting at 8:02 pm. Ayes: Cocking, Hayden, Hendrickson, Olson and Zagorski. Nays: None. The motion carried.
