Controlling the volume of water entering Otsego Creek is a 33" culvert that crosses 70th Street as shown on the enclosed map. On Wednesday, September 11, 2002, the culvert was observed to be flowing 1,4 full. At this rate and with the current weather conditions this part of Wright County is experiencing, it will be nearly impossible for the lake level to return to normal water elevation before winter freeze-up. If this happens, there may not be adequate storage capacity for snowmelt next spring. The calculated capacity of the 33" culvert is 30 cfs. At this discharge rate it will take approximately 17 days to draw down the water elevation from it's current elevation of 948.00 to the normal water elevation of 945.00. This, of course, assumes no additional stormwater runoff. City staff has observed the culvert flowing full in previous years and is not aware of any downstream problems. Based on this previous knowledge, we are not anticipating any downstream problems with what is being proposed. Please call me if you have any additional questions. Peter 1. Carlson, P.E. Box 1717 St. Cloud, MN 56302-1717 RE: Mud Lake Outlet Cleaning Dear Mr. Carlson: We received our copy of your explanation letter to the MNIDNR of your proposed work near the outlet of Mud Lake. We understand the need for the proposed construction and do .not have any objections as it being a emergency measure due to the highwater conditions that exist now. However, we do have some concerns over the 33". culvert under 70th Street being used as the rate control structure for flow out of Mud Lake. With all the existing and proposed development that has and will take place within the Mud/School Lak~ Drainage Area a study must be completed which determines the necessary type of control structure which would regulate the rate of flow out of Mud Lake and intoOtsegoCreek.That study probably will determine thatthe proposed clean'oui'was necessary for more than an immediate emergency measure. We believe the study. will also conclude that a 33" culvert running unabated is not the long term solution' for rate control and some other type of structure will be necessary. We foresee a regulated outflow from Mud Lake which fluctuates less giving a more constant flow inOtsego Creek This would allow for long 'periods of draw do"YIl providing storage. for the next significant runoff event.
