Fisher Larkin, Hoffman, Daly & Lindgren, Ltd. 1500 Wells Fargo Plaza 7900 Xerxes Avenue South Bloomington, MN 55431-1194 Dear Linda: On March 9, 2001, the Technical Evaluation Panel (TEP) met to review the Wetland Conservation Act wetland replacement plan for the Towne Lakes development in the City of Albertville, Minnesota. Below is a summary of the issues and recommendations from the TEP: 1. On the final plat and on individual lot surveys, it is recommended that the area between the ordinary high water elevation of Mud and School Lakes and the rear lot comers, or the meander comers, of the residential lots be shown as protected wetland easement. 2. Place signs in areas described in Item 1 that say" Protected Wetland, No Fill, No Mow." 3. The remaining wetland within Basin #5 is small enough so it is recommended all of Basin #5 be claimed as impacted and mitigated. 4. The erosion control area at the storm sewer outlets is required and, therefore, should also be mitigated. 5. Not enough evidence was presented regarding the avoidance of Basin #3. The TEP would like to see additional information regarding design attempts to avoid this wetland. If enough evidence can be presented to show impacts on Basin #3 cannot be avoided, then the TEP would recommend the proposed reconfigured Basin #3 and adjacent Basin #6 be moved southerly to allow for a 5: 1 or flatter slope along the north side of Basin #3. A couple of other comments, unrelated to the wetland replacement plan that the TEP would like to forward to the developer are: 1. The docks shown on the development plan may give the appearance that School and Mud Lakes can support motorized boats. The TEP suggests the docks be removed from the development plan. 2. Information regarding low water clarity and lack of recreational fishing opportunities on the lakes need to be presented to potential buyers. The TEP has tentatively scheduled another meeting for Friday, March 16, 2001, to consider any additional info~ation or response you have to these items. Please submit your response to my office by noon on Wednesday, March 14,2001. If you are unable to respond by this time, the TEP will reschedule the March 16th meeting for a later date.
