Executive Summary
Joint Powers effectively produced 144,003,000 gallons of water in the report month. All bacteriological samples were negative. The
average fluoride concentration was 0.70 mg/L (Limits are 0.5 & 0.9). The total production to the distribution system was 142,442,000
gallons and actual consumer use was 142,442,000 gallons, an average daily amount of 4.59 million gallons per day.
Operations
The standard operations of the facilities include:
❖ Daily testing of fluoride and chlorine in the system. ❖ Monthly performance inspections on wells.
❖ Monthly bacteriological sampling (25 samples). ❖ Bulk chemical deliveries.
❖ ERT missed reads/ meter checks. ❖ Chemical feed systems adjustments & maintenance.
❖ Laboratory equipment calibrations. ❖ Safety and training meetings.
❖ MC Lite meter reading routes for Hanover & St. Michael. ❖ Regularly scheduled operations & maintenance meetings.
❖ Routine daily rounds, inspections, and security checks
of the water treatment plant.
❖ Routine weekly off-site facilities inspections and security
checks.
❖ Regular backwashing of filters, reclaiming and pumping
of backwash sludge.
❖ Monthly performance inspections of emergency generators.
❖ Monitoring & regulating access to the water towers for
telecommunications companies to make repairs &
upgrades.

SUBJECT : GSR Bid Award
The Joint Powers Water Board authorized the advertisement for a bid on the 5 million gallon ground
storage reservoir (GSR). The project was initially identified in the adopted capital improvement plan
(CIP), as a 3 MG GSR. Through scoping and design evaluation, the collective decision was to increase
the final design to 5 MG GSR. This competitively bid project had the bid opening on August 7, 2025.
The attached engineer’s bid tab demonstrates the bids received. As noted in engineer Larson’s
memo, the successful responsible bidder, DN Tanks, supplied the low bid of $9,373.723.82. This bid
price was $922,867 over the engineer’s estimate by approximately 10%. In an effort to evaluate the
recommendation to the Joint Powers Water Board, the supplied bids were reviewed by the Technical
Advisory Committee (TAC) on August 11, 2025. From this meeting, the collective decision to evaluate
the differences between the engineer’s estimate and any potential savings was discussed. The
direction to staff was to work with the low bidder to explore available value engineering (VE) options
and consider recommendation at the next board meeting for approval.
The Project Engineer and General Manager met with representatives from DN Tank to discuss the
differences between the engineer’s estimate provided from scoping and the ultimate bid supplied by
the contractor. The attached letter supplied by DN Tank provides an opportunity to evaluate VE
offerings from the contractor. Operations staff and the project engineer would like time to evaluate
the VE offerings prior to making the award. The general conditions in the timeframe for award allow
the Board to consider and evaluate the bid package for 60 days. This will allow the Board to allow or
deny the bid package at the next meeting.
Staff recommends delaying action until the next meeting.

Ground Storage Reservoir – DN Tanks Bid Review
DN Tanks understands that this is a critical infrastructure project for Joint Powers Water Board.
We have identified additions or changes to the scope that changed our pricing between the
budget letter and bid price.
We provided a total project budget of $8,900,000 - $9,400,000 based on our review of the 60%
design docuemnts on May 5, 2025. DN Tanks provided a total project bid price of
$9,373,723.82. Some additional scope items added to the bid documents included a Tideflex
Mixing System and a building permit which equated to $503,000.
After the bid, we were requested to review the tank bid price DN Tanks submitted for Line Item
#46 in the Bid Form. In this line item, DN Tanks submitted a price of $5,449,200 in comparison
to the tank budget of $4,600,000 that was provided on May 5, 2025. The below table shows the
cost of the additional items in Bid Line Item #46 that were not included in the tank budget:
1. The bid form was set up with 48-line items, most with specific quantities. It did not
cover all items required for tank construction.
Line Item #46 - NEW 5 MG D110 WATER STORAGE TANK, FOUNDATION, ASSOCIATED
TANK & FOUNDATION EXCAVATION & FILL, & ALL OTHER ITEMS NOT LISTED ON BID
FORM included our price for layout and survey, temporary access road (6” minimum all-
weather road), tank excavation (roughly 515 cubic yards), select fill material (Class 5
backfill), leveling base material (6”), stabilized work areas (250 cubic yards), 2 – 20”
underslab encasements, a building permit, as well as the 5 MG AWWA D110 tank.
Please find a detailed breakdown of the scope items we carried outside of the tank
attached to the email.
2. Tideflex Mixing System – not included in the design documents that were utilized to
develop the May 5, 2025 budget pricing.

SUBJECT : Notification of Copper Exceedance
This memo is to report the results of the recent lead/copper monitoring that is required by the
Safe Drinking Water Act. The results revealed the following 90th percentile levels:
●90th percentile lead level = 1 μg/l (rounded as 0.001 mg/l). The action level for lead is 15.0
μg/l.
●90th percentile copper level = 1520 μg/l (rounded as 1.520 mg/l). The action level for copper is
1300 μg/l.
Based on these results, the public water system has not exceeded the action level for lead and
has exceeded the action level for copper.
The following action items are required under this exceedance:
●Notify individual residents that participated in the sampling program were provided their test
result within 30 days. (Completed notice to all 30 customers.)
●Obtain sample bottles for raw water testing of all production wells and submit samples to
MDH within 1 year. (Operations has collected samples and submitted them to MDH.)

the web page, emailed customers and will post on utility bills for all 3 Cities.)
●Further analyze current water quality for optimized corrosion control treatment (OCCT)
within 1 year. (Initial testing with chemical supplier, additional engineering required to submit
before deadline.)
●Additional 60 lead/copper samples will be required in January-June 2026. (This requirement
will be performed between January and June 2026 once MDH has approved the site-
sampling plan.
The lead and copper testing requirement in the Clean Water Act has been a requirement of public
water supply systems since 1991 by the EPA. Since the recent national focus on lead and copper rule
improvements, the EPA has stressed the focused sampling on tier ranked sites. This change in
sampling regiment has increased the copper exceedance instances across the State of Minnesota.
PWSs are working with MDH regulatory staff to help improve the reduction of instances where
systems are experiencing action levels.
No action is required at this time. Staff will continue to follow the response procedures provided by
MDH and will continue to update the Board on the progress of the open items with MDH.

Elevated Levels of Copper in Your
Drinking Water
Our water system regularly samples for copper
in our drinking water to make sure it meets Safe
Drinking Water Act standards.
More than 10 percent of the locations sampled
for copper were above the Safe Drinking Water
Act action level for copper. The action level for
copper is 1,300 micrograms per liter (the same
as 1,300 parts per billion, or ppb).
What Are We Doing about the Issue?
We are looking at ways to reduce copper in our
drinking water. We are also adopting a copper
education program for all of our water
customers.
What Are the Health Effects of Copper?
Copper is an essential nutrient, but some people
who drink water containing copper in excess of
the action level over a relatively short amount of
time could experience gastrointestinal distress.
Some people who drink water containing copper
in excess of the action level over many years
could suffer liver or kidney damage. People with
Wilson's disease should consult their personal
doctor.
The level of copper that will cause symptoms
varies from person to person. Nausea and
diarrhea may occur when copper levels are
approximately 3,000 ppb.
Most people’s bodies are able to maintain the
right level of copper. People with Wilson’s
disease and some infants (babies under one year
old) are sensitive to copper. Their bodies are not
able to get rid of extra copper easily.
Sources of Copper
Copper is a reddish metal that occurs naturally
in rock, soil, water, sediment, and air. It is used
to make many products, including parts for
plumbing systems.
Copper can get into your drinking water as the
water passes through your plumbing system.
Over time, plumbing parts usually build up a
natural coating that keeps the water from
absorbing copper from the plumbing.
Water may have more copper if:
● Your plumbing is less than three years
old. It likely has not had time to build up
a protective coating.
● It has been sitting in your pipes. The
water has had more time to absorb
copper from the plumbing.
● You use warm or hot water. Warmer
water absorbs more copper from
plumbing systems.
● You have a water softener. There may be
less protective coating with softened
water.
Reducing Exposure to Copper in
Water
1. Let the water run before using it for
drinking or cooking. If you have a lead
service line, let the water run for 3-5
minutes. If you do not have a lead service
line, let the water run for 30-60 seconds.
● Ways to let the water run before using it
for drinking or cooking:
o Do tasks like showering or running
the dishwasher first
o Collect tap water for cleaning or
watering plants
● Make sure you let the water run from
individual faucets for a short time before
using them for drinking or cooking.
● Consider keeping a container of
drinking water in the refrigerator to
reduce how often you need to let the
water run.
2. Use cold water for drinking, making
food, and making baby formula. Hot water
releases more copper from pipes than cold
water.
3. Test your water. In most cases, letting
the water run and using cold water for
drinking and cooking should keep copper
levels low in your drinking water. If you are
still concerned about copper, arrange with
a laboratory to test your tap water.

4. If tests show you have levels of copper over
1,300 ppb in your tap water after you let the
water run 30-60 seconds, you may want to
consider treating your water.
● If you use a water softener, ensure that
your softener settings are correct. Some
treatments can increase copper levels in
water.

Earlier this year in February the Board authorized the replacement of a failed 20 year old VFD on the
Well #2 installation. Working with Xcel Energy, staff has researched and submitted under the
custom rebate application for VFD’s a request for eligibility for replacement of variable frequency
drives for clean water rebate program.
Attached is the deposited successful rebate of $8,750 made out to Joint Powers Water Board,
reducing the project delivery from $12,248 down to $3,748.
