APPROVED MINUTES
ALBERTVILLE CITY HALL 7:00 PM
1. CALL TO ORDER – ROLL CALL – ADOPT AGENDA
Chair Buhrmann called the meeting to order at 7 pm.
Maeghan Becker conducted roll call.
Present: Chair Buhrmann and Commissioners Huggins, Smith, and Council Liaison Zagorski.
Absent: Anderson and Pinski.
Others Present: City Planner Dylan Edwards with Bolten and Menk, Building Permit Tech Maeghan
Becker
Motioned by Huggins, seconded by Buhrmann to approve the agenda as submitted. Ayes:
Buhrmann, Huggins, and Smith. Nays: None. Absent: Anderson and Pinski. MOTION DECLARED
CARRIED.
2. MINUTES
Motioned by Smith, seconded by Huggins to approve the December 10, 2024, Planning
Commission meeting minutes as presented. Ayes: Buhrmann, Huggins, and Smith. Nays: None.
Absent: Anderson and Pinski. MOTION DECLARED CARRIED.
3. PUBLIC HEARINGS
a. Public Hearing relating to Outdoor Bars and Regulations.
Edwards went over the April 2, 2025 planning report for the proposed outdoor bar ordinance. He
explained the current Albertville city code does not allow outdoor bars and given that several existing
businesses have and/or would like to have them, staff is proposing this code amendment to allow the
use.
Commissioners had discussions on examples of where this was currently happening within the city
and how to make this compliant with code. Commissioners had questions on whether they were
approving an outdoor bar serving area or an outdoor patio you can bring your drinks out to but were
served your drinks from inside the bar. Edwards informed the proposed ordinance for an outdoor bar
is attached to or located within the restaurant building noted on any liquor license.

Commissioners questioned the ordinance actions section related to cannabis regulation in the
planner’s report. Edwards expressed his apologies as that was a typo in the planner’s report. That
section will be removed.
Motioned by Huggins, seconded by Smith to open the Public Hearing. Ayes: Buhrmann, Huggins,
and Smith. Nays: None. Absent: Anderson and Pinski. MOTION DECLARED CARRIED.

Motioned by Huggins, seconded by Buhrmann to close the Public Hearing. Ayes: Buhrmann,
Huggins, and Smith. Nays: None. Absent: Anderson and Pinski. MOTION DECLARED CARRIED.
Motioned by Huggins, seconded by Buhrmann to approve the Outdoor Bar Draft Ordinance
relating to Outdoor Bars and Regulations as listed in the April 2, 2025, Planners Report with the
following changes: 1.) Remove the ordinance actions related to cannabis regulation in the
planner’s report. Ayes: Buhrmann, Huggins, and Smith. Nays: None. Absent: Anderson and Pinski.
MOTION DECLARED CARRIED.
4. OTHER BUSINESS
a. Vision Plan Update.
Edwards informed Commissioners of the areas of Albertville that will be discussed for the next
visioning update for Albertville. For May and June, to study the 2018 Vision Update and to start
thinking of issues and goals for the downtown Albertville and compost site.
Commissioners had further discussion on the compost site and future details on what is happening
with the wastewater treatment plant, next to the compost.
4. ADJOURNMENT
Motioned by Smith, seconded by Huggins to adjourn the meeting at 7:29pm. Ayes: Buhrmann,
Huggins, and Smith. Nays: None. Absent: Anderson and Pinski. MOTION DECLARED CARRIED .
