ASR Generator Repair Quotes
SUBJECT :
BACKGROUND
As part of the annual preventive maintenance program for generators in the Joint Powers Water
Board asset list, a significant repair has been identified for the Aquifer Storage and Recovery (ASR)
site generator. Noted repairs include the replacement of allupper oil seals, gaskets, spark plugs top
half of engine remove and replace. Additional repairs will replace all fluids and a set of batteries.
Staff has solicited for two competitive quotes to repair the generator in place. Attached is the bid
tabulation documenting the low provided quotation from Kodiak Power Solutions. As a critical asset
in our water supply system, staff recommends progressing with an award for contract to repairs the
caterpillar LP generator for the ASR.

SUBJECT :Certification to Property Taxes
BACKGROUND
The Joint Powers Water Board on an annual basis reviews the St Michael and Hanover utility billing
accounts to audit any outstanding balances. Opportunity is given for residents to pay these bills prior
to certifying them to their property taxes. The City of Albertville reviews their utility billing as well for
outstanding Joint Powers fees and certifies on behalf of the Board.
Attached is a list of accounts still due that will be certified to the 2026 property taxes.
Account holders will have an opportunity to pay amounts in arrears prior to the certification
to Wright County in early November.

RESOLUTION 10-27-25-1
RESOLUTION ADOPTING ASSESSMENT FOR DELINQUENT UTILITY ACCOUNTS
WHEREAS, pursuant to proper notice duly given as required by law, the Joint Powers Water Board of
Albertville, Hanover, and St. Michael has met and heard and passed upon all objections to the proposed
assessment for delinquent utility bills;
NOW THEREFORE BE IT HEREBY RESOLVED BY THE JOINT POWERS WATER BOARD OF
ALBERTVILLE, HANOVER, AND ST. MICHAEL, MINNESOTA:
Such proposed assessment, including a processing fee of $10 per account, a copy of which is attached hereto
and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands
named herein.
Such assessment shall be payable in equal annual installments extending over a period of one (1) year, and
shall earn interest at the rate of eighteen percent (18%) per annum from the date of the adoption of this
assessment resolution. To the first installment shall be added interest on the entire assessment from the date
of this resolution until December 31, 2025.
The Joint Powers Office Manager shall forthwith transmit a certified duplicate of this assessment to the County
Auditor to be extended on the proper tax lists of the County and such assessment shall be collected and paid
over in the same manner as other municipal taxes.
Adopted by the Joint Powers Water Board this 27th of October, 2025.

BACKGROUND
The Joint Powers Water Board reviewed a draft budget and fee schedule at the September meeting.
Staff has not received any edits to date. The TAC meeting will be held prior to the full JPWB meeting
to review and discuss any proposed changes. The service level is proposed to remain the same with
adjustments to reflect price increase to certain line items with expected increases.
Attached is line item information on the proposed draft Joint Powers Water Board’s 2026 budget of
$2,011,399.00. In addition the associated Fee Schedule is attached for review and approval.
Staff recommends acceptance of the Joint Powers Water Board’s 2026 Budget and Fee Schedule,
