Maeghan Becker conducted roll call. Present: Chair Buhrmann and Commissioners Anderson, Smith and Council Liaison Zagorski. Residents, Brett Beuch, Nickole Beuch, and Warren Barrows. David Jurek with Bogart Pederson. Absent: Huggins Others Present: City Planner TJ Hofer, Building Permit Technician Maeghan Becker, and Andrew Dresdner from Bolton and Menk. Motioned by Buhrmann, seconded by Anderson to approve the agenda as submitted. Ayes: Buhrmann, Anderson, and Smith. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED. 2.MINUTES Motioned by Smith, seconded by Anderson to approve the September 9, 2025, Planning Commission meeting minutes as presented. Ayes: Buhrmann, Anderson, and Smith. Nays: None. Absent: Huggins MOTION DECLARED CARRIED. 3.PUBLIC HEARINGS A.Public Hearing for Minor Subdivision for BNSF Railway Company for PID 101-999-444100.Hofer presented the minor subdivision includes part of the railroad property (BNSF) and is abutting Federated Coop parcels. This subdivision will create a parcel to be added to an existing adjacent parcel owned by the occupied Federated Coop. Federated hopes to combine the parcels in a preliminary plat. Hofer informed splitting this lot from the larger railroad ROW parcel will allow it to be combined with the Federated Coop parcels and will bring their site into conformance and clarify their ownership. Agenda Page 2 Planning Commission Meeting Minutes Regular Meeting of October 14, 2025 2 Staff is recommending approval of the application of the Minor Subdivision for railroad property with the following conditions of approval: 1. Federated Coop shall submit a complete application for preliminary plat of all commonly owned contiguous parcels and lots owned by Federated Coop that exist or are created with this approval prior to releasing documents for recording and conveyance. 2. The application for preliminary plat shall also include application to rezone said new parcel being created from ROW to Federated Coop PUD (B-3). Motioned by Anderson, seconded by Buhrmann to open the Public Hearing. Ayes: Buhrmann, Anderson, and Smith. Nays: None. Absent: Huggins MOTION DECLARED CARRIED. Warren Barrows, resident of Albertville at 11342 60th Street Ne, approached the podium. Barrows is asking how this will impact their daily lives on 60th Street Ne. Hofer responded this request for a minor subdivision will not greatly affect them as it is just combining lots. If down the road they choose to apply for a change of use, residents will receive another public hearing notice if they would like to attend any future meetings. Motioned by Smith, seconded by Anderson to close the Public Hearing. Ayes: Buhrmann, Anderson, and Smith. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED. Motioned by Anderson, seconded by Smith to approve the Minor Subdivision for BNSF Railway Company for PID 101-999-444100 with the conditions listed in the October 14, 2025, planners report. Ayes: Buhrmann, Anderson, and Smith. Nays: None. Absent: Huggins. MOTION DECLARED CARRIED. 4. VISION PLAN UPDATE Hofer went over the goals for the vision plan update: Small Town Atmosphere #1. Maintain and protect Albertville’s small-town atmosphere and identity through long range planning. #2. Provide for stronger connection of residents north of I-94. #3. Provide improvements to downtown area. Pace of Growth #1. Manage growth that provides quality development and does not fiscally burden the community. Residential #1. Maintain and build attractive residential neighborhoods. #2. Provide a variety of housing options to meet the life cycle needs of Albertville residents. Agenda Page 3 Planning Commission Meeting Minutes Regular Meeting of October 14, 2025 3 Commercial #1. The city will continue to promote commercial development by the city taking advantage of its access to I-94 and the growing population of Albertville and its adjoining communities. Industrial #1. Promote continued industrial development in order to expand local employment opportunities and the city’s tax base. Economic Development #1. The city has identified commercial and industrial growth as a priority for the community and will continue to be aggressive in its economic development efforts. Downtown #1. Facilitate private reinvestments in existing buildings and uses. #2. Capitalize on development opportunity sites. #3. Establish desired uses and character of the downtown. Public Facilities #1. Ensure public facilities are designed and constructed to address the city’s long-range needs, facilitate development, and contribute to the quality of life in Albertville. Youth #1. Be a city that strongly supports its youth. Finance #1. Maintain Albertville as financially sound, self-sustaining community. Andrew Dresdner with Bolton and Menk is an Urban Designer/Planner to help develop functional downtown communities. He went through a power point which asked commissioners what they would like to see or feel in their downtown area and to look at what is already existing and how to expand. Commissioners discussed the use of the depot and the pavilion which is a very good attraction to the downtown area. Commissioners would like staff to look for developers and meet with different ones to see which would be good fits for Albertville. Commissions discussed the three bars and how to renovate or get other types of business owners to come to town who will compliment the existing businesses. Commissioners discussed a façade improvement program for existing businesses who need help financially to help their buildings with curb appeal. They would like to have higher standards for any potential new construction buildings. Commissioners discussed introducing housing into the downtown area or possible multi-living. Agenda Page 4 Planning Commission Meeting Minutes Regular Meeting of October 14, 2025 4 Dresdner says he sees a lot of open land with potential. Commissioners discussed pitching school/youth activities to use the city facilities in the park and to advertise events and program in our newsletter. Make a page of downtown uses. Commissioners think the east side of Main Street needs more curb appeal and there is a lot of potential. They discussed starting a “downtown committee” to organize this downtown movement. Next steps, staff will be looking for this to go to the next parks committee for discussion. Final draft plan will come back to planning commissioners in December. 5. OTHER BUSINESS A. None 6.
