The regular meeting of the Joint Powers Water Board was called to order by Chairperson Olson, on Monday, September 22, 2025 at 5:59 p.m. at the Joint Powers Water Board Water Treatment Plant, 11100 50th St NE, Albertville, MN 55301. All bacteriological samples were negative. The average fluoride concentration was 0.73 mg/L (Limits are 0.5 & 0.9). A total of 17,359,000 gallons were recovered from the ASR, showing a total to the distribution system of 86,066,700 gallons, an average daily amount of 2.78 million gallons per day. Operations The standard operations of the facilities include: ❖ Daily testing of fluoride and chlorine in the system. ❖ Monthly performance inspections on wells. ❖ Monthly bacteriological sampling 25 samples). ❖ Bulk chemical deliveries. ❖ ERT missed reads/ meter checks. ❖ Chemical feed systems adjustments & maintenance. ❖ Laboratory equipment calibrations. ❖ Safety and training meetings. ❖ MC Lite meter reading routes for Hanover & St. Michael. ❖ Regularly scheduled operations & maintenance meetings. ❖ Routine daily rounds, inspections, and security checks of the water treatment plant. ❖ Routine weekly off -site facilities inspections and security checks. ❖ Regular backwashing of filters, reclaiming and pumping of backwash sludge. ❖ Monthly performance inspections of emergency generators. ❖ Monitoring & regulating access to the water towers for telecommunications companies to make repairs & upgrades. MEMO TO: Joint Powers Water Board FROM: John Seifert DATE: November 20, 2025 SUBJECT: Monitoring Well Installation Quotes BACKGROUND As part of the new Minnesota DNR Well Appropriation Permit issued earlier this year, Joint Powers was required to install 2 monitoring wells to help generate water table data. This data will be gathered from two separate wells in two separate aquifers at different depths. The intent is to monitor for any influence occurring between the two separate aquifers from the annual pumping of the existing 7 JPWB production wells. Annually, JPWB will be required to provide a report showing the data gathered from the monitoring wells and whether there is any influence between the aquifers. Additional data will help forecast impacts of seasonal pumping levels on these wells. The JPWB staff, along with city staff from the member cities, met with Albertville & St. Michael ISD 885 staff to walk the West Middle School property to explore the siting of these two monitoring wells. The attached map and memo describe the proposed locations for these wells on the school property. ISD 885 staff has indicated a willingness to allow for the placement of the wells on the property. As part of this conversation, the ISD staff requested that JPWB research options for using non -treated irrigation water for the school district site. This is something JPWB staff and engineers can research and bring back as options for the board's future consideration. JPWB engineer, Chris Larson with SEH, has solicited for competitive quotes to install the required monitoring wells. Please see the attached memo and bid tabulation along with the recommendation to award the contract to E.H. Renner Well Company of Ramsey MN. DATE: November 19, 2025 RE: Observation Well Quotes As part of the water appropriation increase that was recently granted by the Minnesota DNR, we are required to drill two observation wells according to DNR criteria. The site that was selected is on the south side of the STMA Middle School (west). Quotes for the observation wells were solicited from EH Renner, Traut, Cascade, and Bergerson Caswell. Two different drilling methods were allowed including mud rotary and sonic drilling. Mud rotary is a common well drilling method; however, sonic drilling allows for better samples and geologic classification. The DNR did not specify a required drilling method. EH Renner, Traut, and Cascade submitted quotes. Traut submitted quotes for both mud rotary and sonic. The results of the quotes are as follows (attached): E.H. Renner (mud rotary) $36,850 Traut Wells (mud rotary) $63,690 Traut Wells (sonic) $92,800 Cascade (sonic) $122,600 Because we are drilling the monitoring wells to satisfy the DNR requirements and the most accurate geologic classification is not necessary, we recommend awarding the project to E.H. Renner in the amount of $36,850 using the mud rotary method. SEH and Joint Powers staff have worked with E.H. Renner in the past and have been satisfied with their work.
