Dear Mr. Elftmann:
This letter outlines the project as approved by the City of Albertville and clarifies the
involvement of Kenco Construction Inc. as the owner and developer of surrounding properties.
Per your letter of November 4th, we discussed land ownership and development patterns via
phone in November. Kenco Construction Co, Inc. used the development name of Parkside solely
because it eliminated the need to create a new name for plat recording purposes. Every time a
new subdivision name is created it is checked against all other possible towns and developments
within the County since there can only be one "Parks ide" in a County. By adding 3rd, or 4th
addition to an adjacent project, we minimize the likelihood that the marketing name of the plat
will be rejected by the County surveyor.
Kenco the home builder purchased the approved developments of Parkside and Parks ide 2nd
Addition from John George, a developer who retained commercial property and phases of
housing known as Westwind within Albertville. As such, we had no involvement with the
approvals. We merely completed the streets, utilities, and housing.
In 1996, Kenco developed Parks ide 3rd Addition which did have approved wetland fill and
mitigation as part of the project. The final amounts of fill were 18,786 SF and mitigation was
37,576 SF. As part of the permitting process, we minimized 2,965 SF of proposed wetland fill.
We are now working on Parkside 4th addition which will be the last project developed by Kenco
Constuction Co. using the Parkside Plat name. As part of the planning, we have lands filling
wetland for housing of 16,737 SF, lands filling wetlands for municipal streets for which no other
alignment is feasible at 3,110 SF, and lands filling wetlands for a municipal parking lot off of
the public street to serve the adjacent park at 6,981 SF. Lands for public ownership include the
streets and park lands. Proposed compensatory wetland mitigation area of 35,624 SF (a 1.43 : 1
ratio) will be furnished within the lands of the plat for both the private development and the
public improvements. Additional upland buffer easement zones totalling 19,375 SF are part of
the application which represent a ratio of .78 : 1. A grand total ratio of 2.215: 1 is proposed.
Upon approval, the excess .215 ratio or 5,343 SF wou Id be available to Kenco and its assigns for
future mitigation needs.

Sketches are attached which show the project alternatives meeting the sequencing requirements
of the COE. Initial municipal master planning was the most aggressive regarding proposed
wetland fill. As part of our rough grading permit with the City, Kenco began creating the
wetland mitigation areas in December of 1996. No areas of wetland fill were created. A 4th
plan, Concept D was created and discussed with the Planning Commission which had a wider
public street and less wetland fill for public park parking. This plan was rejected in favor of a
continuous 32' wide street and an off street lot.
We have under taken this permit application without the joint signatures of Albertville for the
items which will be dedicated to them. If permitting by the COE as allowed by the Nationwide
permits and Minnesota WCA rules requires their signatures to approve this project as proposed,
please contact us during the public notification period.
Regardless, we desire to have your permit for wetland fill as allowed by federal and state law by
April 1 so we can commence fill work prior to May 15. The City is desiring the completion of
Kalland A venue through this subdivision by June 15. This would create a second access into
Parks ide 3rd Addition for emergency vehicles since County Road 19 (LaBeaux Avenue) will be
under construction this summer in an expansion to 4 lanes. This letter and a companion letter by
our consultants Meyer-Rohlin should answer and clarify all questions posed to us by the COE.
Please contact us if any additional questions arise which would jeopardize the timely issuance of
our wetland fill permit.
